HomeMy WebLinkAbout07021979343\ HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, July 2, 1979 PRAYER CALL TO ORDER DOT The Harnett County Board of Commissioners met in regular session on Monday, July 2, 1979, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Bill Shaw, Lloyd G. Stewart, Rudy Collins, and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Commissioner Collins led the morning prayer. Chairman Jesse Alphin called the meeting to order at 9:15 a.m. Mr. Taylor with the N. C. Department of Transportation appeared before the Board to discuss road matters and situations in Harnett County. STREETS IN CHURCH- Residents of Churchland Estates between Buies Creek and Erwin on LAND ESTATES 421, appeared before Mr. Taylor and expressed their concern that the streets in Churchland Subdivision had not be added to the State System for Maintenance. Mr. Taylor explained to the residents that the streets in this subdivision did not meet the minimum requir ments of the state and that these streets would have to be brought up to the minimum standards required by the Department of Transporta tion before they can be added to the state system. LANDMARK SUBDIVI- Commissioner Stewart made a motion that the Board approve Lots 1, 2, SION 3, 4, & 5 of the final plat for Landmark Estates, owned by Landmark inc., located in Barbecue Township; these lots have been approved by the Planning Board, the Department of Transportation, and the Health Inspector. Commissioner Shaw seconded the motion and the issue carried. The Board did not approve Lots 6 & 7 because they did not pass the Health Inspection. LINDA HAYES APPOINTED TO LIBRARY BOARD PERSONNEL POLICIES 40 -HOUR WORKWEEK FOUR EMPLOYEES RETIRE FROM THE COUNTY ON JUNE30, 1979 Lottie Patterson Alice Schmincke Rachel Blanchard Lillian Smith RESOLUTION OF APPRECIATION Lottie Patterson Commissioner Stewart made a motion that Mrs. Gerald (Linda) Hayes be appointed to serve on the Harnett County Library Board. Commis- sioner Collins seconded the motion and the issue carried. Commissioner Brock presented the proposed personnel policies for Harnett County to the Board to be reconsidered. These policies, prepared by the Local Government Section, Office of State Personnel, Department of Administration, were presented to the Board of Commis- sioners during the meeting of May 21, 1979. Since that date, the Commissioners have been studying, researching, and discussing the personnel policies with the major concern being the 37 1/2 -hour workweek. Commissioner Stewart moved for the adoption of the policies with an amendment to change the workweek from 37 1/2 hours to 40 hours a week, effective August 1, 1979. Commissioner Shaw seconded the motion and the issue carried unanimously. Effective June 30, 1979, four of Harnett County's faithful employees retired after many years of loyal, dedicated services, Chairman Jesse Alphin commented, and today is a day of mixed emotions to many of us; we are sad because they will be leaving the services of the County but are extremely thankful for the efficient systems and path they have prepared for the young people to follow. We wish each of you a very long and happy retirement Commissioner Stewart presented the following resolution of apprecia- tion to Lottie Patterson for her many years of devoted service and moved for its adoption. Commissioner Collins seconded the motion and the issue carried unanimously. THAT, WHEREAS, Lottie Patterson, began her services to Harnett County more than thirty -five years ago in the office of the Tax Collector of Harnett County; and WHEREAS, in 1947, she accepted a position in the office of the Tax Supervisor of Harnett County and thereafter faithfully served that office in numerous capacities; undertaking and discharging her responsibilities in both an exemplary and inspirational manner; and WHEREAS, her conscientious dedication and devotion, her excellency in ther perfor mance of her duties, and her willingness and concern to help others won the esteem of her co- workers who called upon her for encouragement, advice, and leade ship; and WHEREAS, her high morals, kind spirit, and just manner will continue to be remembered in the hearts of all who knew her; and WHEREAS, Lottie Patterson left the service of the County of Harnett on June 30, 19 79 . NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS 4 RESOLUTION OF APPRECIATION -- Rachel Jllancha.rd RESOLUTION OF APPRECIATION - 41ice Schmincke THAT: 1. Lottie Patterson retired from her loyal and dedicated services to Harnett County with great honor and distinction. 2. Lottie Patterson be and she is hereby thanked on behalf of all the citizens of Harnett County for her invaluable and immeasurable services to them which contributed significantly to the growth and prosperity of the County. 3. A copyof this resolution shall be given to Lottie Patterson, a copy spread upon the minutes of this Board, and a copy to the media. Commissioner Bradcpresented the following resolution of appreciation to Rachel Blandhand and moved for its adoption. Commissioner:Collins seconded the motion and it carried with a unanimous vote. THAT, WHEREAS, Rachel W. Blanchard began her services to Harnett County more than thirty (30) years ago as a part -time clerk in the office of the Tax Superviso of Harnett County; and WHEREAS, the following year, in 1949, she became a permanent employee in the offic of the Register of Deeds of Harnett county; and WHEREAS, she accepted a position in the Office of the Auditor of Harnett County in 1950 and thereafter served that office in numerous capacities and excelled in the technical areas of payroll administration, personnel administration, insurance programming and County accounting; and WHEREAS, while performing all of her duties in an exemplary manner, she won the esteem of her co- workers and was admired by them for her excellent qualities of leadership; and WHEREAS, sae always displayed high morals and a christian faith, as she worked with loyalty and dedication to Harnett County; and WHEREAS, Rachel Blanchard left the service of, the County of Harnett when she retired on June 30, 1979: . NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, that: 1. Rachel W. Blanchard retired from loyal and dedicated services to Harnett County with great honor and distinction. 