HomeMy WebLinkAbout01161978203 HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, JANUARY 16, 1978 CALL TO ORDER PRAYER MINUTES APPROVED SOUTH ERWIN WATER FACILITIES The Harnett County Board of Commissioners met in regular session on January 16, 1978, in the Harnett County Commissioners Room, County Office Building, Lillington, North Carolina. Chairman Jesse Alphin and Commissioners Shaw, Brock, and Cotton were present. Commissioner Lloyd Stewart was absent. H. D. Carson, Jr., Clerk to the Board and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 7:30 p.m. Commissioner W. A. Shaw, Jr., led the evening prayer. The minutes from the January 3, 1978, meeting were read and approved. James Bivins with Moore, Gardner & Associates presented for consideration the summary, tabulation, and discussion of the bids received on January 11, 1978, for the South Erwin Water Facilities. Commissioner Cotton made a motion that the follow- ing resolution awarding the contracts to James A. Dobbin Con- struction Company, Fayetteville, North Carolina, in the amount of $163,939.30 (One Hundred Sixty - (three Thousand Nine Hundred Thirty -nine Dollars and Thirty Cents) be adopted. Commissioner Shaw seconded the motion and it passed unanimously. RESOLUTION SOUTH ERWIN WATER FACILITIES HARNETT COUNTY - NORTH CAROLINA MGA JOB NO. 206944 In a regular meeting of the Board of Commissioners of Harnett County, North Carolina, held in the Administrative Building on the 16th day of January, 1978, the following Resolution was presented: "WHEREAS, the Board of Commissioners has received the results for contract proposals on the South Erwin Water Facilities Project from the consulting engineers; whereas, the engineer's Discussion of Bids has recom- mended award of the contract to the low bidder of the project upon acceptance of the Proposal that will result in the best pricing available to the County on the project; and whereas, the Board of Commissioners considers it in the best interest of Harnett County to proceed with construction of the project by acceptance of the lowest contract proposal as recommended by the Engineers NOW THEREFORE, BE IT RESOLVED that contracts on the South Erwin Water Facilities Project of Harnett County be awarded to the following contractor at the amount shown: CONTRACT I - SOUTH ERWIN WATER FACILITIES AWARD TO: James A. Dobbins Construction Company 703 Whitfield Street Fayetteville, North Carolina 28306 in accordance with the negotiated base proposal at a total unit price contract amount of $163,939.30. BE IT FURTHER RESOLVED that the Chairman of the Board and the Clerk to the Board are hereby authorized to execute contracts for construction of the proposed project." COMMUNITY ANALYSIS - Mrs. Margaret Randall, Librarian, presented copies of the LIBRARY EVALUATION COMMUNITY ANALYSIS - LIBRARY EVALUATION to the Board members. This evaluation is part of a state -wide analysis of public library services and was compiled and prepared by the staff of the Harnett County Library. Chairman Jesse Alphin commended Mrs. Randall and the library staff on the excellent job they had done in conducting this study. REPORT -- MANPOWER TAX COLLECTOR Joseph D. Lucas, Director of the Harnett County Department of Human Resources - Manpower, filed and commented on the quarterly report (October 1 through December 31, 1977) of his department with the Board of Commissioners. Earl Jones, Tax Collector, reported on the activities of his department for the month of December and his plans for the month of January. 204 TAX ATTORNEY LANDSCAPING PROPOSAL - ANGIER EVERGREEN NURSERY 3XPENDITURE AND REVENUE REPORTS RESOLUTION RE: REDO OAK DRIVE The County Attorney presented the following Tax Attorney's report to the Harnett County Board of Commissioners. Commissioner Brock informed the Board that Angier Evergreen Nursery submitted the lowest proposal and made a motion that the Board of Commissioners agree to accept the proposal from Angier Evergreen Nursery in the amount of $973.5 (Nine Hundred Seventy -three Dollars and Fifty Cents) to land- scape the Courthouse and Health Department. Commissioner Shaw seconded the motion and it carried unanimously. M. H. Brock, County Manager, filed the expenditure and revenue reports with the Commissioners. Commissioner Cotton moved that the Board