FIRST MONDAY MEETING OF THE HARNETT COUNTY COMMISSIONERS, DECEMBER -3; 1977
CALL TO ORDER
PRAYER
DOT, DISTRICT ENGINEER
The Harnett County Board of Commissioners met in regular ses-
sion on Monday, December 5, 1977, in the Commissioners' Room,
County Office Building, Lillington, North Carolina. Chairman
Jesse Alphin and Commissioners Cotton, Brock, Shaw, and Stewart
were present. H. D. Carson, Jr., Clerk to the Board and
Edward H. McCormick, County Attorney, were also present.
Chairman Jesse Alphin called the meeting to order at 9 a.m.
Commissioner Jack Brock led the morning prayer.
Don Dupree, District Engineer for the Department of Transporta-
tion, appeared before the Board to discuss road matters and
situations in Harnett County.
HAPPY ACRES SUBDIVISION Commissioner Cotton made a motion that the Board adopt the fol-
lowing resolution requesting the streets in Happy Acres Sub-
division be placed on the State Secondary Road System for main-
tenance. Commissioner Shaw seconded the motion and it passed
unanimously.

PLAT
PROGRESS REPORT- -
Central Harnett Rescue
District
WHEREAS, a petition requesting that the streets in Happy Acres Subdivision
located in the Spring Lake area off SR 1120 has been submitted to the
Harnett County Board of Commissioners; and
WHEREAS, an investigative report has been requested by the Harnett County
Board of Commissioners of the State Department of Transportation in
regards to the petition submitted,
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS
THAT:
1. Acknowledgement be made that E. J. Butler, Division Engineer and N. C.
Blackmon Division Staff Engineer of the State Department of Transportation,
have under letter date of November 18, 1977, recommended that the Streets
in Happy Acres Subdivision be placed on the State Secondary Road System for
maintenance, and
2. It is the desire also of the Board of Commissioners that these streets
be placed on the state system, and
3. That the execution of this resolution will serve as official action of
the Harnett County Board of Commissioners, in requesting that the streets
in Happy Acres Subdivision be placed on state maintenance.
Adopted this 5th day of December, 1977.
Commissioner Brock introduced the subdivision plat for Bobby Ray
Johnson's property in Grove Township to the Commissioners. He
informed the Board members that this plat had been properly
endorsed and approved by the Health Department and the Planning
Board. Commissioner Cotton made a motion that the Board approve
the Johnson's Subdivision Plat. Commissioner Shaw seconded the
motion, and it carried with a unanimous vote.
Mr. Thomas Lanier, Director of Civil Preparedness, reported on
the progress of the Central Harnett Rescue District Report. He
stated that the report had been submitted to the County Attorne
who will present it to the Commissioners at the mid -month
meeting.
LEAA -- Evidence Techni -'_ Mr. B. E. Sturgill, Chief Deputy Sheriff, appeared before the
cian Board and introduced the following resolution. The resolution
is concerning the Harnett County -- Evidence Technician program
between the North Carolina Division of Law and Order and the
Sheriff's Department, wherein a person will be trained and
equipped to thoroughly and efficiently investigate a crime
scene, so that no evidence will be overlooked or destroyed.
Commissioner Cotton made a motion that the Board adopt the
resolution with the stipulation that the Evidence Technician
submit a quarterly report to the Board so the Commissionerw wil
be informed of the progress and effectiveness of this program.
Commissioner Brock seconded the motion and the issue carried.
WHEREAS, the Harnett County Board of Commissioners herein called the
"Applicant" has thoroughly considered the problem addressed in the subgrant
application entitled Evidence Technician -- Harnett County and has reviewed
the project described in the application;and
WHEREAS, under the terms of Public Law 90 -351 as amended, the United States
of America has authorized the Law Enforcement Assistance Administration,
through the North Carolina Division of Law and Order to make federal
grants to assist local governments in the improvement of criminal justice
system.