2. The dedication of Rachel W. Blanchard to her work and to her faith will be both an example and an inspiration to all who knew her and worked with her. 3. A copy of this resolution shall be spread upon the minutes of this Board and a copy furnished to the 'media. Commissioner Shaw presented the following resolution of appreciation to Alice Schmincke and moved for its adoption. Commissioner Stewart seconded the motion and the issue carried unanimously. THAT, WHEREAS, Alice Schmincke began her services to Harnett County on September 16, 1946, in the Office of the Tax Collector; and WHEREAS, in her more than thirty -three (33) years of faithful service, her deter- mination for expediency and excellency in performance, her dedication and devotion to duty, and her just and impartial judgments have exalted her to a position of honor, respect, and esteem by her co- workers and all who knew her; and r WHEREAS, her co- workers displayed their faith in her wisdom, outstanding leadership and immeasurable accomplishments by calling upon her for advice, assist._,., ance, and encouragement; and WHEREAS, she unselfishly devoted a tremendous amount of time, knowledge, skills and energy to the growth and betterment of the Tax Collection system and to the prosperity of Harnett County; and WHEREAS, Alice Schmincke left the service of the County of Harnett when she reti on June 30, 1979. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF CODM4ISSIONERS, THAT: 1. Alice Schmincke retired from her loyal and dedicated services to Harnett County with great honor and distinction. 2. The dedication of Alice Schmincke to her work will be both an example and an inspiration to all who knew her and worked with her. 3. A copy of this resolution shall be given to Alice Schmincke, a copy spread 345 \ SOLUTION OF PPRECIATION -- illian Smith RECESS CALL TO ORDER PUBLIC LIABILITY TAX ATTORNEY'S REPORT TAX SUPERVISOR APPOINTMENT TAX COLLECTOR APPOINTMENT upon the minutes of this Board, and a copy to the media. Commissioner Collins moved for the adoption of the following resolution of appreciation for Lillian Smith, which he presented to her. Commissioner Shaw seconded the motion and the issue carried with a unanimous vote. THAT, WHEREAS, Lillian Smith 1962, in the office of Civil WHEREAS, she has faithfully, seventeen years prior to her began her services to the County on January 29, Preparedness of Harnett County; and diligently, and dutifully served the County for retirement on the 30th day of June, 1979; and WHEREAS, she has made invaluable and immeasurable contributions toward the growth and development of the Civil Preparedness program and to Harnett County; and WHEREAS, HER dedication, loyalty, and kindness has been greatly appreciated and will be remembered indefinitely in the hearts of all who were associated with her during her tenure of service; NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, that; 1. Lillian Smith retired from her loyal and dedicated services to Harnett County with honor and distinction. 2. She be and is hereby thanked on behalf of all the citizens of Harnett County, for her commendable efforts, and contributions to the betterment of the County. 3. Lillian Smith be presented with a copy of this resolution, that a copy be spread upon the minutes of the Board, and a copy be given to the media. Chairman Jesse Alphin called a recess, a reception was held honoring these extremely dedicated employees. Chairman Jesse Alphin called the meeting back to order at 11 a.m. Commissioner Brock, Sheriff Lewis Roasser and Bill Carson, Chief Deputy, attended a workshop in Raleigh on professional liability insurance for public officials and law enforcement officers on June 27, 1979. The workshop was organized through the N. C Public Officers and Employees Liability Insurance Commission. Commiss- ioner Shaw made a motion that the County Manager be authorized to execute a letter of intent for county employees to participate in public liability insurance. Com- missioner Stewart seconded the motion and the issue carried unanimously. Strickland 2.00 TOTAL $ 102.00 Thomas Allen, Tax Supervisor, appeared before the Board and presented a progress report on his department for the month of June , 1979. Commissioner Brock made a motion that Thomas Allen be reappointed to serve a two - year term as Tax Supervisor for Harnett County. Earl Jones, Tax Collector, appeared before the Board and presented a report on the activities of his department for the month of June, 1979, and his plans for the month of July, 1979. Commissioner Brock moved for the reappointment of Earl Jones as Tax Collector for the upcoming year. Commissioner Shaw seconded the motion and the issue carried unanimously. RESOLUTION: TRANSFER OF FUNDS General to Capital Reserve BUDGET AMENDMENT - RESOLUTION BOOKMOBILE RENOVATED MID -MONTH MEETING CANCELLED VOTING DELEGATE ADJOURNMENT This action was taken after the budget amendment. Commissioner Brock moved for the adoption of the budget amendment to increase the Capital Reserve Fund, Code 76 -700, in the amount of $600,000. Commissioner Collins seconded the motion and the issue carried unanimously. Commissioner Brock moved for the adoption of the following resolution authorizin the County Auditor to transfer funds from the General Fund to the Capital Resery Fund. Commissioner Shaw seconded the motion and the issue carried unanimously. BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT THE COUNTY auditor, H. D. Carson, Jr., be and he is hereby authorized to transfer $1,000,000 from the General Fund to the Harnett County Capital Reserve Fund as of June `_:29, 1979. Commissioner Brock informed the Board that the Library Board was making plans to send the Bookmobile to Massachusetts for renovation. It was the decision of the Board to cancell the Commissioners July Mid -Month meeting because several of the Commissioners will be out -of -town attending the NACO Annual Conference in Kansas City, Missouri. Commissioner Stewart made a motion that M. H. Brock be appointed as voting dele- gate and Jesse Alphin be appointed as alternate voting delegate to serve at the NACO conference in Kansas City. There being no further business, the Harnett County Board of Commissioners meeting of July 2, 1979, duly adjourned at 11:40 a.m.
