HomeMy WebLinkAbout06181979HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, JUNE 18, 1979 CALL TO ORDER PRAYER CONTRACTS TO AUDIT COUNTY RECORDS MAINTENANCE CONTRACT HEATING F, COOLING COUNTY AUDITOR AUTHORIZED TO TRANS- FER FUNDS FROM REVENUE SHARING REQUEST BY HENRY THOMPSON FOR FOUR NEW POSITIONS The Harnett County Board of Commissioners met in regular session on Monday, June 18, 1979, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the followingmembers present: Chairman Jesse Alphin presiding, Commissioners Lloyd G. Stewart, M. H. Brock, Bill Shaw, and Rudy Collins. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorner were also present. Chairman Jesse Alphin called the meeting to order at 7:30 p.m. Commissioner Brock led the evening prayer. Two contracts from Oscar N. Harris $ Associates to audit the accounts for Harnett County were distributed to the Board for its consideration. One contract was to audit all funds for the County of Harnett for the period of July 1, 1978, through June 30, 1979, and the other contract was for a compliance audit of revenue sharing and anti - recession fiscal assistance funds for the same period. Com- missioner Collins made a motion that Jesse Alphin, Chairman of the Harnett County Board of Commissioners, be authorized to execute the above - describe contracts entering into an agreement with Oscar Harris F, Associated to audit the accounts of Harnett County. Commissioner Shaw seconded the motion and the issue carried unanimously. A copy of each of these contracts is duly filed in the office of the County Manager. Informal bids had been requested by the County for the proposed maintenance contracts for the County's heating and cooling system. The following three proposals were submitted for the maintenance program: Johnson Controls in the amount of $18,960, EMS in the amount of $19,656, and Honeywell in the amount of $19,476. A committee consisting of Commissioner Bill Shaw, who serves on the Buildings $ Grounds Committee, Johnnie Taylor, Maintenance Supervisor, and M. H. Brock, County Manager, closely studied each of the proposals and interviewed all three of the firms which submitted a proposal and recommended, upon the findings of the committee's researcl, Johnson Controls. Commissioner Shaw stated that Johnson Controls inspected each heating and cooling unit before preparing a proposal and also stated in their interview that they would be glad to work with the County in installing some energy conservation equipment. Commissioner Shaw made a motion that the Harnett County Heating and Coolins Maintenance Contract for the FY July 1, 1979, to June 30, 1980, be awarded to Johnson Controls. Commissioner Collins seconded themotion and the issue carried unanimously. Commissioner Stewart moved for the adoption of the following resolution authorizing the County Auditor to transfer funds from the Revenue Sharing Account for the purpose of funding other county budgets. Commissioner Shaw seconded the motion and the issue carried unanimously. BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF CO6MIISSIONERS THAT the County Auditor, H. D. Carson, Jr., be and he is hereby authorized to transfer $600,000 from the Revenue Sharing Account to the General Fund for the purpose of funding the following budgets: 1. Harnett County Sheriff's Department 2. Harnett County Health Department 3. Harnett County Sanitation Landfill Program Done this 18th Day of June, 1979. Henry Thompson, Director of the Harnett County Health Department, appeared before the Board and request the establishment of four (4) new positions for the Health Department. First Position - -A Pediatric Nurse Practitioner which will be funded through Maternal and Child Health Program, State Funds. Mr. Thompson stated that at the present time, they have a four -month waiting period before they can schedule new patients for pediatric screen clinics. If this new position is created, it will allow them to offer this preventive medicine program to more children. SECOND POSITION -- Chronic Disease Nurse which will be funded in part by the federal government ($12,986), local match in -cash ($2,230) and in -Kind funding ($1,425). The Chronic disease detection program is directed primarily toward to over -sixty age population. This involves blood pressure determination, glaucoma screening, blood sugars, cancer detection, tuberculin testing, and hemoglobin determinations. Individuals with findings beyond normal limits are referred to their private physicians or other medical care. Third Position - -Home Health Nurse which will be met through third party reimburse- ments without the need for local funds. Fourth Position -- Receptionish in the Lillington Office which would require local funding entirely. Mr. Thompson stated that he had requested this position to be funded for the past two budget years. This position has been filled with a CETA funded individual whose eligibility for CETA will expire June 30, 1979. This receptionist answers the telephone, receives all patients or other persons coming into the health department for services, get the patient's record and begins the flow of the patient through the clinic. 338 The Board expressed its appreciation to Mr. Thompson for bringing his requests before the Board and informed him that these requests would be considered on June 21, 1979, when the total budget will be broughtbefore the Board for consideration. ADJOURNMENT There being no further business, the Harnett County Board of Commissioners meeting of June 18, 1979, duly adjourned at 8:45 p.m. Clerk The Harnett County Board of Commissioners met in special session on Thursday, June 21, 1979, to consider the Harnett County Budget and Revenue Sharing Budget for the Fiscal Year 1979 - 80. The following members were present: M. H. Brock, Bill Shaw, and Rudy Collins. Absent: Jesse Alphin, Lloyd G. Stewart. H. D. Carson, Jr., Clerk to the Board, was also present. PRAYER Sheriff Lewis Rosser led the morning prayer. PUBLIC HEARING REVENUE SHARING PUBLIC HEARING BUDGET ORDINANCE BROCK SHAW Commissioner M. H. Brock called the public hearing to order at 10 a.m. and informed the group of the purpose of the meeting; tha being, to consider the proposed Fiscal Year 1979 - 80 Revenue Sharing Budget for Harnett County in the amount of $860,000; appropriated as follows: Revenue Sharing Grant Interest on Investments Fund Balance Appropriation $700,000 10,000 150,000 $860,000 Commissioner Brock requested that any persons who had any ques- tions or would like to comment on the Revenue Sharing Budget to please feel free to do so at this time. No one appeared before the Board on behalf of the Revenue Sharing Budget The Board adjourned from the public hearing on the Revenue Sharing Fund to a public hearing on the Fiscal Year 1979 - 80 Budget for Harnett County, which had been duly advertised in accordance with the Local Government Budget and Fiscal Control Act 159 -12. Commissioner Brock called the public hearing on the Fiscal Year 1979 -80 Budget to order at 10:15 a.m. and informed the group of the purpose of the hearing; that being, to consider the adoption of the 1979 -80 Budget Ordinance for Harnett County. Commissione Brock stated that the budget is based on a tax valuation of 420 million and in order to generate revenues for the budget based on 420 million, it would be necessary to adopt a tax of $1.05 per hundred (100) valuation. Commissioner Brock continued to say that the County Budget included General Fund in the amoun of $9,581,513 and Special Districts in the amount of $363,146 which equals a total budget of $9,444,659. After a brief explanation of the budget, Commissioner Brock requested that any person who -wished to be heard on the budget to feel free to comment at this time. Commissioner Brock stated that he was pleased that they were able to balance the budget this year and not increase the tax levy. Commissioner Shaw commended the department heads on the outstand ing job they had done in cutting back their budgets to fit the tight county budget appropriated this year.
