HARNETT COUNTY BOARD OF EQUALIZATION AND REVIEW - 1980
FIRST MEETING
The first Meeting of the Harnett County Board of Equalization and
Review was held on April 30, 1980, from 9 a.m. to 5 p.m., in the
Commissioners Room, County Office Building, Lillington, North
Carolina, as was duly advertised, with the following members present
M. H. Brock, Lloyd G. Stewart, Bill Shaw and Rudy Collins. The fol-
lowing oath was administered by Georgia Lee Brown, Clerk of Superior
Court, and each Commissioner present - -M. H. Brock, Lloyd G. Stewart,
Bill Shaw, and Rudy Collins -- ascribed thereto;

I, , do solemnly swear (or affirm) that I will suppor
and maintain the Constitution and laws of the United States, and the
Constitution and laws of North Carolina, not inconsistent therewith,
and that I will faithfully discharge the duties of my office as a
member of the Board of Equalization and Review of Harnett County,
North Carolina, and that I will not allow my actions as a member of
the Board of Equalization and Review to be influenced by personal or
political friendships or obligations so help me God.
The following property owner appeared before the first Board of Equ.
-ization, and Review.
Ruby D. Turlington of Lillington Township appeared before the Board
concerning her property as follows:
A. One Lot and House on West Ivey Street, valued at $35,210. After
reviewing her appeal, it was the decision of the Board of Equaliza-
tion and Review to reduce the value of this property located on West
Ivey Street to $26,670.
B. One Lot and House on Front Street, valued at $72,980. After re-
viewing her appeal, it was the decision of the Board of. Equalization
and Review to reduce the value of this property to $64,740.
C. One Lot and House located on 13th and Ivey Streets, valued at
$23,050. After reviewing her appeal, it was the decision of the
Board of Equalization and Review to reduce the value of this propert
to $22,090.
The Board of Equalization and Review recessed until May 21, 1980
which would be the date of the second Board of Equalization and
Review.
SECOND MEETING The second meeting of the Board of Equalization and Review was held
on May 21, 1980, from 9 a.m. to 12 noon in the Commissioners Room,
County Office Building Lillington, North Carolina, as was duly ad-
vertised, with the following members present: Chairman Jesse Alphin
M. H. Brock, Lloyd G. Stewart, and Bill Shaw. Georgia Lee Brown,
Clerk of Court, administered the following oath and Chairman Jesse
Alphin ascribed thereto:

Joseph Norris, a property owner in Averasboro Township, appeard be-
fore the second Board of Equalization and Review concerning his
property as follows:
A. One Lot and House located on 802 North King St., valued at $3,610
After reviewing his appeal, it was the decision of the Board of
Equalization and Review not to change the value set on this property,
B. One Lot and Houseslocated on 100 E. Johnson and North Railroad an
100::1/2 E. Johnson St., valued at $9,590. After reviewing his appeal
it was the decision of the Board to reduce the value set on this pro-
perty to $8,580.
C. One Lot and Houseslocated on 500 N. Clinton, 502 N. Clinton, and
305 E. Cleveland Streets, valued at $17,580. After reviewing this appeal, it
was the decision of the Board to reduce the value set on this property to
$16,050.
D. One lot and houses located on 307, 309, and 311 E. Cleveland Streets,
valued at $20,690. After reviewing this appeal, it was the decision of the
Board to reduce the value of this property to $19,650.
E. One lot and house on 411 N. Magnolia St., valued at $7,450. After review-
ing this appeal, it was the decision of the Board not to change the value of
this property.
F. One lot and house at 409 N. Magnolia St., valued at $8,440. After review-
ing this appeal, it was the decision of the Board not to change the value
of this property.
The Board of Equalization and Review recessed until May 28, 1980, which
would be the date for the third meeting of the Board of Equalization and Review.
THIRD BOARD OF EQUALIZA- The third Board of Equalization and Review as held on May 28, 1980, from

Lillington, North Carolina, as was duly advertised, with the following members
present: Chairman Jesse Alphin, M. H. Brock, Lloyd G. Stewart, and Bill Shaw
The following property owners appeared before the third Board of Equalization
and Review:
1. Alice L. West, Anderson Creek Township, concerning her 36 acre tract of
land and buildings valued at $25,570. After reviewing her appeal, it was
the decision of the Board of Equalization and Review not to change the value
set on this property.
2. Edith C. Porter, Averasboro Township, concerning her lot and house valued
at $8,040. It was the decision of the Board of Equalization and Review, after
hearing her appeal, to reduce the value of this property to $7,540.
3. Keith Finch, Averasboro Township, appeared before the Board on behalf of
Keith and Virginia Finch, concerning a house and lot located on 400 South
Orange and Pearsall Streets valued at $60,970. After reviewing this appeal,
it was the decision of the Board not to change the value set for this property.
The Board of Equalization ans Review recessed until June 20, 1980, which would
be the fourth and final meeting.
FOURTH AND FINAL BOARD The fourth and final Board of Equalization and Review was held on June 20,
OF EQUALIZATION AND 1980, from 1 p.m. until 5 p.m. in the Commissioners Room, County Office
REVIEW Building, Lillington, North Carolina, as was duly advertised, with the
following members present: Chairman Jesse Alphin, M. H. Brock, Lloyd G. Stewar
and Rudy Collins
The following property owners appeared before the Board concerning the values
set on their property:
1. M. B. Pleasant, Jr., from Black River Township, appeared before the
Board of Equalization and Review concerning property owned by M. B. and
Betty T. Pleasant, located on Depot Street, valued at $42,150. After reviewing
this appeal, it was the decision of the Board to reduce the value of this
property to $37,700.
2. Carol Langdon appeared before the Board concerning an 19 acre tract of
land and building owned by Don Ray and Carol Langdon, located in Black River
Township, valued at $188,060. After reviewing this appeal, it was the decision
of the Board of Equalization and Review not to change this value.
3. Robert C. Bryan, appeared before the Board of Equalization and Review
on behalf of Carolina Lakes, Corporation, concerning an 1,022.88 acre tract
of land, golf course, and buildings valued at $858,920. After reviewing this
appeal, it was the decision of the Board of Equalization and Review to reduce
the value of this property to $803,430.
Upon motion of Commissioner Brock seconded by Commissioner Collins, the
Board of Equalization and Review adjourned for the year, 1980, at 5 p.m.
on June 20, 1980. The motion carried with /unanimous vote