adopt the following resolution requesting Red Oak Drive to be added to the State Secondary Road System for Maintenance. Commissioner Brock seconded the motion and it carried unanimously. WHEREAS, a petition requesting that Red Oak Drive in Ramblingwood Estates Subdivision has been submitted to the Harnett County Board of Commissioners and WHEREAS, an investigative report has been requested by the Harnett County Board of Commissioners of the State Department of Transportation in regards to the petition submitted, NOW, THEREFORE, BE IT RESOLVED BY THE HARENTT COUNTY BOARD OF COMMISSIONERS THAT: 1. Acknowledgement be made that E. J. Butler, Division Engineer, and N. C. Blackmon, Division Staff Engineer of the State Department of Transportation have recommended in a letter dated January 11, 1978, that Red Oak Drive in Ramblingwood Estates be placed on the State Secondary Road System for maintenance, and 2. It is also the desire of the Board of Commissioners that this drive be placed on the state system, and 3. That the execution of this resolution will serve as official action of the Harnett County Board of Commissioners, in requesting that Red Oak Drive in Ramblingwood Estates Subdivision be placed on state maintenance. Adopted this 16th day of January, 1978. 205 BIDS - -BASE STATION, TOWER, ANTENNA The Harnett County Manager received sealed bids for the furnishing, install ing, and maintaining of a two -way radio base station with tower and antenna system on January 16, 1978, at 9:30 a.m. in the Commissioners Room, County Office Building, Lillington, North Carolina. The bids were publicly opened and then were examined by the Public Health and Safety Committee, which confirmed Motorola Communications and Electronic Inc., Schaumburg, Illinois as being the low bidders. Commissioner Brock made a motion that the bids for the base station, antenna, and tower be awarded to Motorola in the amount of $5,887 (Five Thousand Eight Hundred Eightyrseven Dollars). Commissioner Shaw seconded the motion and it passed unanimously. ADJOURNMENT The Harnett County Board of Commissioners meeting adjourned at 9 p.m. as. a pfiwa,_ ecretary C C r n� Clerk HE HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, FEBRUARY 6, 1974 -/ CALL TO ORDER PRAYER APPROVAL OF MINUTES 11 OT, DON DUPREE SR 1118 ENTAL HEALTH SIGN The Harnett County Board of Commissioners met in regular sessio on February 6, 1978, in the Commissioners Room, County Office Building, Lillington, North Carolina. Chairman Jesse Alphin and Commissioners W. A. Shaw, Jr., W. J. Cotton, Jr., M. H. Brock, and Lloyd Stewart were present. H. D. Carson, Jr., Cler to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 9:15 a.m. Dr. Anne Moore led the evening prayer. The minutes from the January 16, 1978, meeting were read and approved. Don Dupree, District Engineer, with the Department of Transport ation appeared before the Board to discuss road matters and situations in Harnett County. Conriissioner Shaw introduced the following resolution requesting that a .20 mile section on SR1118 be abandoned from the State Maintenance System. Commissioner Stewart made a motion that th Board adopt this resolution, Commissioner Shaw seconded the motion, and it passed with a unanimous vote. WHEREAS, a petition has been filed with the County by the property owners of Secondary Road 1118 requesting that this road be abandoned from the State Maintained System; and WHEREAS, a Form SR -3 has been submitted to the County from the North Carolina Department of Transportation, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS, that the North Carolina Department of Transportation be and they are requested to abandoned Secondary Road 1118 from the State Maintained System. This done the 6th day of February, 1978. Commissioner Brock requested the Department of Transportation t conduct a study as to determine the necessity of erecting a sig at the Lee — Harnett Mental Health Exit warning motorist that emergency vehicles are entering the highway. R 2019 Paul G. Walcer appeared before the Board as spokesman for the residents on SR 2019. He stated that this road was in a hazardous condition and needs to be upgraded. Mr. Dupree will investigate this matter and as soon as the weather clears, some stablization materials will be hauled in and mixed.
