The Harnett County Board of Commissioners met in regular session
on Monday, December 3, 1979, in the Commissioner's Room, County
Office Building, Lillington, North Carolina. Present were:
Chairman Jesse Alphin, Commissioners M. H. "Jack" Brock,
Lloyd G. Stewart, W. A. Shaw, Jr., and Rudy Collins. Chairman
Alphin presiding.
Chairman Alphin called the meeting to order and recognized Mr.
Bill Shaw for the morning prayer.
The minutes of the November 19, 1979, meeting were read and
approved.
Mr. Don Dupree, District Engineer with the North Carolina
Department of Transportation, appeared before the Board and
apprised the board of stabilizationwork which has been completed
on roads in Western Harnett at an approximate cost of $9,000 to
$10,000. A resolution was introduced from the Harnett County
Board of Commissioners requesting the addition of the Manor Hill
Subdivision, Section 2, to the North Carolina Secondary Road
System for maintenance. Mr. Bill Shaw moved the adoption of
the resolution, seconded. by Mr. Rudy Collins. Motion carried
with a unanimous vote.
BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, that the
Department of Transportation be and is hereby petitioned and requested by
the proper execution of this document, to add Manor Hill Subdivision, Section
2, to the North Carolina Secondary Road System for maintenance.
At the request of the board, Mr. Dupree will check on matters
pertaining to SR 1229, SR 1412, and SR 1218. Mr. Dupree also
informed the Board that the curb and cuttering in Dunn on the
hospital raod will be done under an overall contract which has
now been finalized.
Mrs. Margaret Randall, Harnett County Librarian, appeared before
the Board to recommend the appointment of two additional members
to the Harnett County Library Board. Mrs. Randall stated that
there are now seven members and that Statutes allow for nine and
recommended Mr. C. Gordon Springle as representative from the
Angier area and Mrs. Grace Black from the Norrington community.
Upon motion by Mr. Lloyd G. Stewart, seconded by Mr. Jack Brock,
Mrs. Grace Black and Mr. C. Gordon Springle were unanimously
appointed to serve on the Harnett County Library Board for a
period of four years. Motion carried unanimously.
Mis May Marshbanks appeared before the Board and recommend that
Mrs. Margaret Brewington of Route d Dunn be appointed to serve
on the Advisory Committee for the Aging; this is to be contingent
upon the acceptance of Mrs. Brewington to serve. Mrs. Brewington
represents the Indian population and is a Consumer with the
Dunn Nutrition Site. The two other members which comprise this
Committee are Mrs. Adelaide Kelly and Mrs. Lincoln Blanding.
Upon motion by Mr. Rudy Collins, seconded by Mr. Lloyd G. Stewart
the appointment of Mrs. Margaret Brewington to serve on the Aging
Advisory Committee of Region M was unanimously approved contingent
upon her acceptance to serve.
Mr. Jack Brock presented the DWC Subdivision and recommended
approval of the subdivision. After discussion and upon formal
motion by Mr. Brock, seconded by Mr. Bill Shaw, the DWC Subdivisic
was unanimously approved.
PERSONNEL COMMITTEE Mr. Lloyd G. Stewart presented three items regarding personnel
REPORT policies: (1) Travel Reimbursement - that beginning January 1,
1980, reimbursement for travel be at nineteen cents per mile
(2) Adverse Weather Conditions and (3) Deferred Compensation
for Employees - recommended that the county not participate in
this policy. It was noted that items 1 and 2 will become effect-
ive January 1, 1980.

