AVERY CONTRACT - -MALE MISDEMEANANTS REPORT ON WATER SYSTEM REPORT ON THE COUNTY AMBULANCE SERVICE REPORT -- Landfill Build- ing and jail ONE YEAR SERVICE- - COMMISSIONER SHAW TAX SUPERVISOR The Harnett County Board of Commissioners met in regular session on Tuesday, January 3, 1978, in the Commissioners' Room, County Office Building, Lillington, North Carolina. Chairman Jesse Alphin and Commissioners Shaw, Brock, and Cotton were present. Commissioner Lloyd Stewart was absent. Edward H. McCormick, County Attorney, and H. D. Carson, Jr., Clerk to the Board, were also present. Chairman Jesse Alphin called the meeting to order at 9:15 a.m. Commissioner M. H. Brock led the morning prayer. The minutes of the December 19, 1977, meeting were read and approved. Don Dupree, District Engineer with the Department of Transport ation, appeared before the Board to discuss road matters and situations in Harnett County. Marshall Woodall, Tax Attorney, informed the Board that the house and lot known as 508 East Edgerton Street, Dunn, North Carolina, which had been foreclosed for taxes and sold to the County in February, 1961, was offered for sale to Mr. and Mrs. W. H. Avery, the former owners of the aforementioned property. The couple have agreed to pay the total sum of $712.29 (Seven Hundred Twelve Dollars and Twenty -nine cents) which is the amount owed the County. An action such as this is permissible under North Carolina G.S. 105 -376 (c). Commissioner Cotton made a motion that the foreclosed property, a house and lot known as 508 East Edgerton Street, be conveyed back to Mr. and Mrs. W. H. Avery for the amount of $712.29 and that the paymen be received by March 1, 1978. Commissioner Brock seconded the motion and it passed unanimously. Mr. B. E. Sturgill, Chief Deputy Sheriff, appeared before the Board to discuss whether or not the County should execute the revised contract to keep male misdemeanants in the county jail The per diem payment to counties has been increased from $8 per day to $10 per day. Commissioner Cotton made a motion tha since Harnett County Jail does not have adequate facilities to house any additional prisoners that the contract not be executed. Commissioner Shaw seconded the motion and it carried unanimously. Rodney Tart, Manager of the Northeast Metropolitan Water District, appeared before the Board and reported on the progre of the water system. He stated that the construction is proceeding as scheduled. Commissioner Cotton presented the following report of the County Ambulance Service. On Tuesday, December 27, 1977, at 8:30 a.m., the newly organized ambulance service began providing service with five certified EMTs on duty. The ser- vice now has an office in the Mental Health Building and a telephone number which is 893 -3265. The two ambulance units have been certified by the state, the base station and tower have been advertised and will be opened on January 16, 1978, and the specifications are being prepared for the proposed building. Commissioner Shaw gave a report on the Landfill building and the repairs on the jail. Commissioner Shaw informed the Board that he has been a commis sioner for one year. He stated that he felt like he had been well accepted by the other Commissioners and was very pleased with the progress the Board had made during the past year. Chairman Jesse Alphin stated that Commissioner Shaw had been a real asset to the Board and thanked him for becoming part of the Harnett County Board of Commissioners. Thomas Allen, Tax Supervisor, appeared before the Board and requested a release for Mrs. Deivitt McNeill, Barbecue Town- ship, in the amount of $52.50, exemption for the elderly. Commissioner Cotton made a motion that the Board grant this release upon the recommendation of the Tax Supervisor. Com- missioner Shaw seconded the motion and it passed unanimously. The Tax Supervisor requested a tax refund for Cecil W. and Beverly L. Stephenson, Grove Township. The refund was for 1/3 interest on a Roanoke tobacco primer for 1975 and 1976. Commissioner Cotton made a motion that the Board grant this s 202 AMENDMENT TO TITLE XX R. B. JORDAN sioner Shaw seconded the motion, and it carried unanimousl, Commissioner Brock made a motion that the Social Services Title XX Budget be amended in the amount of $7,000 (Seven Thousand Dollars), Commissioner Cotton seconded the motion and it passed unanimously. The Harnett County Board of Commissioners regretfully rece_ the news about R. B. Jordan, who was for many years the Chairman of Montgomery County Board of Commissioners.
