HomeMy WebLinkAbout03051979307\ HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, MARCH 5, 1979 ALL TO ORDER RAYER _INUTES IDS FOR READER RINTER CTION OT, DON DUPREE ERRY BULLOCK, UD DIRECTOR The Harnett County Board of Commissioners met in regular session on Monday, March 5, 1979, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Lloyd G. Stewart, M. H. Brock, Rudy Collins, and Chairman Jesse Alphin presiding. Edward H. McCormick, County Attorney, was also present. H. D. Carson, Jr., Clerk to the Board, was absent. Chairman Jesse Alphin called the meeting to order at 9:20 a.m. Commissioner Rudy Collins led the morning prayer. The minutes from the meeting of February 26, 1979, and the minutes from the special meeting of March 1, 1979, were read and approved. Commissioner Brock called for all bids for the reader printer for th Harnett County Register of Deeds Office. The Board advertised twice for this bid, and Eastman Kodak Company out of Charlotte, North Car- olina, was the only firm to submit a bid. This bid was in complianc with the required specifications and was accompanied by a bid bond which equalled 5 percent of the total proprosal. Commissioner Brock made a motion that the bid for the reader printer be awarded to Eastman Kodak Company, Charlotte, North Carolina, in the amount of $11,797.92 which includes the N. C. Sales Tax. Com- missioner Stewart seconded the motion and it carried with a unanimou vote. Don Dupree, District Engineer, with the North Carolina Department of Transportation, appeared before the Board to discuss road matters and situations in Harnett County. Commissioner Brock introduced Jerry Bullock who was employed on March 1, 1979, by the County to fill the position as Director of the Harnett County Housing and Urban Development Office. OTS 5 & 6 CON- The City of Dunn presented a written request to the Board to convey EYED TO THE CITY Lots 5 & 6 on Cole Street to the City of Dunn. This property was F DUNN conveyed to the County on November 28, 1956, by W. A. Johnson pursu- ant to a tax foreclosure sale. The City of Dunn has been using these lots as a storage yard for many years under an erroneous assumption of ownership. Commissioner Shaw made a motion that the Chairman be authorized to execute the North Carolina non - warranty deed transferring Lots 5 & 6 in Block ST as shown by plat recorded in Map Book 5, on page 40 of the Harnett County Registry to the City of Dunn, Averasboro Township, Harnett County, and that the City of Dunn pay the County $337.99 and any additional expenses incurred for the transfer of this property. Commissioner Stewart seconded the motion and the issue carried. DDITIONAL TIME FOR BUIES CREEK PROJECT REQUEST FOR BUD- GET AMENDMENT PARKS & RECREA- TION Commissioner Collins made a motion that the Board extend the term on the contract between Moore, Gardner, & Associates and Harnett County concerning the Buies Creek Water and Sewer Study, Project Number 207087, for an additional 120 days. This project was delayed by the 201 Facilities Plan for the Town of Coats. Commissioner Brock seconded the motion and the issue carried. Robert Barefoot, Director of the Harnett County Parks and Recreation Program, appeared before the Board and informed the Board that an access road and parking lot is needed for each of the County Parks -- Neils' Creek and Barbecue Creek. He stated that he had obtained informal bids for this project and the low bidder was Johnson Brothers Utility and Paving Company, Inc., in the amount of $11,591. 40 for both parks. Mr. Barefoot continued to explain that he could obtain $7,600 out of the Parks & Recreation Budget for this project and requested the Board of Commissioners to make a budget amendment in the amount of $3,991 to Parks & Recreation Budget for the remain- ing amount needed for this project. Commissioner Brock made a motio that Bill Shaw, Rudy Collins, and Lloyd G. Stewart be appointed as a committee to investiage this request and that the committee be empowered to act on this budget amendment on behalf of the Board of Commissioners. Commissioner Stewart seconded the motion, and it carried with a unanimous vote. 308 SPECIAL OLYMPICS Commissioner Collins made a motion that the week of April 2, through WEEK April 6, 1979, be proclaimed 1 °SPECIAL OLYMPICS WEEK IN HARNETT COUNT and that the following proclamation be advertised in all local news media so all of the citizens of the County may know of this Procla- mation. Commissioner Stewart seconded the motion and it carried with a unanimous vote. REFUND- -POPE AX COLLECTOR REPORT WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, over 150,000 North Carolina citizens are mentally handicapped; and the Special Olympics program was developed to provide athletic train- ing and competition for mentally handicapped individuals, and through such athletic endeavors our mentally handicapped citizens can gain the growth and confidence necessary to build a positive self image; and the highly important task of aiding these special young people of Harnett County to help themselves can belong to each of us through Special Olympics; and the Parks and Recreation Department of Harnett County is sponsoring t 1979 Special Olympics Meet; NOW, THEREFORE, WE, the Board of Commissioners of the County of Harnett do hereby proclaim the week of April second through the sixth, nineteen seventy nine as SPECIAL OLYMPICS WEEK IN HARNETT COUNTY and do command this observance to all of the citizens of Harnett County. Thomas Allen, Tax Supervisor, appeared before the Board and request- ed a tax refund for Mrs. F. E. Pope, Rt. One, Lillington, North Carolina, for an error in addition on two tracts of land which were valued at $27,701 and should have been valued at $23,361. Commis- sioner Stewart made a motion that the refund be granted to Mrs. F. E. Pope in the amount of $51.21. Commissioner Collins seconded the motion and it carried with a unanimous vote. Earl Jones, Tax Collector, appeared before the Board and reported or the activities of his departmentrfor`;the month of February and his plans for the month of March, 1979. BUILDINGS & GROUNDS Commissioner Shaw presented the report on the Buildings & Ground Committee.