Commissioner Stewart made a motion that the reimbursement
for travel be at Nineteen Cents (19d) per mile, effective
January 1, 1980, and that the following Adverse Weather Condi-
tion policy be approved and go into effect on January 1, 1980.
Commissioner Shaw seconded the motion and the issue carried.
*Leave - Adverse Weather Conditions
In the event of adverse weather conditions, county offices will remain
open and the following policy for charging leave will apply where the
nature of the operation makes it possible. It is recognized that agencies
providing essential services to the public: such as the Sheriff's Departmen
and the Ambulance Service, will need to modify this policy in order to
maintain adequate services to the public.
Employees who are unable to get to work because of
hazardous conditions will charge time not worked to
vacation or petty leave.
In the event hazardous conditions should develop
during the working day, employees who anticipate
special problems in transportation should be
permitted and encouraged to avail themselves of
petty leave or annual leave privileges in order
to leave early.
If catastrophic conditions are declared, necessary
instructions will be issued by the County Manager.
If extreme hazardous conditions should develop
during the working day, the County Manager will
have the option of authorizing employees to go
home and not charge petty leave or vacation time;
However, any employee who left prior to the authori-
zation from the County Manager to close the office
because of adverse weather conditions will charge
leave time not worked to vacation or petty leave.
NOTE: Any public announcement will be made in accordance with
the above.
A budget amendment was presented to the Board of Commissioners
to increase the School Capital Outlay Budget, Code 10- 690 -111
in the amount of $113,535. These funds will be taken from
the Capital Reserve Fund to cover projected costs of the Area
III school. After thorough discussion and conferring with
The County Auditor, Mr. Herbert Carson, Commissioner Brock
moved that Code 10- 690 -111, School Capital Outlay be amended
by $113,535 and that the County Auditor be authorized to
convey these funds as needed for payment of invoices incurred
for the proposed Area III school and that these funds may
be expended from the appropriated funds in the 1979 -80 budget,
if the Auditor so desires, and he is hereby authorized to with-
draw from the Capital Reserve Fund, if necessary. Motion
was seconded by Commissioner Collins and carried with a unani-
mous vote.
Miss Mae Marshbanks appeared before the Board and requested
a budget amendment to the RSVP and Senior Citizens Appropria-
tions for an increase of $1,234.40 ''Ms. Marshbanks informed
the board that the county would receive matching funds in
the amount of $11,106. Mis Marshbanks cited the possible
expenditures of these funds were to increase possible fuel
assistance to the elderly, to provide housing assistance to
increase heating efficiency, such as window insulation and
skirting of houses, and to provide chore services to aid in
getting' people to nutrition sites. The fuel and housing
assistance proposals, if acceptable, could be coordinated
through the Community Development Program and the Chore
Service through the Social Service Department.
Commissioner Lloyd Stewart made a motion to amend the
RSVP and Senior Citizens Budget, Code 10- 690 -101, by
$1,234. Commissioner Shaw seconded the motion and the issue
carried.

Iranian Crisis

REPORT
WHEREAS, the elected Board of Commissioners of Harnett County representing
55 thousand Americans served by Harnett County government is vitally concerned
with the lives and welfare of these citizens and all the people of the
United States; and
WHEREAS, the Board of Commissioners of Harnett County is proud of the
United States of America and our nation's heritage of true liberty and
justice for all, and
WHEREAS, the President of the United States has taken a firm and just
stand on behalf of this great nation to protect the lives and property of
Americans serving overseas in the United States missions,
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONE
that the Board supports the action of the President of the United States
in his efforts to free American hostages in Iran, and in his support of the
Iranian oil embargo, and condemns the reckless disregard of long established
international law by the Iranian government, and its inciting of religious
disorder in the world through the propagation of flagrant lies about America
and Americans serving in the U. S. overseas missions, and
BE IT FURTHER RESOLVED that the elected Board of Commissioners of Harnett
County representing county government in the United States and thousands of
voting Americans, urges total support of the President of the United States
in his difficult negotiations with the Iranian Government, and requests
immediate and unconditional release of the Americans now being illegally
held by the Iranian Government.

Commissioner Brock commented that while in Washington recently
at the National Association of County Commissioners Conference,
the NACO adopted such a resolution and sent it to the President
and that a representative of the President had asked that counties
and states consider the adoption of this resolution. Commissioner
Brock moved the adoption of the foregoing resolution. Commissioner
Stewart seconded the motion and the issue carried.
Mr. Earl Jones, Tax Collector, appeared before the Board and
presented the report on the activities of his department for
the month of November and his plans for the month of December.

