HomeMy WebLinkAbout02051979297 HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, FEBRUARY 5, 1979 The Harnett County Board of Commissioners met in regular session on Monday, February 5, 1979, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Rudy Collins, Lloyd G. Stewart, Bill Shaw and Chairman Jesse Alphin presiding. Edward H. McCormick, County Attorney, was also present. H. D. Carson, Jr., Clerk to the Board, was absent. CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 9 a.m. PRAYER Sheriff Lewis Rosser led the morning prayer. MINUTES APPROVED The minutes from the meeting of January 15, 1979, were read and approved. BOB ETHERIDGE Representative Bob Etheridge appeared before the Board and reported on the projects introduced to the legislation during the first sessions of 1979. DON DUPREE, DOT Don Dupree, District Engineer, with the North Carolina Department of Transportation, appeared before the Board to discuss road matters and situations in Harnett County. RESOLUTION -- RIVER- Commissioner Shaw made a motion that the following resolution be SIDE COMMUNITY adopted requesting the North Carolina Department of Transportation to erect a Riverside Community sign in the center of the Community Commissioner Stewart seconded the motion and the issue carried with a unanimous vote. BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT: 1. At the regular meeting of the Harnett County Board of Commissioners on December 18, 1978, The Board unanimously approved the area known as Beaverdam to be officially named RIVERSIDE COMMUNITY; and 2. Request the North Carolina Department of Transportation to erect a River- side Community sign at the location considered to he the center of the community. Done this Fifth Day of February, Nineteen Hundred and Seventy- Eight. RESOLUTION - -JAMES May Marshbanks appeared before the Board in behalf of the Harnett ARCHIBALD CAMPBELL County Historical Society Foundation, Inc., and introduced the HOMESTEAD following resolution requesting the Harnett County Board of Com- missioners to support the Historical Society in its effort to preserve the James Archibald Campbell Homestead. Commissioner Collins made a motion that the Board adopt this resolution, Com- missioner Shaw seconded the motion and the issue carried with a unanimous vote. WHEREAS, the County of Harnett in the great State of North Carolina has led its sister rural counties in educational, cultural, and economic progress; and WHEREAS, the citizens of the great County of Harnett in North Carolina are extremely proud of their county and its role of leadership; and WHEREAS, since January, 1887, Buies Creek Academy in Buies Creek, North Carolina, now the senior college know as Campbell College, has had a unique and tremendous impact on the growth of the County of Harnett by providing to its citizens leadership and opportunities for development educationally and culturally; and WHEREAS, the educational and cultural growth of its citizens have under - girded the fast economic growth of the County; and WHEREAS, Buies Creek Academy, later to be known as Campbell Junior College and now Campbell Senior College, is one of the two largest agencies to provide employment opportunities to the citizens of the great County of Harnett; and WHEREAS, the influence of that school, now Campbell College, has extended far beyond the borders of Harnett County to have strong impact on the total growth of all eastern North Carolina; and WHEREAS, the citizens of the great County of Harnett are proud of their heritage and desire to preserve its history in a facility closely linked to thi heritage; and RESOLUTION -- O'Quinns Upon motion of Commissioner Bill Shaw seconded by Commissioner Rudy Collins it was: RESOLVED that the Lease Agreement between the County of Harnett and Selwyn B. O'Quinn dated June 24, 1977, be and the same is hereby terminated effective in 30 days as provided for in the Lease Agreement. The Agreement relates to the following items of Equipment: One 1977 Dodge Amliner Ambulance I. D. #B3SBF7X0824 0 to include equipment listed on Exhibit A ttached to saic Lease A Bement. 