HomeMy WebLinkAbout041719793 ADJOURNMENT There being no further business, the Harnett County Board,of Com- missioners duly adjourned at 12:20 p.m. HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, APRIL 17, 1979 The Harnett County Board of Commissioners met in regular sessi m on Tuesday, April 17, 1979, in the Commissioners Room, County Office Building, Lillington,North Carolina, with the following members present: M. H. Brock, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Edward H. McCormick, County Attorney, was also present. H. D. Carson,•Jr., Clerk to the Board, and Commissioner Lloyd G. Stewart were absent. Chairman Jesse Alphin called the meeting to order at 7:40 p. Commissioner Bill Shaw led the evening prayer. The minutes from the Board of Commissioner meeting held on April 2, 1979, were read and approved. LEE - HARNETT BUDGET Commissioner Brock made a motion that Code 54 -133, Lee - Harnett Menta AMENDMENT Code 54- Health Budget, be amended to match Lee County's appropriation but 133, S13,365 not to exceed $13,365. Commissioner Collins seconded the motion and the issue carried. CALL TO ORDER PRAYER MINUTES SOCIAL SERVICE BUDGET AMENDMENT CODE CONSOLIDA- TION - MEDICAL REAPPOINTMENT OF LEONORE TUCK SUE ANDERSON MOBILE ORDINANCE A request was presented to the Board of Commissioners to combine the AFDC, Code 76 -100; Special Assistance, Code 76 -200; and Medicaid, Code 76 -300 and to amend these codes by $105,000 to cover the incre- asing costs placed on the County by the State for medicale services offered through the County Social Services Department. Commissioner Brock made a motion to consolidate Codes 76- 100, 76 -200, and 76 -300 but to deny the $105,00 budget amendment. Commissioner Shaw second- ed the motion and the issue carried. Commissioner Brock made a motion that the following resolution be adopted reappointing Leonore Tuck to serve on the Northeast Metropo- litan District Board for a three year term. Commissioner Collins seconded the motion and the issue carried. 1 WHEREAS, Chapter 162A, Article 4, as amended, provides that the Board. of Commis- sioners shall appoint three board members of a duly created Metropolitan Water District; and WHEREAS, the term of Leonore Tuck expired on April 14, 1979; NOW, THEREFORE, be it resolved by the Board of Commissioners for the County of Harnett that Leonore Tuck be and she is hereby reappointed to the District Board for a term expiring on April 14, 1982. Upon Motion of Commissioner Brock, seconded by Commissioner Collins, the fore- going resolution was adopted by the following vote: Yeas 4 ; Nay 0 ; Absent 1 ; Abstained 0 Sue Anderson appeared before the Board as spokesperson for a group from the Lillington area. She stated that she has a great love for Harnett County, tis people, its histrocial sites, and the Cape Fear, but she was deeply concerned that there was no county -wide zoning. She informed the Board that she lives in a nice residential area but now there is going to be a mobile home constructed in a lot located next to her property. Mrs. Anderson stated that she opposed a trailer park being established in a residential area because it devalues her property and the environment in which her children will grow up. Although this protest agains7 trailer parks in a residentia area would not solve her immediate problem, Mrs. Anderson stated tha it might be advantageous to someone in the future. The Board expressed its appreciation to Mrs. Anderson for sharing her concern with them, and explained that although the County did not have a 319 zoning ordinance at the present time, that her presentation to- night was the first phase of what they needed to investigate the possibility of a county -wide zoning ordinance. UDITING SERVICES The County received two proposals to provide auditing services SCAR HARRIS & ASSOC. to the County for the Fiscal Year 1978 -79. Oscar N. Harris & Associates submitted a proposal not to exceed S2,725, and John E. Ingraham & Associates submitted a proposal not to exceed $3,000. Commissioner Collins made a motion to award the contrach for auditing services for the Fiscal Year 1978 -79 to Oscar Harri_d & Assocates, which submitted the lowest proposal. Commissioner Shaw seconded the motion and the issue carried. UARTERLY EXPENDITURE M. H. Brock, County Manager, filed the quarterly expenditure EPORT and revenue report with the Board. UDGET REPORT The County Manager presented a progress report on the preparation of the budget for the FY 1979 -80. ELL LOTS IN DUNN Wiley Bowen, Attorney for the City of Dunn, submitted a request to the Board to sell two lots which were purchased by the County and the City on January 9, 1939, from John N. Brewington at a foreclosure sale and described as follows: Being those lots described in that deed of M. L. Jackson and wife, Minnie Jackson to John E. Brewington, dated October 10, 192 and recorded in Book #206, page 191, Harnett County Registry. Being those lots described in that deed of Marvin Wade, Trustee to John Brewington, dated November 29, 1926, and recorded in Book 222, page 134, Harnett County Registry. Commissioner Shaw made a motion that the City of Dunn proceed with the sale of this property as the law provides. Commissioner Collins seconded the motion and the issue carried.