M. H. Brock, County Manager, presented the monthly computer readout
of the budgets. He stated that as of November 30, 1979, approxi-
mately34 percent of the budget had been spent. He also stated that
the Public Assistance debt will be discussed at the January meeting
of the board.
Chairman Alphin called for an adjournment of the regular monthly
meeting of the Board to reconvene at 10:45 a.m. for the stated
purpose of the reorganization of the Board.
The adjourned meeting of the Harnett County Board of Commissioners
was called to order at 10:45 a.m. by H. D. Carson, Jr., Clerk to
the Board who stated the purpose of the meeting as being the
reorganization of the Board of Commissioners of Harnett County.
Mr. Carson asked that the business be carried on and opened the
floor to nominations for Chairman of the Board. Commissioner Lloyd
Stewart moved for the nomination of Jesse Alphin as Chairman of
the Harnett County Board of Commissioners. Commissioner Brock
seconded the motion that Jesse Alphin be nominated as Chairman
and moved that the nominations for Chairman be closed. Commissione
Collins seconded the motion that nominations be closed and each
Commissioner - -Rudy Collins, M. H. Brock, Bill Shaw, and Lloyd G.
Stewart -- voted affirmatively for the appointment of Jesse Alphin
to serve as Chairman of the Harnett County Board of Commissioners.
H. D. Carson, Jr., officially declared Jesse Alphin as the Chairman
of the Harnett County Board of Commissioners.
With Chairman Jesse Alphin presiding, he opened the floor to
nominations for Vice Chairman for the Harnett County Board of
Commissioners. Commissioner Rudy Collins moved for the nomination
of Lloyd G. Stewart to serve as Vice Chairman of the Board. Com-
missioner Bill Shaw seconded the nomination of Lloyd G. Stewart
to serve as Vice Chairman and moved for the nominations to be close
Commissioner Brock seconded the motion that the nominations for
Vice- Chairman be closed, and each Commissioner - -M. H. Brock, Bill
Shaw, Rudy Collins, and Chairman Jesse Alphin - -voted affirmatively
to appoint Lloyd G. Stewart as Vice - Chairman of the Board.
Chairman Jesse Alphin officially declared Lloyd G. Stewart to be
Vice - Chairman of the Harnett County Board of Commissioners
M. H. Brock, County Manager, presented to the Board for their
consideration a site of appointees to serve at the pleasure
of the Board. He noted one change in the slate as presented, this
being that Mr. Rudy Collins had expressed his willingness to serve
on the library board replacing Mr. Brock, Chairman Alphin opened
the floor for further nominations; there being none, he declared
the nominations closed. Commissioner Brock made a motion that
the slate as presented, with the noted change, be declared
appointed. Commissioner Shaw seconded the motion and the vote
carried. Chairman Alphin declared the following persons appointed
to serve at the pleasure of the Board:

Thomas Allen, Tax Supervisor appeared before the board and
presented the names of the individuals to serve as 1980 tax list
takers for Harnett County. Mr. Allen stated that in Black River
Township, Reecie Surles would serve in lieu of Mrs. Linda
Mangum. He noted a change in Hector's Creek and also that
Mr. Lloyd Stewart is working on getting someone in Upper Little
River Township. Upon motion by Commissioner Collins, seconded
by Commissioner Stewart the following 1980 List Takers were

Commissioner Shaw made a motion that Mr. Kyle Harrington, Mr. B. B. Hudson,
and Mr. Tyree P. Senter be appointed to serve as the appraisers for
the County. Commissioner Collins seconded the motion and the issue carried.
Thomas Allen, Tax Supervisor, recommend that the dates for tax listing
be set from January 2, 1980 to Februray 2, 1980, the books to be back in
the tax office on February 4, 1980; extension of time for listing in the tax
department to be decided at a later date. Upon motion of Commissioner Stewar
seconded by Commissioner Shaw the time schedule for tax listing purposes
was set as outlined by Mr. Allen. Motion carried with a unanimous vote.

Motion was made by Commissioner Lloyd Stewart, Seconded By Commissioner Brock
to approve the foregoing Personal Property Schedule. Motion carried unanimously
Thomas Allen, Tax Supervisor, presented a request for a refund to the Board
from Mr. Eugene Driver, 1118 W, Broad St. Dunn, NC for 1978 in the amount
of $76.20 for a house which had been torn down. Commissioner Shaw moved, that
the foregoing tax refund be granted, Commissioner Collins seconded the motion
and the issue carried.
THIRD MONDAY MEETING Commissioner Brock announced that the December 17, 1979, meeting of the
IN DECEMBER CANCELED Harnett County Board of Commissioners had been cancelled; also that the
County Christmas Party will be held on Thursday, December 20, 1979, from
3 until 5 p.m. in the County Office Building
ADJOURNMENT There being no further business, Chairman Jesse Alphin declared the meeting
adjourned at 11:45 a.m.
