The Harnett County Board of Commissioners net in regular session on
Tuesday, September 4, 1979, in the Commissioners Room, County Office
Building, Lillington, North Carolina, with the following members
present: M. H. Brock, Bill Shaw, Lloyd G. Stewart, Rudy Collins,
and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk to
the Board, and Edward H. McCormick, County Attorney, were also
present.
Chairman Jesse Alphin called the meeting to order at 9 a.m.
Commissioner Rudy Collins led the morning prayer.
The minutes from the Harnett County Board of Commissioners meeting
held on August 20, 1979, were read and approved.
Don Dupree, District Engineer with the North Carolina Department
of Transportation, appeared before the Board to discuss road matters
and situations in Harnett County.
Commissioner Stewart made a motion that the Board adopt the follow-
ing resolution adding a 3/10 mile section of SR 1259 to the State
System for Maintenance, Commissioner Shaw seconded the motion
and the issue carried.
BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS that a 3/10 mile
section off of SR 1259 be added to the N.C. Department of Transportation
Secondary Road System For Maintenance.
JOHN McLEAN - SpecialJohn McLean appeared before the Board and filed executed petitions
Rescue District with the Board to create a special Ambulance and Rescue Tax District
in Buckhorn and Hector's Creek Township. Commissioner Collins made
a motion to accept these petitions and refer them to the Board of
Elections' office to be certified. Commissioner Shaw seconded the
motion and the issue carried.

Dan Gardner, Captain of the Harnett County Ambulance Service
appeared before the Board and presented a progress report on the
operation of the ambulance service.
Dan Gardner presented a request to the Board to consider the
adoption of a schedule of fees for the operation of the Harnett
County Ambulance Service. Commissioner Stewart made a motion that
the Board adopt the following schedule of operation fees for the
ambulance service, effective October 1, 1979: Base Rate (in- county)
$30; Mileage (outside county) - 65 per mile each way; waiting fee
(First Hour Free) - $15 per hour after the first hour; Oxygen -
Minimum of $10; Soft goods; such as, splints, bandages, alcohol, suc
tion, etc., free. Commissioner Shaw seconded the motion and the
issue carried.
Commissioner Collins made a motion that the Board approve the final
subdivision plat for Section I of Kintwood Estate, located in Buck -
horn Township, owned by Robert M. Kinton. Commissioner Stewart
seconded the motion and the issue carried.
Commissioner Brock made a motion that the Board appoint Vanessa
Young as Assistant Clerk to the Board, Commissioner Collins seconded
the motion and the issue carried.
May Marshbanks appeared before the Board and presented the following
resolution to designate the Harnett County Council for Senior Citi-
-zens, Inc., as the focal point on aging for Harnett County to the
Board for consideration. Commissioner Collins made a motion to
adopt the following resolution. Commissioner Stewart seconded the
motion and the issue carried.
WHEREAS, Boards of County Commissioners have been requested by
the N. C. Division of Aging to designate a local focal point on
aging to increase the effectiveness of services to meet the diver-
sity of needs of older adults; and
WHEREAS, the focal point on aging is to be a central point for
advocacy, information, and referral, and coordination on behalf of
older adults; and
WHEREAS, the Harnett County Council for Senior Citizens, inc.
has been created to provide needed services for older adults
in the County, to keep local government officials appraised o
the concerns and needs of older adults in the county, and to
develop cooperative relationships among existing programs,
both public and private, on behalf of older adults;
NOW, THEREFORE, BE IT RESOLVED, that the Harnett County Board
of Commissioners hereby designates the Harnett County Council
for Senior Citizens, Inc., as the focal point on aging for
Harnett County, and that a copy of this resolution shall be
provided to appropriate State and Regional agencies concerned
with aging programs and services, and to the local news media
Adopted this fourth day of September, 1979.
gIC PROGRAM IMPLETEMENTED Commissioner Brock informed the Board that the committee
designated by the Commissioners at its last meeting to study
the establishment of a WIC Program in Harnett County had met,
reviewed the program and authorized Henry Thompson, by letter
dated August 30, 1979, to implement the WIC Program in Harnet
County, effective immediately.

PENALTY RELEASE TO
Jane Halcomb
Earl Jones, Tax Collector, appeared before the Board and
presented the report on the activities of his department for
the month of August, 1979, and his plans for the month of
September, 1979.
Thomas Allen, Tax Supervisor, appeared before the Board and
requested a release for a late listing penalty for Ms. Jane
T. Halcomb. Mr. Allen stated that Ms. Halcomb's father, J.
H. Taylor, had;:been responsible for listing his daughter's
property. Mr. Taylor contacted Mr. Alien and stated that he
felt sure he had listed his daughter's property on time.
Mr. Allen said past history shows that this property had
always been listed on time. Commissioner Collins made a moti
that the Board relieve Ms. Halcomb of the late listing penalt
in the amount of $7.56. Commissioner Shaw seconded the motio
and the issue carried.
TESTING LAB FOR AIRPORT Fred Hobbs, Project Engineer with Talbert, Cox & Associates
appeared before the Board and recommended that Soil & Materia
Engineers, Inc., a firm out of Raleigh be designated as the
testing lab for the Harnett County Airport. Commissioner
Shaw made a motion that the Board accept the recommendation
of Talbert, Cox, & Associates and designate the firm of
Soils & Materials Engineers, Inc., out of Raleigh as the
testing lab for the Harnett County Airport Project, contingen
upon the approval of FAA. Commissioner Brock seconded the
motion and the issue carried.
RESIDENT INSPECTOR FOR
AIRPORT
SHERIFF REPORT
Fred Hobbs, Project Engineer, recommended that Everette J.
Hale, Jr., who is an employee of Talbert, Cox & Associates,
Inc., be designated as the resident inspector for the Harnett
County Airport Project. Commissioner Shaw made a motion that
the Board appoint a committee to study the possibilities of
the County employing a person from Harnett County to be the
resident inspector for the Airport Project. Commissioner.
Collins seconded the motion and the issue carried.
Sheriff Lewis Rosser appeared before the Board and presented
a progress report on the activities of his department for
the month of August, 1979.
...ERTIFICATES TO DEPUTIES Commissioner Collins presented certificates of completion to
the Harnett County Deputies who had recently completed the
24 -hour basic firearms training course offered through CCTI.
Commissioners Collins commended the deputies on taking the
initiative to obtain this extra training so they would be
able to provide more efficient services to the citizens of th
County.
