CALL TO ORDER
PRAYER
APPROVAL OF MINUTES
The Harnett County Board of Commissioners met in regular session
on Monday, May 19, 1980, in the Commissioners Room, County
Office Building, Lillington, North Carolina, with the following
members present: M. H. Brock, Lloyd G. Stewart, Bill Shaw,
Rudy Collins, and Chairman Jesse Alphin presiding. H. D. Carson,
Jr„ Clerk to the Board, and Edward H. McCormick, County Attorn-
were also present.
Chairman Jesse Alphin called the meeting to order at 7:30 p.m.
Commissioner Rudy Collins led the evening prayer.
The minutes from the Harnett County Board of Commissioners
meeting of May 5, 1980, were approved as read,
INSPECTION DEPARTMENT Jerry Bullock, Director of Community Development, appeared befor
the Board and presented his recommendations for the proposed
formation of an inspection department for Harnett County.
Mr. Bullock asked the Board of Commissioners to review this
proposal and notify him of any recommendations they might have.
BUDGET REQUESTS FROM Mr. Charles Nordan, Chief of Angier - Blackriver Fire Department,
FIRE CHIEFS FOR appeared before the Board on behalf of the Harnett County Fire
1980 -81 Chiefs Association and requested the Board to consider the
following appropriations in the 1980 -81 Fire Marshall's Budget:
1. $1,500 for materials for fire prevention in schools
2. $500 for department hosting Firemen's Day
3. $500 Requested by Tom Lanier for Mileage and Labor to inspec
Day Care Centers, Foster Homes, Nursing Homes, Rest Homes
and schools outside fire districts.
4. Funds to purchase a Slide Projector
5. Funds to Repair Encoder at the Sheriff's Office
BUDGET REQUEST FROM
ARTS COUNCIL FOR
1980 -81
The Board of Commissioners thanked the fire chiefs for taking
the time to come 'and to present their proposal and commended
them on the excellent services they are providing to the citizen
of Harnett County.
Mr. Gene Smith appeared before the Board as spokesman for the
Harnett County Arts Council and requested that the Board include
in the 1980 -81 budget matching funds in the amount of $5,930
for the Grassroots Fund. The Board thanked Mr. Smith for
presenting this request and expressed their appreciation to the
Arts Council for all the efforts and time they have devoted to
the improvements of the arts programs in the County.
BUDGET AMENDMENT TO Warren Culbreth, Parks & Recreation Director, appeared before
PARKS & RECREATION the Board and requested that his materials and supplies budget
be amended by $2,000 to reflect the additional CETA monies he
had received. Commissioner Brock made a motion that the
Materials and Supplies Budget, Code 10- 620 -33 SP be amended by
$2,000. Commissioner Collins seconded the motion and the issue
carried with a unanimous vote. Mr. Culbreth also gave a pro-
gress report on the two county parks.
NCACC SPRING LEGISLA Commissioner Stewart made a motion that Commissioner M. H. Brock
TIVE CONFERENCE-- be appointed to serve as voting delegate at the Spring North
VOTING DELEGATE Carolina Association of County Commissioners Conference on May
30, 1980. Commissioner Collins seconded the motion and the
issue carried.
NACO ANNUAL CONF.
VOTING DELEGATE
Commissioner Brock made a motion that Jesse Alphin be appointed
to serve as voting delegate at the 45th Annual Conference,
Commissioner Collins seconded the motion and the issue carried.
AIRPORT BUDGET REQUESTS Fred Hobbs, Project Engineer with Talbert, Cox and Associates,
1980 -81 appeared before the Board and requested that the Commissioners
consider including the following appropriations in the 1980 -81
budget for the Airport Project:

The Board expressed its appreciation to Mr. Hobbs for preparing
this budget for their consideration and for taking the time
to present it to them.
Upon motion of Commissioner Collins seconded by Commissioner
Stewart, the "Statement of the Results of the Special Property
Tax Referendum in the Northern Harnett Rescue Service District
of the County of Harnett on May 6, 1980" is declared and
certified to be the results of said referendum and Jesse Alphin
Chairman, is authorized to sign said declaration on behalf of
the County and the Clerk to the Board of Commissioners is hereby
directed to cause a copy of same in his office as required by
G. S. 153A -149 (d); and to said statement there shall be append-
ed the following statement: "Any action or proceeding challeng-
ing irregularity or validity of this tax referendum must be
begun in thirty days after May 22, 1980, (date of publication) ":
and further, the Clerk shall obtain copies of the certification
from said newspaper and file the same in his office. The
Commissioners passed the foregoing motion by five voting for
and none voting against.
The statement of results of said results is as follows:
At a special tax referendum held in the Northern Harnett Rescue
Service District of the County of Harnett on May 6, 1980, One
Thousand Two Hundred Eighty Eight (1288) voters were registered
and qualified to vote.
At said referendum conducted on May 6, 1980, pursuant to
G.S. 153A -149, Three Hundred Ninety (390) votes were cased for
the question "Shall Harnett County be authorized to levy annuall
a property tax at an effective rate not in excess of seven
cents ($.07) on the One Hundred Dollars ($100.00) value in the
Northern Harnett Rescue Service District for the purpose of
providing rescue service ?" and One Hundred Fifty Two (152) votes
were cast against said question, and that a majority of the
qualified voters of said service district who voted thereon at
said referendum voted in favor of said question; that, therefore
the question was approved by the voters of said district.
That the foregoing results have been certified to the Board
of County Commissioners by the Board of Elections by resolution
duly adopted by that Board on May 8, 1980, as will more particul
arly appear in the Minute Book of that Board at Minute Book 3,
beginning at page 78 and ending at page 78.

Commissioner Collins made a motion that the Board approve the
subdivision plat for Country Estate located in Hector's Creek
Township, owned by Thomas E. Mills. Commissioner Shaw seconded
the motion and the issue carried.
There being no further business, the Harnett County Board of
Commissioner Meeting of May 19, 1980, duly adjourned at
9:15 p.m.
