HomeMy WebLinkAbout11051979375 HARNETT COUNTY BOARD OF COMMISSIONERS ROOM, NOVEMBER 5, 1979 AIRPORT GROUND- The Harnett County Board of Commissioners met in regular session BREAKING on Monday, November 5, 1979, at 9 a.m. with the following members present: M. H. Brock, Lloyd G. Stewart, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin, The session opened with the historical groundbreaking of the Harnett County Airport which took place at the airport site, located one mile east of Buies Creek on SR 1769, off of Highway 421. Jesse Alphin, Chairman of the Harnett County Board of Commissioners presided over the ceremony. Judge Gerald Arnold led the invocation. Greetings and special remarks were extend- ed by Edgar Bain, Chairman of the Harnett County Airport Committee, Senator Robert Morgan; Congressman Charlie Whitley; Secretary Thomas Bradshaw with the North Carolina Department of Transportatio' and Bob Harris, Assistant Chief with the Atlanta District, Federal Aviation Administration; each of these gentlemen emphasized the great economical booster the construction of this airport would have on Harnett County. They continued to say that usually the construction of an airport is followed by the construction of new industry in the surrounding area. Numerous other distinguished guests attended this memorial occasion for Harnett County. Follow- ing the benediction by Rev. Neil Smith, the Board of Commissioners adjourned to the Commissioners Room, County Office Building, Lillington, North Carolina. PRAYER Chairman Jesse Alphin called the meeting back to order at 10 a.m. and Commissioner M. H. Brock led the morning prayer. MINUTES APPROVED The minutes from the Board of Commissioners meeting of October 15, 1979, were read and approved. DOT - DON DUPREE Don Dupree, District Engineer with the North Carolina Department of Transportation, appeared before the Board to discuss road matter and situations in Harnett County. PETITION - -SR 2025 M. H. Brock, presented a petition from the property owners on a .8 mile section of SR 2025 to Don Dupree, requesting the State to delete this section from the state system for maintenance. AUDIT REPORT REGION "M" EMS Committee Oscar N. Harris and Associates presented--to the Board the Audit of all funds of the County of Harnett for the fiscal year 1978 -79 and the Compliance Audit on Revenue Sharing and Antirecession Fisca Assistance Funds of the County of Harnett for the fiscal year 1978 -79. Mr. Harris stated that while conducting the audit, he observed first -hand that the accounting and financial records of the County are maintained on a professional, well- documented basis. He also stated that he found no instances where the county resources were midhandled or improperly used. He remarked that the County management consists of experienced and dedicated persons who perform a valuable service to Harnett County. The Board expressed its appreciation to Mr. Harris for appearing before the Board and presenting the audit report. The Board stated that i enjoyed the good business relationship it had shared with Mr. Harris and his staff and looks forward to working with them in the future. Commissioner Brock moved for the reappointments of Kenneth Holland, James Goff, Cornelia McLauchlin and the appointment of Rudy Collins to serve on the Region "M" Medical Services Committee. Commissicne: Shaw seconded the motion and the issue carried. MEDICAL ASSISTNNCE Helen Crews, Director of the Harnett County Department of Social Services, appeared before the Board and requested the Board to appropriate $90,613.85 to cover the deficit which occurred in the Medical and Public Assistance Budgets at the end of the Fiscal Year 1978 -79. M. H. Brock, County Manager, explained to the Board that there are only 27 counties in North Carolina which have not made arrangements with the state to either pay the medicaid over- runs or accept the interest free loans from the state for these overruns and that the state as well as the North Carolina Associat- ion of County Commissioners are urging each county to pay the 1978 -79 medicaid deficits. Mr. Brock continued to explain that the Governor has pledged to seek a $5 million appropriation in the 1980 short session of the General Assembly for distribution to the 80 counties which were adversely affected by the shift in the formula for payment of rest home /nursing home costs. Mrs. Crews informed the Board that she had scheduled a meeting with Robert Stewart, Regional Social Services Director to discuss this and other matters. It was the informal action of the Board to defer acting on this matter until Mrs. Crews had an opportunity to discuss it with the regional director. APPOINTMENT TO Commissioner Brock moved for the reappointment of Helen R. Crews TITLE XX COMMITTEE to serve on the Title XX Area Planning Advisory Committee. Com- missioner Collins seconded the motion and the issue carried. 