NOW THEREFORE BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONE
IN OPEN MEETING ASSEMBLED IN THE CITY OF LILLINGTON, NORTH CAROLINA, THI
5TH DAY OF DECEMBER, 1977, AS FOLLOWS:
1. That the project referenced above is in the best interest of the
Applicant and the general public.
2. That M. H. Brock, County Manager, be authorized to file, in behalf
of the Applicant, an application in the form prescribed by the Divi-
sion of Law and Order for a subgrant in the amount of $22,898 to b
made to the Applicant to assist in defraying the cost of the project
in the application. This individual shall act as the authorized
representative of the Applicant in connection with all aspects of the
application process.
3. That if the subgrant is made, the Applicant shall provide or makd
arrangements to provide, a local cash matching contribution in the
amount of $1,272 and a local in -kind matching contribution valued
under LEAA guidelines at NIA as required by the Act to defray the
cost of the project.
4. That the Project Director designated in the application form shall
furnish or make arrangements for other appropriate persons to furnis
such information data documents and reports pertaining to the proje
if approved, as may be required by the Division of Law and Order.
5. That certified copies of this resolution be included as part of the
application referenced above.
6. That this resolution shall take effect immediately upon its adoptio

Commissioner M. H. Brock introduced the "Floodway Ordinaneee
for Harnett County" and made a motion that the Board examin
the ordinance and that it be brought back on the floor at th
December mid -month meeting. Commissioner Cotton seconded th
motion and those voting for the issue were:

Commissioner Shaw reported briefly on the progress of the
County jail. He stated that the repairs were coming along
nicely and that the completion of this proect would be
as asset to the County in that it would provide the space
desperately needed in order to operate an effective law
enforcement system.
Commissioner Cotton and the County Manager reported on the
progress of the County Ambulance Service. They stated that
the interviews for the personnel, which will be employed for
this new service, had been held. The County Ambulance
service should be in operation by the first of January, 1978
Earl Jones, Tax Collector, reported on his activities for th
month of November and his plans for the month of December.
Marshall Woodall, Tax Attorney, filed the following report
with the Board of Commissioners:

M. H. Brock, County Manager, presented the expenditure report
for the month of November to the Board.
Thomas Allen, Tax Supervisor, appeared before the Board and
request a refund be granted to Ted McLamb, Anderson Creek
Township, in the amount of $94.50. Mr. McLamb's chisel plow
had been listed at $10,000 rather than $1,000 in 1976.
Commissioner Stewart made a motion that the Board grant this
request, Commissioner Cotton seconded the motion and it passed
with a unanimous vote.
The Tax Supervisor requested a release for Carrie Bailey,
exemption for the elderly in the amount of $52.50. Commission
Brock made a motion that this release be granted after the Tax
Supervisor has collected all the necessary information and
the request has met all the requirements, Commissioner Cotton
seconded the motion and it carried.
Thomas Allen, Tax Supervisor, presented the names of the list
takers for 1977 to the Board. Commissioner Cotton moved that
the Board approve the 1977 list takers, Commissioner Stewart
seconded the motion and the issue passed.

Commissioner Brock moved the schedule be adopted, Gommise
sioner Cotton seconded the motion and it carried.
Thomas Allen, Tax Supervisor, requested the Commissioners
to set the tax listing dates. Commissioner W. J. Cotton,
Jr., moved tax listings begin on January 3, 1973, and
upon the recommendation of the Tax Supervisor, continue
the listing in the field through the month of January and
through the 10th day of February. At that time, bring
the tax listing books into the office of the Tax Super-
visor and allow the listing to continue through March 2,
1978, without penalty. Taxes listed after the date of
March 2, 1978, would then be subject to penalty, unless a
letter asking for an extension of time had been received
in the tax supervisor's office and Mr. Allen had approved
this extension of time prior to March 2, 1978. Taxes
which were granted an extension of time must be listed by
April 15, 1978, or be subject to penalty. Commissioner
Stewart seconded the motion and it passed with a unanimou
vote.

Commissioner Cotton made a motion that the Board approve
the application for Harnett County to become eligible for
Economic Development Administration Funds. Commissioner
Stewart seoonded the motion and the issue carried.
