CALL TO ORDER
PRAYER
APPROVAL OF MINUTES

The Harnett County Board of Commissioners met in regular session
on Monday, June 5, 1978, in the Commissioners Room, County Office
Building, Lillington, North Carolina. Chairman Jesse Alphin and
Commissioners W. J. Cotton, Jr., M. H. Brock, W. A. Shaw, Jr.,
and Lloyd Stewart were present. H. D. Carson, Jr., Clerk to the
Board, and Edward H. McCormick, County Attorney, were also present
Chairman Jesse Alphin called the meeting to order at 9:15 a.m.
Commissioner Jack Brock led the morning prayer.
The minutes from the May 15, 1978, meeting were read and approved.
Don Dupree, District Engineer with the Department of Transportatio
appeared before the Board to discuss road matters and situations
in Harnett County.
REGION "M" MAN- Commissioner Brock made a motion that Joseph Luke Smith he appoint
POWER ADVISORY COM- ed as a Harnett County Representative to serve on the Region "M"
MITTEE APPOINTMENT Advisory Committee. Commissioner Stewart seconded the motion and
it carried unanimously.
RESOLUTION RE:
201 WASTEWATER
FACILITIES REPORT
Commissioner Brock moved that the following resolution of concur-
rence in the findings of the 201 Wastewater Facilities Report be
adopted. Commissioner Cotton seconded the motion and it passed
unanimously.
"WHEREAS, criteria for consideration of portions of Harnett County for
future Environmental Protection Agency grants for assistance in the cost of
design and construction of wastewater facilities is based on the development of
a Wastewater Facilities Plan, and
WHEREAS, Moore, Gardner and Associates, Inc., have prepared such a plan fo
the Northeastern Harnett County area and concurrence with the findings of said
plan is required prior to Step II grant request approval,
NOW THEREFORE BE IT RESOLVED, that the Board of County Commissioners of
Harnett County concur in the findings of the engineers as presented in a draft
201 Wastewater Facilities report and public hearing held the 23rd of March,
1978, that the recommended alternatives for Angier, Buies Creek /Coats, and
Lillington are respectively, A -4, R -5, and 6 -2.
The recommended plan for the Town of Angier consists of land treatment
following high rate activated sludge treatment. The design capacity of this
alternative will be determined following a more detailed evaluation of the
infiltration /inflow problem. Immediate construction would consist only of
upgrading the treatment facility.
The recommended plan for the Town of Coats and the community of Buies Cree
is to construct a regional system. Coats' wastewater will be pumped by force
main to Buies Creek for ultimate transport to the existing Buies Creek (Campbel
College) sewage treatment plant. Immediate construction consists of intercepto
for the Town of Coats and the unincorporated community of Buies Creek, and
expansiom:of the existing 0.5 MGD contact stabilization plant to a 0.55 MGD

TO NC PUBLIC LIBRARIES
extended aeration plant with additional construction of an outfall to
the Cape Fear River
The recommended plan for Lillington includes expansion of the
existing lagoon system to 0.65 MGD by addition of diffused bubble
aeration and other minor modifications. Immediate construction
also includes construction of interceptor systems to serve the new
subdivision west of town pending their annexation by Lillington,
and interceptors to serve the minority community of Shawtown
pending inclusion of the Shawtown improvements in a Block Grant from
the Department of Housing and Urban Development.
BE IT FURTHER RESOLVED, that the Board of Commissioners intend
to: (1) provide its local share of the cost of design and construc-
tion, (2) provide such lands and rights -of -way as may be needed for
implementation of this plan, and (3) provide local collection
facilities as needed for the regional system to serve the Community
of Buies Creek.
BE IT FURTHER RESOLVED, that Mr. JesseeAlphin, Chairman, Board
of County Commissioners, is hereby authorized and directed to take
such steps as are necessary to secure Step II design grants from
the State and EPA."
Commissioner Cotton made a motion that the following
resolution requesting a proposed revision in the formula
distribution of state aid to North Carolina Public
Libraries be adopted. Commissioner Shaw seconded the
motion and it carried with a unanimous vote.
Resolution Pertaining to a Proposed Revision in the Formula
Distribution of State Aid to North Carolina Public Libraries
WHEREAS, the proposed revision in the formula for distribution
of State Aid to North Carolina Public Libraries would see the first
$6,000,000 of increases over the current appropriation level from
the North Carolina General Assembly obligated for computer networking
and
WHEREAS, any remaining new appropriations under the proposed
revision would be used to bring all North Carolina Public Library
Systems to the same per capita level, and
WHEREAS, the proposed revision presupposes an increase in the
total amount available for State Aid to North Carolina Public Librar-
ies from $3.5 million to $7.5 million, and forty -two county libraries
would receive increases in State Aid bringing them in line with those
library systems which have previously received more than equitable
share of State Aid, and
WHEREAS, local governments have supported their libraries with
local funds under the present State Aid formula and have borne the
burden of inflationary increases in the cost of public library
services, and
WHEREAS, local governments in the past have increased their
local support of public libraries while receiving decreasing amounts
of State Aid and thereby have lost their incentive to further increas
local appropriations, and
WHEREAS, the proposed revision would serve to equalize more
fully the distribution of state funds and hence provide improved
library service in forty -two counties including Harnett:
THEREFORE, BE IT RESOLVED, That the Board of County Commissione
of the County of Harnett in meeting assemble, June 5, 1978,
recommends to the Secretary of the North Carolina Department of
Cultural Resources that the proposed revision in the formula for
distribution of State Aid to public libraries be accpeted as
tentatively approved byethe State Aid Formula Committee.

