HomeMy WebLinkAbout10151979HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, OCTOBER 15, 1979 CALL TO ORDER PRAYER MEMORIAL MONUMENT The Harnett County Board of Commissioners met in regular session on Monday, October 15, 1979, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Bill Shaw, Lloyd G. Stewart, Rudy Collins, and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney were also present. Chairman Jesse Alphin called the meeting to order at 7:30 p.m. Commissioner Rudy Collins led the evening prayer. Jean Irvin, Harnett County Veterans' Services Officer appeared before the Board as spokesperson for the various veterans organi- zations in the County and requested the Board to update the memorial monumemt on the grounds of the courthouse square to include the names of the eight Harnett County Citizens who lost their lives during the Korean conflict, the names of the twenty - two who lost their lives during the Vietnam conflict, and the name of one additional citizen who lost his life during World War II. This monument was erected in 1949 honoring the citizens in Harnett County who lost their lives during World War I and World WarII. Commissioner Collins made a motion that: (1) the county update the memorial monumemt to include the citizens from Harnett County who lost their lives during the Korean and Vietnam conflicts and the citizen who lost his life during World War II (2) the county construct a scenic walk around the monument. Commissioner Shaw seconded the motion and the issue carried. HEATING & COOLING Rolin Choate, Service Sales Engineer with Johnson Controls and SYSTEM FOR COURTHOUSE Mr. R. J. Dumas with J. J. Barnes presented a joint proposal to install a new heating and cooling system in the County courthouse for the Board's consideration. The Board informed Mr. Dumas and Mr. Choate that the County would need to let bids on a new system such as this for the courthouse building and would consid=er their proposal at that time. MINING OPERATIONS IN HARNETT COUNTY CAMPBELL HOUSE AIRPORT COMMITTEE King Roberts appeared before the Board and expressed his concern in regards to the mining operations being conducted by various sand and gravel companies in the County. He stated that he was extremely disturbed over the condition in which the sand and gravel companies left the farm land after they dug the gravel and was also concerned about the effect this operation would have on the land value. Mr. Roberts stressed that he brought this matter to the attention of the Board not only for his own personal reasons but also for the protection of the future generations of Harnett County. Bill Staton, Wiley Bowen, Johnnie Wellons, and other concerned citizens reitereated the concerns of Mr. Roberts and the effects the mining operation would have on the property and farm land of the county. Commissioner Brock made a motion that the Board refer this matter to the Planning Board to study zoning ordinances to protect the farm land in the county and to expedite its findings to the Commissioners. Commissioner Collins seconded the motion and the issue carried with a unanimcus vote. Robert L. King, President of the Harnett County Historical Society Foundation, Inc., appeared before the Board and requested a contribution from the County for the rehabilitation of the Campbell House. Commissioner Stewart made a motion that the Board consider this request, analyze the budget, and notify Mr. King of what funds would be appropriated for this project. Com- missioner Collins seconded the motion and the issue carred. Commissioner Shaw made a motion that the Board renominate Bill Watkins and Lotes Holmes to serve on the Airport Committee for a one -year term, October 1, 1979, through September 30, 1980; renominate Gene Stewart and Dennis Strickland to serve on the Airport Committee for a two -year term, October 1, 1979, through September 30, 1981; renominate Ed Bain for a three -year term, October 1, 1979, through September 30, 1982; and nominate Keith Finch for a three -year term, October 1, 1979, through September 30, 1982. Commissioner Collins seconded the motion and the issue carried. All future members appointed to the airport commission shall fill a staggered, three -year term. '4 WIC PROGRAM BUDGET AMENDMENT BUDGET AMENDMENT - Library UDGET AMENDMENT - nds& Insurance PORT ON TRAINING ROGRAM FOR DEPUT- ES EW HORIZONS TASK ORCE - APPOINTMENTS XPENDITURE REPORT LINER TRANSFERRED 0 MAMERS DJOURNMENT At the September 17, 1979, mid -month meeting of the County Commissioners, the Board authorized Tom Lanier, Assistant Civil Defense Director to conduct a study to determine the need for a special ambulance and rescue service district in Buckhorn and Hector's Creek Townships. Tom Lanier appeared before the Board and presented the following progress report on the findings of this study as of this date: Hectors Creek Township, Number of People Contacted -107; Number of People for - 94; Number of People Against -13. Buckhorn Township, Number of People Contacted 62; Number of People for -61; Number of People Against -1. Commis- sioner Collins made a motion that Tom Lanier continue with this study and file a written report, upon completion of the study, with Herbert Carson, Clerk to the Board. At this time, the repor will be brought back to the Board for further consideration. Com missioner Brock seconded the motion and the issue carried. Henry Thompson, Director of the Harnett County Health Department, presented a budget amendment for the WIC program to the Board. Commissioner Brock made a motion that Code 10- 590 -02, Salaries be amended by $22,014; Code 10- 590 -05, FICA, be amended by $1,349; Code 10- 590 -07, Retirement, be amended by $1,506; Code 1,0- 590 -11, Postage and Communications be amended by $900; Code 10- 590 -14, Travel, be amended by $450; Code 10- 590 -21, Office Rental be . amended by $1,500; Code 10- 590 -74, Equipment, be amended by $2,550. Commissioner. Stewart seconded the motion and the issue carried. Margaret Randall, Harnett County Librarian, appeared before the Board and requested a budget amendment. Mrs. Randall explained that she would be receiving $6,095 unanticipated State Aid because of a change in state law determining the method of distribution. Commissioner Stewart made a motion to amend Code 10- 630 -02, Salaries, in the amount of $2,715; Code 10- 630 -14, travel, in the amount of $60; Code 10- 630 -74, equipment in the amount of $1,540; and Code 10- 630 -17, bookmobile in the amount of $1,780. Commissioner Shaw seconded the motion and the issue carried. Commissioner Brock moved for the adoption of a budget amendment to increase Code 10- 660 -54, Bonds and Insurance in the amount of $9,000. Commissioner Stewart seconded the motion and the issue carried. S. T. Coats, appeared before the Board and presented a report on the training program for the PR 24 Night Sticks, which all of the Harnett County Deputies have recently completed. Commissioner Collins made a motion that the Board appoint the following persons to serve on the New Horizons Task Force for the Harnett County Housing and Urban Development Program: M. H. Brock, Harnett County Commissioner; Fred Jones, Erwin City Manager; Greg Jacobs, Coharie Intra- tribal Council; Charles McNeill, Section 8 Housing Coordinator; Jerry Bullock, Harnett County Community Development; Sammy Rhodes, NAACP; Cramer Davis, Realtor; Charles Sikes, Bank of North Carolina; Jackie McLamb; FHA; Tony Tucker, P -I -D Director; and May marshbanks, Council for Aging. Commissioner Shaw seconded the motion and the issue carried. M. H. Brock, County Manager, presented a copy of the quarterly report on expenditures and revenues to the Board. Commissioner Stewart made a motion, that the 1977 Dodge Amliner Ambulance, I. D. No. B35BF7X82430 purchased through the Governor Highway Safety Program be transferred from the Harnett County Ambulance Service :taxthe proposed Volunteer Mamers Rescue Unit as soon as- the unit is fully organized. Commissioner Shaw seconded the motion and the issue carried. There being no further business, the Harnett County Board of Commissioners Meeting of October 15, 1979, duly adjourned at 9:45 p..m.
