HomeMy WebLinkAbout10171977181 Minutes of the October 17 Meeting of the Harnett County Board of Commissioners The Harnett County Board of Commissioners convened in the Commissioners Room, County Office Building, Lillington, North Carolina, for the mid - month meeting on October 17, 1977. Commissioners present were Brock, Cotton, Stewart, and Shaw. Commissioner Alphin was absent. Edward H. McCormick, County Attorney, was also present. H. D. Carson, Jr., Clerk to the Board, was absent. ALL TO ORDER Commissioner Stewart called the meeting to order at 7:30 p.m. RAYER Commissioner Shaw led the evening prayer. S APPROVED The minutes from the October 3 meeting were read and approved. SOLUTION RE: NC CLEAN ATER BOND ACT OF 1971 INTENANCE & OPERATIONS GREEMENT BETWEEN ERWIN HARNETT COUNTY IDS: TWO AMBULANCES IDS: TWO RADIOS PROVAL MARSHBANKS- ATE SUBDIVISION Commissioner Brock moved that the Board adopt the following resolution regarding the North Carolina Clean Water Bond Act of 1971. Commissioner Cotton seconded the motion and it carried with a unanimous vote. WHEREAS, The North Carolina Clean Water Bond Act of 1971 has authoriz the making of grants to aid eligible units of government in financing the cost of construction of wastewater treatment works, wastewater collection system, and water supply stem, and WHEREAS, Harnett County has need for and intends to construct a water supply system project described as Northeast Metropolitan Water District of Harnett County, and WHEREAS, Harnett County intends to request State grant assistance for the project, NOW THEREFORE BE IT RESOLVED, BY THE HARNETT COUNTY BOARD OF COMMISSIONERS That Harnett County will arrange financing for all remaining costs of the project, if approved for a State grant award. That Harnett County will adopt and place into effect on or before completion of the project a schedule of fees and charges which will provid adequate funds for proper operation, maintenance and administration of the system. That Harnett County will provide for efficient operation and maintenance o the project on completion of construction thereof. That M. H. Brock, County Manager, and successors so titled, is hereby authorized to execute and file an application on behalf of Harnett County with the State of North Carolina for a grant to aid in the construction of the project described above. That M. H. Brock, County Manager, and successors so titled, is hereby authorized and directed to furnish such information as the appropriate State agency may request in connection with such application or the projec to make the assurances as contained above; and to execute such other docu- ments as may be required in connection with the application. That Harnett County has substantially complied or will substantially comply with all Federal, State, and local laws, rules, regulations, and ordinanaces applicable to the project and to Federal and State grants and loans pertaining thereto; and hereby authorized the above designated repre sentative to execute an affidavit so stating. Adopted this the 17th day of October, 1977, at the Harnett County Off Building, Lillington, North Carolina. Commissioner Brock moved that the Chairman be authorized to execute the Maintenance & Operations Agreement between the Town of Erwin, North Caro- lina, and the County of Harnett. This document entitled Maintenance & Operations Agreement, South Erwin Water Project, MGA Job No. 206944 was prepared by Moore, Gardner, & Associates and is duly filed in the Manager's Office. Commissioner Cotton seconded the motion and it passed with a unanimous vote. Commissioner Cotton made a motion that the bids for the furnishing of two ambulance vehicles be let. The motion was seconded by Commissioner Shaw and carried unanimously. Commissioner Cotton made a motion that the bids for the furnishing of two mobile radio units be let. Commissioner Shaw seconded the motion and it passed with a unanimous vote. The Harnett County Board of Commissioners received a subdivision plat from the Harnett County Planning Board to be approved. Commissioner Shaw in formed the Board that the Marshbanks -Pate subdivision, which lies south of S. R. 2005 near Campbell College, has been thoroughly examined and approve by the Health Department and is suitable for single family residences with individual sewage disposal systems. Commissioner Shaw made a motion that d ce 182 the Board of Commissioners approve this subdivision. Commissioner Cotton seconded the motion and it passed with a unanimous vote. 9EPORT FROM THE JURY COMMISSIONER Graham Henry, Chairman of the Jury Commission, presented the followin report of sources used and procedures followed in preparing the jury list for use in the biennium beginning January 1, 1978: The following sources were used in preparing the raw jury list:1 ESOLUTION RE: STATE HIGH - n:AY BOND ACT FOR 1977 SUPPORT CTFAN WAl'ER BOND ACT IN NOVEMBER, 1977 REPORT -- COUNTY MANAGER 1. Tax Scrolls of Harnett County Every fourth name used in each township, ex &luding businesse non - residents, and persons 68 or over. 2 Voter Registration List of Harnett County Every fourth name used in each precinct, excluding persons 68 or over. A total of 9,449 cards were delivered to the Register of Deeds of Harnett County on October 6, 1977. After presenting his report to the Board, Chairman Graham Henry reques ed the following statements for payment be approved. Commissioner Cotton made a motion that the Board approve these statements, Commissioner Shaw seconded the motion and it carried unanimously. R. Fulton Patterson Mack Reid Hudson R. Graham Henry $1800,00 1175.00 2600.00 Commissioner Brock made a motion that the Board adopt the following resolution which provides for the issuance of $304,000,000 in high- way bonds to be used for the improvement of North Carolina's highway system, Commissioner Cotton seconded the motion and the issue carried WHEREAS, Transportation services and facilities are vital to the social, environmental and economic well -being of all people and their institutions; and WHEREAS, highways are an essential element of the transportation network which serves the needs of all people; and WHEREAS, North Carolina's 75,000 miles of state - maintained road- way have some pressing needs for construction, improvements and relocation of roads, bridges and other highway facilities; and WHEREAS, highway construction costs are increasing while antici- pated gas tax revenues, which support highway trust funds, have levele off, NOW THEREFORE BE IT RESOLVED, that the Board of County Commis- sioners of Harnett County joins Governor James B. Hunt, Jr., and the North Carolina Department of Transportation in endorsing the "State Highway Bond Act of 1977," which provides for the issuance of $300,000,000 in highway bonds to be used for the improvement of North Carolina's highway system. AND BE IT FURTHER RESOLVED, THAT the Harnett County Board of Commissioners, realizing that additional taxes aren't the answer to our highway problems at this time, do hereby urge the citizens of Harnett County to vote for the issuance of the $3000,000,000 State of North Carolina Highway Bonds. The Commissioners held ' +" a brief discussion concerning the Clean Water Bond Act of 1971. Harnett County received several grants which have greatly aided the county in the construction of the Northeast Metropol tan Water System. Comnissioner Brock made a motion that the Board vote in support of the Clean Water Bond Act in November, 1977. Commis sioner Cotton seconded the motion and all the commissioners voted in favor of this motion. M. H. Brock, County Manager, presented the expenditure report to the Board. He stated that the monthly and quarterly budgets were in fine condition. M. H. Brock also informed the Board that the Harnett County Governor's Conference will be held on October 20, 1977, from 1 p.m. to 5 p.m. in Taylor Hall, Campbell College, Buies Creek, North Carolina.