2j One Motorola Mobile Unit T73BBA3900BK and other items set forth on Exhibit B attached to said Lease Agreement. The foregoing resolu- tion was passed upon the following vote: Ayes 5 Noes 0 Abstained 0 Absentr0 298 WHEREAS, the citizens of Harnett County wish to show their appreciation for the establishment of the institutionahaving so great an influence on their societ and to pay due homage to the many persons who so carefully and lovingly guided it through severe and perilous times to this day; and WHEREAS, the oldest structure now standing and most closely linked to this heritage is the James Archibald Campbell Homestead built in 1890 by Mr. Campbell, the first teacher at the school who was later to be the first president of Campbell College; and WHEREAS, the James Archibald Campbell Homestead is the birthplace of two other outstanding North Carolina College Presidents, the second president of Campbell College and the fourth president of Meredith College; and WHEREAS, the architectural style of the James Archibald Campbell Homestead is in itself interesting and worthy of note since it is representative of that seen at the turn of the century; and WHEREAS, an historical museum can also serve citizens of the great County of Harnett as a much needed meeting place for cultural events, art and civic groups, a senior citizens activity center, and a center for continuing and special education, there being no public facility in the area designated for these varied and very important.; activities. NOW, THEREFORE, BE IT RESOLVED: THAT, the Harnett County Board of Commissioners give due recognition to the Harnett County Historical Society for its interest in the history of Harnett County and its efforts toward preservation of landmarks pertinent to that history and THAT, the Harnett County Board of Commissioners commend the Harnett County Historical Society for its interest and efforts in the preservation of the James Archibald Campbell Homestead for use as a museum in which to house collections of historical value to the Cape Fear Region; and THAT, the Harnett County Board of Commissioners express on behalf of the citizens of Harnett County appreciation to the Trustees of Campbell College for donating to the Harnett County Historical Society the James Archibald Campbell Homestead and 1.33 acres of land thus enabling the Society to proceed with the project; and THAT, the Harnett County Board of Commissioners support the Harnett County Historical Society in its efforts: (1) to preserve this structure so noteworthy because of its architectural design, (2) to collect and display history of the Cape Fear Region thus enhancing the pride of its people in their history, and (3) to provide a site of potential interest to tourists; and THAT, the Harnett County Board of Commissioners commend this project to the citizens of the great County of Harnett for their support and help. Done this Fifth Day of February, Nineteen Hundred and Seventy- Eight. FARM CENSUS PROCLA- Commissioner Brock made a motion that the following proclamation be MATION adopted requesting farm households to complete promptly and accura- tely the farm census questionnaire and return it to the Census Bureau. Commissioner Collins seconded the motion and it carried unanimously. Because the economy of Harnett County benefits greatly from farming, the Harnett County Board of Commissioners bring to the attention of all county residents the 1978 Census of Agriculture. WHEREAS, the farm census is the source of accurate information on the number of farms and farm operators in our county; and WHEREAS, it is also the source of information about our basic agricultural assets; and WHEREAS, it also provides accurate data on farm sales as well as faivi production costs in our county; and WHEREAS, many business decisions made by the county's farmers, as well as those who do business with them, depend heavily upon accurate benchmark data from the Census of Agriculture; NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, That we' urge''all' farm operators' to fihl out and return promptly the farm census questionnaires' they"have`receivedii the mail and'thus help to make the 1978 census the most successful in a series of 21 farm census counts which began in 1840'. 299 \. RESOLUTION OF APPRECIATION- - Juanita Hight RESOLUTION OF APPRECIATION- - EDNA NEWTON JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT FUNDS Commissioner Lloyd G. Stewart presented the following resolution of appreciation to Juanita Hight for her twenty -five years of excellei services to the County.. WHEREAS, Juanita Hight retired from the Harnett County Agricultural Extension Service on January 31, 1979; and WHEREAS, in her more than twenty -five years of employment, her determination for expediency and excellency in performance, her just and impartial judgments have exalted her to a position of honor, respect, and esteem by her fellow workers and all who know her; and L WHEREAS, through her active participation in civic, religious, and community affairs she has gained recognition and support for the Agricultural Extension program, reflecting credit on the agency and the people of Harnett County. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT: 1. Juanita Hight be and she is hereby thanked for her commendable efforts and contributions to the citizens of Harnett County. 2. A copy of this resolution be presented to Juanita Hight, a copy to the media, and a copy spread upon the minutes of this Board so all may read and know of her good works. Commissioner Brock presented the following resolution of appreciation to Edna Newton for her more than thirty -five years of exemplary service to Harnett County and moved for the adoption of the resolutions of appreciation to Juanita Hight and to Edna Newton. Commissioner Ste- wart seconded the motion and the issue carried unanimously. WHEREAS, Edna K. Newton, began working with Harnett County in 1936; and WHEREAS, she contributed significantly toward the growth of Harnett County through her work as Deputy Register of Deeds and Deputy Clerk of Superior Court; and WHEREAS, she continued to display her outstanding abilities when she was selected in 1953 to be the first radio dispatcher for the Harnett County Sheriff's Depart- ment; and WHEREAS, she unselfishly devoted her knowledge, experience, and time, as Deputy Sheriff to help provide a safe, wholesome environment for the citizens of the county; and WHEREAS, Edna K. Newton retired as Deputy Sheriff of Harnett County on December 29, 1978. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COPMIISSIONERS THAT: 1. Edna K. Newton be and she is hereby thanked on behalf of all the citizens of Harnett County for her more than thirty -five years of exemplary service and contributions toward the betterment of Harnett County. 2. A copy of this resolution be presented to Edna K. Newton, a copy to the media, and a copy spread upon the minutes of this Board so all may read and know of her many works and accomplishments. Dr. Millard Brown appeared before the Board as chairman of the Harnett County Juvenile Task Force and requested the Board to approve the application for Juvenile Justice and Delinquency Prevention Act Funds. The County is eligible to apply for $14,173 through the North Carolina Department of Crime Control and publicSafety. Commissioner Brock made a motion that the Juvenile Task Force apply for the use of thes discretionary funds. Commissioner Shaw seconded the motion and the issue carried. HELEN CREWS, DSS Helen Crews, Director of the Harnett County Department of Social Services appeared before the Board and requested the County to provide Social Services with five additional persons - -one file clerk, one food specialists, and three AFDC specialists. Mrs. Crews explained that these positions are now filled with CETA workers, but the CETA funds would be exhausted shortly. She stated that it was costly to the Count to continue training new persons to fill these positions every six months or so. Commissioner Collins made a motion that the Board take this matter under consideration and investigate what optio s are available before taking any action. Commissioner Stewart seconded the motion and the issue carried. EAA- -CRIME PRE- Bill Carson, Chief Deputy, appeared before the Board and informed the ENTION GRANT Commissioners that the Sheriff's Department has prepared a Governor's Crime Commission input form for a Law Enforcement /Community Crime Preventiongrant through the Department of Crime Control and Public Safety. Conuuissioner Shaw made a motion that the County Manager be 00 authorized to execute this government input proposa; the sheriff' department will, therefore, be eligible to apply for a LEAA Law Enforcement Community Crime Prevention Grant if this input form is approved by the State. Commissioner Brock seconded the motion and the issue carried. SHERIFF REQUEST ADDI- Sheriff Lewis Rosser appeared before the Board and made a request TIONAL VEHICLES AND for additional vehicles and personnel. Sheriff Rosser informed PERSONNEL the Board that funds were available through the CETA program in Harnett County to employ five or six persons to work in the Sheriff's office as either dispatchers, matrons, or deputies. He also stated that it had been the: policy of the County to purchase only six cars each year for the Sheriff's Department and requeste the Board to consider purchasing enough cars this year to replace all the 1975 and 1976 year model cars. After a lengthy discus- sion, the Board accepted