76 4 -MONTH EDUCATIONAL James Goff, Harnett County Agricultural Extension Chairman, LEAVE appeared before the Board and requested a. four -month educational leave, from January 9, 1980, to May 7, 1980, for William "Bill" Singler to complete the required number of hours for the completion of a Masters Degree in Animal Science and a Minor in Adult Education at North Carolina State University. Commis- sioner Collins made a motion that a four -month educational leave be approved for Bill Singler. Commissioner Shaw seconded the motion and the issue carried. ORDER DIRECTED TO Commissioner Stewart made a motion to issue the following order TAX COLLECTOR directing the tax collector to collect the taxes charged in the tax records and receipts: TAX COLLECTOR'S REPORT TAX SUPERVISOR'S REPORT You are hereby authorized, empowered and commanded to collect the taxes set forth in the tax books filed in the receipts herewith delivered to you and in the amount and from the taxpayers therein set forth (and also all other taxpayers and taxes represented by official tax receipts for years other than the current year) and such taxes are hereby declared to be a first lien on all real property of the respective taxpayers in Harnett County and enable you to levy on and sell any real or personal property of said taxpayers for and on account thereof in accordance with law. This the fifth day of November, 1979. Commissioner Collins seconded the motion and the issue carried. Earl Jones, Tax Collector, appeared before the Board and reporte on the activities of his department for the month of October, 1979, and his plans for the month of November, 1979. Thomas Allen, Tax Supervisor, appeared before the Board and requested the Board to approve a refund to Malcolm Rayvon and Elma Jernigan, Averasboro Township in the amount of $66.14. A house on their property was torned down in 1977, but had not been removed from the books, therefore, a refund was in order fo the two years: 1977- $33.07 and 1978 - $33.07. Commissioner Collin made a motion that this refund in the amount of $66.14 to Malcolm Rayvon and Edna Jernigan be approved. Commissioner Brock seconded the motion and the issue carried. EXPENDITURE REPORT M. H. Brock, County Manager, filed a copy of the expenditure report for the month of October, 1979, with the Board. Commissioner Stewart made a motion that the Board of Education be and it is hereby authorized to order the bus for Western Harnett County and that the Board of Education set aside funds from its budget to pay for the bus. Commissioner Shaw seconded the motion and the issue carried. AREA III SCHOOL M. H. Brock, County Manager, informed the Board that the Board EXPENSE -- TOPOGRAPHICAL of Education had employed Piedmont Surveying company to perform SURVEY a topographical survey of the Area III School Site and had paid Piedmont Surveying for this work out of their Capital Outlay Fund. The Board of Education is now requesting the County to reimburse them for this expenditure out of the Capital Reserve Fund, which is set aside for the construction of the AREA III School. Mr. Brock informed the Commissioners that before an appropriation could be taken out of the Capital Reserve Fund, the expenditure had to be approved by the Board of Commissioners. Commissioner Brock made a motion to table any appropriation of funds for topographical survey for the AREA III School Site. Commissioner Collins seconded the motion and the issue carried. CONTRIBUTION TO HISTORICAL SOCIETY At the Board of Commissioners meeting on October 15, 1979, Robert L. King, President of the Harnett County Historical Soviet Foundation appeared before the Board and requested a contribution from the County for the rehabilitation of the Campbell House. y 78 ADJOURNMENT Commissioner Stewart made a motion that the County appropriate $500 for the Campbell project. Commissioner Collins seconded the motion and the issue carried. H. Brock, Lloyd G. Stewart, Rudy Collins, Bill Shaw, and Chairman Jesse Alphin presiding. Chairman Jesse Alphin called the meeting to order at 7:30 p.m. Herman Green led the morning prayer. Joe Lucas, Director of the Harnett County Department.of Human Resources appeared before the Board and presented a report on the CETA Program. DEPARTMENT OF HUMAN The following resolution was submitted to the Board for consider RESOURCES - AFFIRMA- ation by Joe Lucas, Director of the Harnett County Department TIVE ACTION PLAN of Human Resources -- Manpower. Be it resolved by the Harnett County Board of Commissioners, North Carolina, that the plan of goals and statements revised as of September 14, 1979, shall govern the affirmative action and equal employment opportunity efforts of the Harnett County Department of Human Resources -- Manpower, and a copy of the same shall be filed in the office of the director of the Harnett County Department of Human Resources -- Manpower. The plan entitled "Affirmative Action Plan" Harnett County Department of Human Resources -- Manpower is hereby adopted this Nineteenth Day of November, 1979. Commissioner Collins made a motion that the Board adopt the foregoing resolution. Commissioner Shaw seconded the motion and the issue carried. COMMUNITY INVOLVE- The Board of Commissioners presented an award to each of the MENT AWARDS following clubs for its outstanding leadership and involvement toward the betterment and development of its community: Montez Swann and John W. McNeill on behalf of Riverside Community Develo ment Club; Johnnie Taylor on behalf of Anderson Creek Ruritan Clu Avis Hall on behalf of the Harnett County Senior Citizens, Inc.; Frank Mangum on behalf of Angus Fire Armour Corporation, and Mr. Herman Green. SMALL FARMERS RESOLU- TI ON The County of Harnett received a letter from Cherokee County requesting the Board of Commissioners to adopt a resolution executed by them in support of the small farmers. This resolution was submitted to James Goff, Chairman of the Harnett County Agricultural Extension Office for his review and recommendations. Mr. Goff stated that he was in favor of adopting a resolution in support of the small farmers, but pointed out the following as changes which needed to be made: 1. The resolution gave no clear definition as to what constitutes a family faint.
