HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, JUNE 16, 1980
The Harnett County Board of Commissioners met in regular sessio
on June 16, 1980, in the Commissioners room, County Office
Building, Lillington, North Carolina, with the following member
present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, Rudy Collin
and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk
to the Board, and Edward H. McCormick, County Attorney, were
also present.
ALL TO ORDER Chairman Jesse Alphin called the meeting to order at 7:30 p.m.
RAYER Commissioner Rudy Collins led the evening prayer.
PPROVAL OF MINUTES The minutes from the previous Board of Commissioners meeting
were approved as read.

M. H. Brock, County Manager, apprised the Board that the County
had received and publicly opened bids for the furnishing of
eight pieces of machine shop equipment for Harnett County's
industrial educational center on Monday, June 16, 1980, at 3 p.m
as was duly advertised. Mr. Brock continued to state that thes_
bids had been conveyed to a committee consisting of Robert
Brown and Don Buie, both with CCTC, to study the bids and prese
their recommendations to the Board. Don Buie appeared before
the Board and submitted the committee's recommendation as follows:
A. The bid for one 17" Engine Lathe be awarded to Herbert
Machine Tool Inc., of Charlotte, North Carolina, in the amount
of $18,554, delivery date of 120 days.
B. The bid for two 15" Engine Lathe be awarded to Wrenn Machin
Inc., of West Columbia, South Carolina, in the amount of
$37,180, delivery date of 6 -8 weeks.
C. The bid for one 20" drill press be awarded to Wrenn Machine
Inc., of West Columbia, South Carolina, in the amount of
$2,326.74, delivery date of 5 -6 weeks.
D. The bid for one 15" drill press be awarded to Wrenn Machine
Inc., of West Columbia, South Carolina, in the amount of
$1,105.52, delivery date of 2 -3 weeks.
E. The bid for one tool and cutter grinder be awarded to Herbe
machine Tool, Inc., of Charlotte, North Carolina, in the amount
of $7,756.02, delivery date of 120 days.
F. Not any of the bids received for the vertical band saw
met the required specifications, it was, therefore, recommended
that this item be rebid.
G. The bid for one cut -off saw be awarded to Herbert Machine
Tool, Inc., of Charlotte, North Carolina, in the amount of
$2,915.87, delivery date of 120 days.
Commissioner Collins made a motion that the Board award the
bids as described in the aforementioned recommendations,
contingent upon the receipt of CETA funds, Commissioner Shaw
seconded the motion and the issue carried.
Don Buie stated that it was about one year ago when the Board
of Commissioners authorized CCTC to relocate one of the county'
moveable classrooms to Sanford to be utlized by CCTC until a
permanent facility could be constructed. Mr. Buie explained
to the Commissioners that for various reasons CCTC had not been
able to complete its construction on the building and
requested an extension of one year on the agreement to use the
moveable classroom, at which time CCTC would relocate the faci-
lity to Harnett County. Commissioner Shaw made a motion that
CCTC be authorized to use this moveable facility for one
additional year at which time they would move it back to Harnet
County to any location desired by the County. Commissioner
Stewart seconded the motion and the issue carried.

Henry Thompson, Director of the Harnett County Health Department
appeared before the Board and requested the following amendments
to his budget:
Code 10- 590 -02, Salaries & Wages, decrease $8,243; Code 10- 590 -11,
Telephone and Postage, decrease $220; Code 10- 590 -14, Gasoline -
Dog Warden, decrease $1,216; Code 10- 590 -13, Utilities, increase
$350; Code 10- 590 -14, travel and meetings increase $5,463;
Code 10- 590 -33, Dept. Materials & Supplies, increase $1,038;
Code 10- 590 -41, Clinician Fees, increase $1,140; Code 10- 590 -78,
Medical - Surgical Supplies, increase $2,633. Commissioner Brock
made a motion that the above- described budget amendments s -to the
Health Department be approved. Commissioner Stewart seconded
the motion and the issue carried.
M. H. Brock, County Manager, informed the Commissioners that
they would need to appoint two persons to serve on the Lee - Harnett
Mental Health Board at the next Board of Commissioners' meeting.
Commissioner Brock made a motion thatthe Board adopt the.following
resolution authorizing the County Auditor to pay all necessary
expenses for the F.Y. 1979 -80. Commissioner Shaw seconded the
motion ,and the issue carried:
WHEREAS, it appears that several budgets of the General Fund of Harnett
County will be over- expended during the budget year of 1979 -80, and
WHEREAS, it will be necessary to overspend these budgets'in the due process
of operation of the several departments;
THEREFORE, BE IT ORDERED -BY THE Board of County Commissioners of Harnett
County that the County Auditor is hereby authorized to pay any and all
necessary expenses of the several departments in the operation of their office.
DONE THIS 16TH DAY OF JUNE, 1980.
EXPENDITURE REPORT M. H. Brock, County Manager, filed a copy of the expenditure report
for the month of May, 1980, with the Board.

