REPORT ON PARKS
The Harnett County Board of Commissioners met in regular session
on Monday, January 21, 1980, at 7:30 p.m. in the Commissioners
Room, County Office Building, Lillington, North Carolina, with
the following members present: M. H. Brock, Lloyd G. Stewart,
Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding.
H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick,
County Attorney, were also present.
Chairman Jesse Alphin called the meeting to order at 7:30 p.m.
Commissioner Bill Shaw led the morning prayer.
The minutes from the Harnett County Board of Commissioners meeting
of January 7, 1980, were approved as read.
Warren Culbreth, Harnett County Parks & Recreation Director, ap-
peared before the Board and reported on the progress of the two
county parks -- Neill's Creek and Barbecue Creek. Mr. Culbreth
apprised the Commissioners that he met with the architect and
the contractor last Wednesday, January 16, 1980, and conducted
the final, on -site inspection of the parks. He informed the Board
that the completion date of these projects had been set for Janu-
ary 30, 1980. M. H. Brock, County Manager, stated that he also
met with Mr. Herring (the contractor) and Mr. Culbreth and informe
these gentlemen that the completion of the parks should be their
first priority. Mr. Brock also notified Mr. Herring that the work
he had not completed by January 30, 1980, would be deducted from
his final payment for services, and the County would complete the
project.
PARKS & RECREATION Warren Culbreth, Parks & Recreation Director, requested an
BUDGED AMENDMENT amendment to his department's budget. He state that he would like
to transfer funds from programs to part -time salaries in order to
employ additional personnel to implement various recreational
programs. Commissioner Shaw made a motion that the Programs
Budget, Code 10- 620 -49 be decreased by $3,000 and the Part -time
Salaries Budget, Code 10- 620 -03 be increased by $3,000. Commis-
sioner Collins second the motion and the issue carried.
AMBULANCE SERVICE Dan Gardner, Captain of the Harnett County Ambulance Service,
MALPRACTICE INSURANCE appeared before the Board and requested that the County purchase
Professional Malpractice Insurance for the EMTs. Following the
discussion of this insurance coverage, Commissioner Collins made
a motion that the County purchase professional malpractice
insurance for the 13 Emergency Medical Technicians who work with
the Harnett County Ambulance Service. This insurance would
be obtained from Med James, Inc., Shawnee Mission, Kansas at a
cost of $48 per EMT. Commissioner Stewart second the motion and
the issue carried.
POWERS DELEGATED TO
LIBRARY BOARD
Mrs. Margaret Randall, Harnett County Librarian, appeared before
the Board on behalf of the Harnett County Library Board and request
ed the Board of Commissioners to delegate the following powers to

(3) To supervise and care for the facilities of the library
system;
(4) To appoint a chief librarian or director of library services
and, with his advice, to appoint other employees of the library
system. If some other body or official is to appoint the chief
librarian or director of library services, to advise that body
or official concerning that appointment;
(5) To establish a schedule of fines and charges for late return
or failure to return, damage to, and loss of library materials,
and to take other measures to protect and regulate the use of
such materials;
(6) To participate in preparing the annual budget of the library
system;

(7) To extend the privileges and use of the library system to
nonresidents of the county or city establishing or supporting th
system, on any terms or conditions the board may prescribe.
(8) To otherwise advise the Board. of Commissioners on library
matters.
The Board of trustees shall make an annual report on the opera-
tions of the library to the governing body of the county or the
city and shall make an annual report to the Department of Cul-
tural Resources as required by G. S. 125 -5.
Following a discussion of these powers, Commissioner Brock made
a motion to delegate the foregoing powers to the Harnett County
Library Board of Trustees, Commissioner Collins second the motio
and the issue carried with a unanimous vote.
SR 2025 Commissioner Shaw moved for the adoption of the following
resolution abandoning 35/100 mile section of SR 2025 from the N.
C. State System for Maintenance. Commissioner Collins seconded
the motion and the issue carried.
Whereas, a petition has been received from Johnson Farms, Inc.,
requesting the abandonment of 35/100 mile section of SR 2025; an
WHEREAS, the North Carolina Departmentof Transportation has
requested the County Board of Commissioner to approve this
petition.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS that a 35/100 mile section of SR 2025 be abandoned
from the North Carolina Secondary Road System for Maintenance.
COURTHOUSE HVAC SYSTEM Commissioner Shaw informed the Board that on Thursday, January
17, 1980, at committee composed of M. H. Brock, County Manager;
Johnnie Taylor, Maintenance Supervisor; Oscar Hay, Designer Engi
neer, as well as himself received the following bids for the
renovation and alterations to the Harnett County Courthouse HVAC
system:

1. J. J. Barnes, Inc., Fayetteville, NC, in the Amount of $61,17
2. Bass Air Conditioning, Fayetteville, NC, in the amount of
$103,846.
3. Hockaday Heating and Air, Raleigh, NC, in the amount of
$59,675
4. Mallerd, Raleigh, NC, in the amount of $61,164
5. Mechanical Associates, Gary, NC, in the amount of $48,730
Johnson Controls also submitted a proposal for a termperature
automatic control system for the County courthouse which would
work in conjunction with the renovations to the HVAC system.
Commissioner Shaw stated that after reviewing the bids and
proposal received, it was the decision of the Committee to submi
the following recommendations to the Board for consideration: (1
to award the bid for the renovation and alterations to the
Harnett County Courthouse HVAC system to the low bidder,
Mechanical Associates of Cary, in the amount of $48,730; (2) to
accept the proposal from Johnson Controls in the amount of
$29,290 for a temperature automatic control system for the
courthouse; and (3) to accept the proposal from Oscar Hay to
provide services as the designer engineer for this project in th
amount of $4,678. Commissioner Shaw made a motion that the Boar
approve the foregoing recommendations as submitted from the
committee, Commissioner Stewart second the motion and the issue
carried.
Commissioner Collins made a motion that M. H. Brock., County
Manager, be authorized to prepare bids to purchase a piece of
equipment with a trade -in of two old pieces of equipment the
County now owns. Commissioner Stewart seconded the motion and
the issue carried.
M. H. Brock, County Manager, presented the expenditure and
revenue' report for the period ending December 31, 1979.

NORTH HARNETT Con[nrssioner Collins read the following certification from the Harnett County Tax
RESCUE DIS- Supervisor concerning the proposed hearing on the North Harnett Rescue
TRICT Service and directed that it be recorded in the minutes:
TO WHOM IT MAY CONCERN:
This is to certify that all resident property owners that appear on
the scrolls for the year 1979, located in Buckhorn and Hectors Creek
townships have been notified of the North Harnett Rescue Service District,
at the address shown on the scrolls, for the hearing that is set for
March 17, 1980, at 8 O'Clock P. M. at the County Office Building on
First and Front Street in the Town of Lillington, North Carolina.
A map of the proposed district was included in the notice.
