HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, AFTERNOON SESSION, DECEMBER 4, 1978

The Harnett County Board of Commissioner convened in the Commissioners Room,
County Office Building, Lillington, North Carolina, with the following
members present: M. H. Brock, Rudy Collins, Bill Shaw, M. H. Brock, and Jesse
Alphin. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County
Attorney were also present.
H. D. Carson, Jr., Clerk to the Board, called the meeting to order at 2 p.m.
Because the Board had not yet elected a Chairman, the Clerk asked that the
business be carried on by the nominations for a Chairman of the Board. Com-
missioner Stewart moved for the nomination of Jesse Alphin as Chairman, Com-
missioner Shaw moved the nominations be closed, Commissioner Brock seconded
the motion and each Commissioner- -Rudy Collins, Bill Shaw, Lloyd G. Stewart ana
M.H. Brock - -voted affirmatively when the issue was put to vote. The Clerk to
the Board officially declared Jesse Alphin to be the Chairman of the Harnett
County Board of Commissioners.
Chairman Jesse Alphin expressed his appreciation to his fellow Commissioners
for the continued faith and trust the Board had placed in him by voting him to
serve as Chairman of the Harnett County Board of Commissioners. Chairman Jess
Alphin pledged his ability and support toward the process of handling the
affairs of the Board and the County in a unified manner.
Commissioner Brock moved that Lloyd G. Stewart be nominated as Vice Chairman,
Commissioner Collins moved the nominations for vice chairman he closed,
Commissioner Shaw seconded the motion and each Commissioner - -Bill Shaw, Rudy
Collins, Jesse Alphin, and M. H. Brock - -voted affirmatively for the issue.
Chairman Jesse Alphin officially declared Lloyd G. Stewart to be Vice Chairman
of the Harnett County Board of Commissioners.
Commissioner Stewart made a motion that the following persons be appointed to
serve at the pleasure of the Board. Commissioner Shaw seconded the motion
and the issue carried.

Commissioner Rudy Collins moved for the appointment of W. J. Cotton, Jr., to
serve on the Social Services Board, Commissioner Shaw seconded the motion,
and the motion carried as presented
Commissioner Stewart moved that the following two -year appointments for the
County Extension Department be approved: Commissioner Collins seconded the
motion and the issue carried.

M. H. Brock, County Manager, requested the Board of Commissioners to establish
a personnel committee to study the needs and problems of the Harnett County
employees. This committee would be responsible for bringing solutions or
suggestions for solving or improving personnel matters to the Board. Commis-
sioner Shaw made a motion that a personnel committee be established for
Harnett County composed of the following persons: Commissioners Lloyd G.
Stewart as Chairman; Commissioner Rudy Collins; Lewis Rosser, Sheriff;
Helen Crews, Director of Social Services; M. H. Brock, County Manager; and
Hollie Johnson, Secretary to the County Manager. Commissioner Collins
seconded the motion and it carried unanimously

APPOINTMENT OF H. D. Commissioner Brock moved for the one -year appointment of H. D. Carson, =Jr.,
CARSON, JR., AS AUDITORas Harnett County Auditor, Commissioner Stewart seconded the motion and it
carried unanimously.
TAX LISTING DATES
1979 LIST TAKERS
Thomas Allen, Tax Supervisor, appeared before the Board and requested the Commis-
sioners to set the tax listing dates. Commissioner Rudy Collins made a motion
for the tax listings to begin in the field on Tuesday, January 2, 1979, and to
continue the listings in the field through Saturday, February 3, 1979. At that
time, the books will be brought back to the Tax Supervisor's Office, and the
taxpayers of Harnett County may continue to list their taxes in the Tax Super -
visor's Office through Friday, March 2, 1979, without penalty. Taxes listed afte
the 2nd of March, 1979, would be subject to penalty,_ unless a written request
for an extension of time has been received in the Tax Supervisor's Office prior
to March 2, 1979,. and Mr. Thomas Allen, Tax Supervisor, has approved this exten-
sion of time. Taxes which are granted an extension of time must be listed by
April 15, 1979, or be subject to a penalty. Commissioner Stewart seconded the
motion, and the motion carried as presented.
Thomas Allen, Tax Supervisor appeared before the Board and requested the approval
of the 1979 List Takers. Commissioner Shaw made a motion that the Board approve
the 1979 List Takers as Follows: Commissioner Collins seconded the motion, and
the issue carried.

WORKMEN'S COMPENSATION Commissioner Brock moved for the adoption of the following Harnett County Person-
nel Policy regarding Workmen's Compensation Leave. Commissioner Stewart
seconded the motion, and the motion carried as presented:
HOLIDAYS FOR 1979
ADJOURNMENT
When an employee is injured in the course of performing duties related to his
job, he may draw benefits due under the North Carolina Workmen's Compensation
Act by choosing one of the following options:
(a) Option 1: Take accumulated sick and annual leave and receive all medical
benefits adjudged to be due under the Workmen's Compensation Act. First
sick leave and then annual leave must be exhausted before going on leave
without pay and receiving weekly benefits payments.
(b) Option 2: Take accumulated sick leave only and receive medical benefit
due under the Workmen's Compensation Act. After exhaustion of sick leave,
the employee may go on leave without pay and receive weekly benefit payments
(c) Option 3: Go immediately on leave without pay and reserve for personal
use accumulated sick and annual leave. Under this option, the employee
will receive all the benefits for which he may be adjudged eligible under
the Workmen's Compensation Act.
Upon reinstatement, an employee will have his salary computed on the basis of
his last salary plus any merit increment or other salary increase to which he
would have been entitled during his disability covered by workmen's compensation.
An employee will retain all accumulated sick and annual leave while drawing
Workmen's Compensation payments in a leave without pay status.
Adopted this fourth day of December, 1978.
Commissioner Brock moved for the adoption of the following schedule of Holidays
for the Calendar Year, 1979. Commissioner Stewart seconded the motion, and the
motion carried as presented:
The Harnett County Board of Commissioner hereby adopt the following schedule
of Holidays for the Calendar Year 1979 to be observed by Harnett County