Jerry Bullock, Director of Community Development, appeared before
the Board and presented a progress report on the Inspection
department. The Board of Commissioners set August 18, 1980, as th
date to hold the public hearing on the ordinance establishing
the adoption, administration and enforcement of the described
codes and ordinances along with the authority and duties of the
inspection officials.
The regular Board of Commissioners meeting was recessed totold
the public hearing concerning the Northern Harnett Rescue Service
District.
Chairman Jesse Alphin called the public hearing to order at 8 p.m.,
as was duly advertised, explained the purpose of the public
hearing, and invited anyone present who wished to comment on the
redefining of the boundaries of the Northern Harnett Rescue
Service District to feel free to do so.
Mr. Ammons appeared before the Board and complimented the
Commissioners on the excellent job they are doing serving the peop
of the County and requested that the boundaries of the Northern
Harnett Rescue District be redefined.
Melvin Rogers, Sue Anderson, Jimmy Matthews, and Wayne Gilbert,
appeared before the Board and all spoke in favor of redefining the
boundaries of the Northern Harnett Rescue District.
No one appeared before the Board to speak against redefining the
boundaries of the Northern Harnett Rescue District.
Chairman Jesse Alphin declared the public hearing closed at 8:30p.
and reconvened the regular scheduled meeting of the Board of
Commissioners.

ADJOURNMENT
Chairman Jesse Alphin informed those presenet that the Board of
Commissioners would consider the remarks they had heard tonight during
the public hearing and would make a decision concerning the redefining
of the Northern Harnett Rescue District at the next meeting.
There being no further business, the Harnett County Board of Commission-
ers meeting of June 16, 1980, duly adjourned at 9 p.m.

CALL TO ORDER
PRAYER
PUBLIC HEARING
GENERAL BUDGET
The Harnett County Board of Commissioners met in special session on
Friday, June 20, 1980, in the Commissioners Room, County Office Build-
ing, Lillington, North Carolina, as was duly advertised, with the
following members present: Lloyd G. Stewart, Rudy Collins, M. H.
Brock, and Chairman Jesse Alphin presiding. Commissioner Bill Shaw
and H. D. Carson, Jr., Clerk to the Board, were absent. Edward H.
McCormick, County Attorney, was present.
Chairman Jesse Alphin called the meeting to order at 10 a.m. and
informed those present that the major purpose of this meeting was to
consider the general county budget and revenue sharing budget for the
F.Y. 1980 -81.
Robert Anderson led the morning prayer.
At 10 a.m., Chairman Jesse Alphin declared the public hearing on the
general county budget for the F.Y. 1980 -81 open and invited anyone
present who wished to comment on the proposed budget to feel free to
do so.
Robert Anderson, a citizen from the Johnsonville area appeared before
the commissioners to speak on a few issues concerning the proposed
budget. Mr. Anderson informed the Commissioners that on Thursday
afternoon he had spent approximately 2 1/2 hours with the County
Manager studying the budget. Mr. Anderson expressed his appreciation
to Mr. Brock for taking the time from his busy schedule to help him
better comprehend the role of the budget, and he also complimented the
board on a "job well done' in preparing the 1980 -81 budget for Harnett
County. Mr. Anderson continued to state that while reviewing the
budget, he came across the following issues which concerned him and
which he would like for the Board to resolve:
1. Mr. Anderson questioned who was responsible for cutting back the
teacher's supplement from $110 to $82.50. He explained that the news
media had quoted Mr. Gray as stating that the Harnett County Board of
Commissioners were responsible for this action. 2. Mr. Anderson
also stated that he had read in the news media that although the tax
levy had decreased that the tax values had not been reduced. He,
therefore, requested that the Board of Commissioners consider the
persons on fixed incomes when they set the tax levy.
Mr. Alphin expressed his appreciation to Mr. Anderson for coming before
the Board and expressing his views on the proposed budget. Mr. Alphin
also complimented Mr. Anderson on taking the time to review the budget
and to get a better understanding of the role it portrays in the
development of the County.
M. H. Brock addressed Mr. Anderson's questions concerning the teacher's
supplement. Mr. Brock explained that on May 14, 1980, the Board of
Education presented their proposed budget for the F.Y. 1980 -81 to the
Commissioners. The Commissioners reviewed the school budget and noti-
fied Mr. Gray that the County would appropriate $2,171,151 to school
current expense, $252,450 to school capital outlay plus an additional
$1,000,000 for the capital reserve fund for the F.Y. 1980 -81 which
was an increase of $220,327 over last year's budget. However, the
