County Manager
M. H. Brock, County Manager, reported that the three county cars were
sold on Saturday, August 27, 1977. Commissioner Cotton moved that the
Board give Mr. Brook the authority to negotiate the sale of these cars.
Stewart seconded the motion and it carried unanimously.
Commissioner Brock recommended that a roof be put on the library.
Commissioner Cotton seconded the motion and it carried unanimously.
M. H. Brock, County Manager, reported that the County is within its
budget for the month of August.

The Harnett County Board of Commissioners held a special meeting on - --
September 12, 1977, to discuss the necessity of an ambulance service
in Harnett County and to discuss the recreation parks. Chairman
Jesse Alphin called the meting to order at 7:30 p.m. in the Commission
Room, County Office Building, Lillington, North Carolina. Chairman
Jesse Alphin and Commissioners Cotton, Stewart, and Brock were present.
Commissioner Shaw was absent. H. D. rarson, Jr., Clerk to the Board
was also present.
PRAYER Commiissioner Brock led the evening prayer.
CONTRACT OF EMPLOYMENT
Title 4 -D
The following contract of employment was presented for the action of
Board as a mandate under the Title 4 -D Paternity Support Program. Com-
missioner Cotton moved to approved the contract, Commissioner Brock
seconded it, and the issue carried.
NORTH CAROLINA
HARNETT COUNTY CONTRACT OF EMPLOYMEN
THIS CONTRACT, Made and entered into this the 1st day of July, 197
by and between the Harnett County Commissioners, party of the first par
and Edward H. McCormick, party of the second part;
W I T N E S S E T H
THAT WHEREAS, the party of the first part desires to employ said
party of the second part as its attorney and counsellor at law, upon th
following terms:
1. This contract shall begin effective July 1, 1977, and unless
sooner terminated by mutual consent of the parties herein, shall exist
and continue ithrough June 30, 1978.
,_2. Said aparty of the second part, upon reasonable notice, is to
be available for consultation, legal advice and representation on all
legal matters arising from the duties of the party of the first part
under sections 128 through 140 of Chapter 110 of the North Carolina
General Statutes and United States Public Law 93 -647.
3. Said party of the second part agrees to maintain such records
as are required by the party of the first part and to make financial,
statistical, and program progress reports as is required.
4. For his services under this agreement, the party of the first part
agrees to pay the party of the second part Forty Dollars ($40.00) per
hour for each hour spent by the party of the second part providing
legal services under the Child Support Enforcement Program. Such hourl
rate shall include all salary, expenses, supplies, office space, heatin
and maintenance for office space, telephone service, long distance
telephone calls and travel. The party of the second part is not to be
reimbursed for any extraordinary expense incident to performing the
services included under this agreement; except, that the party of the

first part agrees to pay all court costs and filing fees which are required
to be paid in conjunction with services provided by the Attorney under this
agreement.
IN TESTIMONY WHEREOF said parties have executed this contract in triplicate
originals, one of which is to be retained by the party of the first part, one
of which is to be filed with the Child Support Enforcement Section, Division
of Social Services, Department of Human Resources, Raleigh, North Carolina.
After an informative discussion and considerable contemplation, Commissioner
Stewart made a motion that Harnett County begin a program to provide county-
wide ambulance service and that the Manager be authorized to negotiate with
O'Quinn Funeral Home to provide needed ambulance service as previously provid
in the Lillington area until the County begins a county- operated service.
Commissioner Cotton seconded the motion and it passed unanimously.
Commissioner Brock made a motion that the County Manager negotiate with Erwin
Funeral Home while the County is making arrangements to provide county -wide
ambulance service. Commissioner Stewart seconded the motion and it passed
with a unanimous vote.
Commissioner Brock requested that the Board appropriate the funds and award
the bids for the two Harnett County proposed parks -- Western and Central
Harnett County. Commissioner Cotton made a motion that the Building and
Grounds Budget be admended in the amount of three hundred seventy -three thou-
sand two hundred ninety -nine dollars ($373,299) for the county parks and that
the bids be awarded. Commissioner Brock seconded the motion. Voting for thi
action: Commissioners Cotton, Brock, Alphin. Voting against the action:
Commissioner Stewart.
