HARNETT COUN'T'Y BOARD OF COMMISSIONERS MEETING, DECEMBER 18, 1978
The Harnett County Board of Commissioners met in regular sessions on
Monday, December 18, 1978, in the Commissioner Room, County Office
Building, Lillington, North Carolina, with the following members present
M. H. Brock, Lloyd G. Stewart, Bill Shaw, Rudy Collins, and Chairman
Jesse Alphin presiding. H. D. Carson, Jr. and Ed McCormick were also present.
CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 8:00 p. m.
PRAYER Commissioner Rudy Collins offered the evening prayer.
READING OF The minutes of the afternoon session of the Harnett County Board of
MINUTES Commissioners meeting held on December 4, 1978, were read. Commissioner
Brock made a motion that the minutes of the December 4, 1978, meeting
be corrected at follows:
Correction H. D. Carson, Jr., Clerk to the Board of Commissioners, called the meet -
ingto order because the Board had not-yet elected a Chairman. The Cler
asked that the business be carried on by the nominations for a Chairman
of the Board. Commissioner Lloyd Stewart moved for the nomination of
Jesse Alphin as Chairman. Commissioner Bill Shaw seconded the motion that
Jesse Alphin be nominated as Chairman and moved that the nominations be
closed. Commissioner Brock seconded the motion that the nominations be
closed, and each Commissioners - -Rudy Collins, Bill Shaw, Lloyd Stewart,
and M. H. Brock - -voted affirmatively for the election of Jesse Alphin as
Chairman of the Harnett County Board of Commissioners. H. D. Carson, Jr ,
Clerk to the Board, officially declared Jesse Alphin to be Chairman of
the Harnett County Board of Commissioners.
Correction Chairman Jesse Alphin called for the nominations of a Vice Chairman for
the Harnett County Board of Commissioners.. Commissioner M. H. Brock
moved for the nomination of Lloyd G. Stewart as Vice Chairman of the
Board, Commissioner Rudy Collins seconded the motion that Lloyd G. Stewa t
be nominated as Vice Chairman of the Board and moved that nominations fo
Vice Chairman be closed. Commissioner Shaw seconded the motion that
nominations be closed, and each Commissioner - -M. H. Brock, Rudy Collins,
Bill Shaw, and Chairman Jesse Alphin- -voted affirmatively to elect ploy
G. Stewart as Vice Chairman of the Harnett County Board of Commissioners
Chairman Jesse Alphin officially declared Lloyd G. Stewart to be Vice
Chairman of the Harnett County Board of Commissioners.
Commissioner Shaw seconded the motion that the aforementioned correctio
be approved and the motion carried with a unanimous vote.
RESOLUTION: Commissioner Lloyd Stewart moved for the adoption of the following
ABANDONMENT OF resolution abandoning a 0.3 miles section of SR 1118. Commissioner Sha
SR 1118 seconded the motion and it carried with a unanimous vote.
WHEREAS, a petition has been filed by the property owners on
Secondary Road 1118 and requested the abandonment of a 0.3 miles sectio
of this road; and
WHEREAS, the North Carolina Department of Transportation has inves
gated this request and recommended that this 0.3 miles portion of SR 11
be abandoned.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMM
SIONERS, that a 0.3 miles portion of SR 1118 be abandoned from the Stat
Maintained System.
MUTUAL AID Tom Lanier, Director of the Harnett County Civil Preparedness office
AGREEMENT appeared before the Board and presented copies of a Mutual Aid Agreemen
between the Fire Departments of Cumberland County and Harnett County.
The purpose of this agreement is to provide each of the counties-- Cumbe.land
County and Harnett County - -a pre- determined plan by which they may, in .1e
case of Nuclear War, provide assistance to the other county which may
demand the committing of fire service beyond the existing capabilities
their resources. This Agreement was enacted by the Cumberland County
Board of Commissioners on the 20th day of November, 1978. The Harnett
County Board of Commissioners requested Mr. Tom Lanier to obtain a writ.-n
acknowledgement from the Harnett County Fire Chiefs Association support g
this agreement and bring this acknowledgement before the Board at its
next regular meeting.

BUILDINGS & Commissioner Shaw presented a progress report on the Buildings &
GROUNDS REPORT Grounds committee.
EXPENDITURE REPORT M. H. Brock, County Manager, filed the expenditure report with the
Board.
NAMING OF RIVERSIDE A petition had been filed with the Harnett County Planning Board by
COMMUNITY the residents of the Beaverdam area requesting the following:
1. That the County officially name and record this community The
Riverside Community.
2. That the Department of Transportation post three signs giving
the name of the community as people enter and leave.
3. That three speed limit signs of 35 mph be posted.
Commissioner Shaw made a motion that the designated area be named
the Riverside Community and that the requests to post speed limit
signs and name be convened to the North Carolina Department of
Transportation for their consideration. Commissioner Stewart
seconded the motion and the issue carried.
TELEPHONE EXCHANGES John A. Senter appeared before the Board and filed a complaint with
the Board regarding Harnett County consisting of 6 or 7 different
telephone exchanges. He stated that he would like to see the Count
joined together with one exchange. Some Harnett County Citizens
have to place long distance telephone calls in order to take advant
age of the services offered by the County. Many of these citizens
use the services of neighboring counties rather than place a long
distance call to Harnett County. Mr. McCormick explained to the
Board that it has been the idea of the Utilities Commission in the
past for telephone exchanges to be established along the business
interest rather than the gobernment interest. However, the Commis-
sion has become more receptive to this argument and perhaps now is
the time to approach the Commissions again concerning the disadvani
ages of a County consisting of several telephone exchanges. The
Board of Commissioners requested Mr. McCormick, County Attorney, tc
study this matter and inform the Board of what steps need to be
taken to solve this problem.
ADJOURNED The regular meeting of the Harnett County Board of Commissioners
held on December 18, 1978, adjorned at 9 p. m.
