HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, JUNE 2, 1980
The Harnett County Board of Commissioners met in regular session
on Monday, June 2, 1980, in the Commissioners Room, County Office
Building, Lillington, North Carolina, with the following members
present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, Rudy Collins,
and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk
to the Board, and Edward H. McCormick, County Attorney, were also
present.
CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 9 a.m.
PRAYER Commissioner Bill Shaw led the morning prayer.
MINUTES APPROVED The minutes from the Harnett County Board of Commissioners meeting
of May 19, 1980, were approved as read.
DON DUPREE, DOT Don Dupree, District Engineer with the North Carolina Department
of Transportation, appeared before the Board to discuss road
matters and situations in Harnett County.
AMBULANCE SERVICE Dan Gardner, Captain of the Harnett County Ambulance Service,
I -V TRAINING appeared before the Board and informed the commissioners that the
EMTs employed with the County will soon be trained to
transport I -V patients. Mr. Gardner continued to explain that
this program would be possible because of the support and coopera-
tion they were receiving from Good Hope Hospital.
BIDS -- MACHINE SHOP On May 29, 1980, the County received bids for the machine shop
EQUIPMENT equipment for the proposed industrial - educational center as
were duly advertised. After the proposals were publicly opened,
they were turned over to a bid committee for evaluation. Don
Buie appeared before the Board as spokesperson for the committee
and recommended the following:

BUDGET AMENDMENTS
HEALTH DEPT.
1. Item C - 16" Engine Lathe and Accessories be awarded to J. H
Elliott Company of Richmond, Virginia, for $33,486.
2. Item D- Table Feed Surface Grinders and Accessories be
awarded to Jeffreys Engineering Company of Greensboro for
$13,814.
3. Item E- Hand Feed Surface Grinders and Accessories be awarde
to Jeffreys Engineering Company of Greensboro for $10,934.
4. Items F & G - Vertical Milling Machines and Accessories be
awarded to Jeffreys Engineering Company of Greensboro for
combined low bid of $48,500.
5. I ject all bids received fro Items A - 17" Lathe and Accessor-
ies and Item B - 15" Engine Lathe & Accessories and rebid
these two items.
Commissioner Shaw made a motion that the foregoing recommendation
be approved, contingent upon the receipt of CETA funds to purchase
this equipment. Commissioner Collins seconded the motion and
the issue carried.
Don Buie requested authorization to readvertise bids for the
17" and 15" Engine Lathes and eight additional pieces of equipment
for the machine shop. Commissioner Collins made a motion
that the County request bids for the following: one -- 17"
Engine Lathe and Accessories; two -- 15" Engine Lathes and
Accessories; One - 20" Variable Speed Gear Drill Press and Acces-
sories; One - -15" Variable Speed Gear Drill Press and Accessories;
One - -Tool and Cutter Grinder and Accessories; one -- Vertical
Metal Cutting Band Saw and Accessories; and one -- cutoff Bandsaw
and Accessories. Commissioner Shaw seconded the motion and it
carried.
Henry Thompson, Health Director, appeared before the Board and
requested the following budget amendments :
1. Code 10- 590 -41, Clinician Fee - -MCH, in the amount of $2,450.
2. Code 10- 590 -83, School Health Program, in the amount of $1,500.
Mr. Thompson explained that the county has received these addition-
al revenues because the contract with the N.C. Division of Health
Services had increased for the FY 1979 -80. Commissioner Brock
made a motion that the Board approve the aformentioned amendments
to the Health Budget, Commissioner Shaw seconded the motion and
the issue carried.

INSPECTION DEPARTMENT Jerry Bullock, Director of the Harnett County Community Develop-
ment Program, requested the Board to set the date to hold
the public hearing for the creation of an inspection department
for the County. It was the decision of the Board to wait until
their mid -month meeting in June to set the date for the public
hearing.
TAX RELEASE -- TRISSIE Thomas Allen, Tax Supervisor, appeared beofre the Board and
requested the Commissioners to release Trissie, Inc., from its
tax levy for the FY 1979 in the amount of $2,691,82. Commis-
sioner Collins made a motion that this Trissie, Inc., be release
of the taxes levied for the FY 1979. Commissioner Shaw seconded
the motion and the issue carried.
TAX REFUNDS Thomas Allen, Tax Supervisor, informed the Board that M. I.
Dean of Rt. 2, Fuquay - Varina, had requested a tax refund in the
amount of $27.41. Mr. Dean had been charged for ahouse which
had been burned and removed from his property. Commissioner
Collins made a motion that the refund in the amount of $27.41 be
granted to Mr. Dean. Commissioner Shaw seconded the motion
and the issue carried.
TAX COLLECTOR'S Earl Jones, Tax Collector, appeared before the Board to report
REPORT on the activities of his department for the month of May, 1980,
and his plans for the month of June, 1980.

STATEMENT OF INVESTMENTS M. H. Brock, County Manager, filed a copy of the statement of
investments report as of May 31, 1980, with the Board.
1980 -81 BUDGET M. H. Brock, County Manager, presented to each of the Cbmmissione
for their consideration and review a copy of the proposed
F.Y. 1980 -81 budget for Harnett County.
BUDGET AMENDMENT
NORTHEAST, METRO
Commissioner Brock made a motion that Code 10- 690 -107, Northeast
Metropolitan Water District, be amended by $212,700. Commissiore
Shaw seconded the motion and the issue carried.
ADJOURNMENT There being no further business, the Harnett County Board of
Commissioner meeting of June 2, 1980, duly adjourned at 10:20 a.m