of Commissioners, do hereby certify the foregoing to be a true
copy of resolution duly adopted at, and recorded in the minutes of a
regular meeting of the Board of said County of Harnett, duly
assembled and held at 10 a.m. on the fifth day of June, 1978.

457, Buies Creek, NC 27506; Ms. Dorothy Hales, Western
Harnett High School, Route 3 Lillington, NC 27546. Com-
missioner Cotton seconded the motion and it carried unani-
mously.
UDIT CONTRACT- -John Ingra- Written request was presented to the Board by John Ingra-
am and Associates ham and Associates for the contract to audit the accounts
and records of the County for the fiscal period, July 1,
1977, through June 30, 1978, for an amount not to exceed
the maximum of $2,300. Commissioner Cotton moved the con-
tract be awarded to John Ingraham and Associates, Commisr
sioner Stewart seconded the motion, and the issue carried.
TAX COLLECTOR'S REPORT
TAX SUPERVISOR'S REPORT
Earl Jones, Tax Collector, presented the report on the
activities of his department for the month of May and his
plans for the month of June.
Thomas Allen, Tax Supervisor, appeared before the Board
and requested a tax refund for Mr. Larry V. Jarmon & wife,
Judy, Hector's Creek Township, in the amount of $24.81, on
the value of house and 19.08 acres which were burned. Com-
missioner Cotton made a motion that this refund be granted
Commissioner Shaw seconded the motion, and it carried
unanimously.

Investments,and the monthly expenditure report to the Board.
Property situated near the Village of Buies Creek, Neill's
Creek Township, Harnett County, North Carolina; and further
described below was presented to the Board of Commissioners
as a gift to the Harnett County Ambulance Service from B. P.
Marshbanks, Jr., and wife, Mary Jane W. Marshbanks:
BEGINNING AT AN IRON PIPE, A CORNER WITH THE COUNTY OF HARNETT
2.496 acre tract (Book 507, Page 186), said corner located
North 60 degrees 30 minutes East 386.0 feet from an iron pipe,
a corner of said 2.496 acre tract of the County of Harnett
(Book 507, Page 186) in the northeastern margin of the right -
of -way of U. S. Highway #421; and runs thence North 60 degrees
30 minutes East 25.0 feet to a new corner marked by a stake;
thence North 26 degrees 30 minutes West 100.0 feet to a new
corner marked by a stake; thence South 58 degrees West 41.0
feet to a corner in the original line of the County of Harnett
2.496 acre tract; thence as said County of Harnett line,
South 37 degrees 25 minutes East 100.0 feet to the Beginning,
and being 3,300 square feet more or less.
For reference, see deed from Charles Brady Denning and wife,
Clara Denning, dated January 1, 1966, and recorded in Book 478
Page 72, Harnett County Registry.
Commissioner Cotton made a motion that the Board accept this
gift of property. Commissioner Stewart seconded the motion
and it carried unanimously.
Commissioner Cotton moved that M. H. Brock, County Manager,
be given the authority to issue fireworks permits to various
groups in the County. Commissioner Shaw seconded the motion
and it passed with a unanimous vote.
Commissioner Stewart made a motion that Chairman Jesse Alphin
be authorized to execute a letter from the United State Depart
ment of Agricultural stating that Harnett County agrees to
reimburse the Soil Conservation Service $14,000 for the period
July 1, 1978, itthtJune 30, 1979, relative to the Soil Survey pr
gram in the County, as in accordance with the cooperative
agreement between the Harnett County Board of Commissioners
and the Soil Conservation Service dated June 26, 1975,
(Contract No. AG37SCS00122). Commissioner Shaw seconded the
motion and it carried unanimously. -