these request for consideration. The Board appointed Rudy Collins to act as a liaison Commissioner between the Harnett County Board of Commissioners and the Sheriff Department to study the needs and requests of the Sheriff's offic BUDGET AMENDMENT, CODE 32 GRASSROOTS ARTS GRANT BUDGET AMENDMENT DENIED - -CODE 40 -102 TAX COLLECTOR'S REPORT TAX SUPERVISOR'S REPORT REFUND--WEST REFUND -- McDUFFIE Henry Thompson, Director of the Harnett County Health Department, appeared before the Board and requested a budget amendment for Home Health Services, Code 32, in the amount of $7,894. Funds will be available through Third Party reimbursement to employ a Public Health Nurse I and Personal Care & Family Aide I. Com- missioner Brock made a motion that this budget request be approve Commissioner Collins seconded the motion and the issue carred. Margaret Randall, appeared before the Board as treasurer of the Harnett County Arts Council and informed the Board that the North Carolina Arts Council is granting a Grassroots Arts Grant of $2,798 to the Harnett County Arts Council and requested the Board of Commissioners to provide matching funds in the amount of $2,798.` - Commissioner Stewart made a motion that matching,funds in the amount of $2,798 be issued to the Harnett County Arts Council. Commissioner Brock seconded the motion and the issue carried. Margaret Randall, Harnett County Librarian, appeared before the Board and requested at budget amendment of $700 for travel expenses, Code 40- 102, for the traveling story lady. Commissione Brock made a motion that this budget amendment not be approved at this time. This request will be brought back to the Board if the line items are expended in Code 40. Commissioner Collins seconded the motion, and the issue carried unanimously. Earl Jones, Tax Collector, appeared before the Board and reported on the activities of his department for the month of January, 1979, and his plans for the month of February, 1979. Mr. Jones submitted the following request to advertise for sell all liens for 1978 taxes existing on real property. In accordance with Section 105 -369 of the North Carolina General Statutes, I report that as of the close of Business January 31, 1979, the unpaid taxes for the current fiscal year that constitute liens on Real Property in Harnet County amouts to: $405,100.08 (419,654.45) Be it resolved that, Pursuant to the authority vested in this Board by Section 105 -369 of the General Statutes of North Carolina, W. Earl Jones, Tax Collector, is hereby ordered to advertise for sale according to law and to sell all liens for 1978 taxes then existing on real property at the Court - house door on Monday, May 7, 1979, beginning at 10 a.m. fl Commissioner Collins made a motion that Earl Jones, Tax Collecto be and he his hereby ordered to advertise for sale all liens for 1978 taxes existing on real property. Commissioner Stewart seconded the motion and it carried. Thomas Allen, Tax Supervisor, appeared before the Board and requested a refund in the amount of $41.54 for Mr. Haywood Leon "West, who was charge with living in the Summerville Fire District The'Tax Supervisor requested a refund in the amount of $44.82 to C. W. and Annie McDuffie, -Upper Little River Township, for exemption for elderly and permanently disabled persons with limit ed income. Commissioner Stewart made a motion that both the request for Mr. West and the request for Mr. McDuffie be approved Commissioner Shaw seconded the motion and the issue carried. AMENDMENT Commissioner Brock made a motion that the Buildings & Grounds Budget, BUILDINGS & GROUND Code 56 -110 be amended in the amount of $13,500. These monies will CODE 56 -110 be used to complete repairs on the classrooms, repair the Health Department Floor, Miscellaneous repairs for the courthouse and county office building, and also build a fence around the Dog Pound. Commissioner Collins seconded the motion and the issue carried. LEASE - -M. A. STEVENS The proposed lease agreement between M. A. Stevens and the County of Harnett on the old FCX Building located across the Harnett County Courthouse on Highway 401 was presented to the Board for considera- tion. Commissioner Brock made a motion that the Buildings & Grounds Committee, the County Attorney, and the Director of Social Services be authorized to study and execute the proposed lease agreement. Commissioner Shaw seconded the motion and the issue carried. ADJOURNMENT The Harnett County Board of Commissioners Meeting held on February 5, 1979, duly adjourned at 12:30 p.m. Clerk
