HomeMy WebLinkAbout09061977171 MINUTES OF THE REGULAR COPM4ISSIONERS MEETING HELD ON SEPTEMBER 6, 1977 '`r REGULAR MEETING PRAYER APPROVAL OF MINUTES DOT, DON DUPREE tion LICY RE: NAMING POINIMENT -- COUNTY OF SOCIAL SERVICES The September meeting of the Harnett County Board of Commissioners was called to order by Chairman Jesse Alphin on Tuesday, September 6, 1977, at 9:15 a.m. in the Commissioners' Room, County Office Building, Lillington, North Caro- lina. Chairman Jesse Alphin and Commissioners Shaw, Cotton, Brock, and Stewart were present. H. D. Carson, Jr., Clerk to the Board and Edward H. McCormick, County Attorney, were also present. Commissioner Brock led the morning prayer. Minutes of the last meeting were read and approved. Don Dupree, District Engineer with the Department of Transportation, was present at the meeting to discuss road matters. Mrs. Jerningan presented a petition to Mr. Dupree fran the residents on SR -1252 concerning the condition of this service road. Mr. Dupree stated that he would investigate the matter, Commissioner Brock made a notion that the following resolution regarding SR -1835 and Mims Road be approved. Commissioner Shaw seconded the motion and it carried unanimously. COUNTY OF HARNETT NORTH CAROLINA RESOLUTION THAT, WHEREAS, the 1977 -78 Secondary Improvement Program for Harnett County has been presented to the Harnett County Board of Commissioners; and, WHEREAS, the Harnett County Board of Commissioners find themselves with an unallocated balance of Nineteen Thousand Eight Hundred Fifty Dollars ($19,850). BE IT, THEREFORE, RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT: The Department of Transportation use the unallocated funds for the purpose of constructing and adding to the Secondary Road System, the Mimms Road located in the Upper Little River Township, and paving (blacktopping) SR -1835 located in Averasboro Township. Commissioner Shaw introduced a policy to the Board concerning the naming of roads in Harnett County. Commissioner Shaw made a motion that the Board adopt the following policy. Commissioner Stewart seconded the motion and it passed unanimously. POLICY RELATING TO THE NAMING OF ROADS IN HARNETT COUNTY. Be it resolved by the Board of Commissioners that: When requests are made to the Harnett County Board of Commissioners for the naming of State or Private roads in Harnett County, it shall be the policy of the Board of Commissioners: To send requests for naming the road or roads to the Harnett County Planning Board; that the Planning Board study the request for a period of 30 days and recommend a proper and suitable name to the Harnett County Board of Commissioners. Enacted the 6th day of September, 1977. Commissioner Stewart roved the reappointment of Clyde Adams to serve on the County Board of Social Services for three years. Notion was seconded by Commissioner Brock and carried unanimously. James Goff, Agricultural Chairman of Extension Services, appeared before the Board requesting funds to reprint the Directory of County, State, and Federal Agencies. Commissioner Cotton moved that the Board approve the printing of 5000 copies for $1,394.10. Commissioner Shaw seconded the motion and it carried unanimously. POINTNIENT-- REGIONAL Commissioner Cotton made a notion that Kenneth Holland and James Goff be CY MEDICAL SERVICE appointed to serve on the Regional Emergency Medical Service Committee. rrr Commissioner Stewart seconded the notion and it carried unanimously. 191501 •1 1 172 POLICY RE: RESCUE VEHICLES BID FOR HURST POWER TOOLS CHARGE TO THE TAX COTJ.GTOR REPORTS Tax Collector Action The following policy regarding rescue vehicles received from the "Governor's Highway Safety Program" was presented to the Board by Com- missioner Brock. The':policy was passed by a motion made by Conanissione Cotton, a second made by Commissioner Shaw, and aunanimous vote. POLICY RELATING TO RESCUE VEHICLES RECEIVED FROM "GOVERNOR'S HIGHWAY SAFETY PROGRAM." Be it resolved by the Board of Commissioners that: 1 The Harnett County Board of Commissioners shall lease to rescue units in Harnett County, rescue vehicle units received by the County from the "Governor's Highway Safety Program" for $1 per year, and that Harnett County shall hold title to vehicles, as this is one of the requirements in the conditions in which the vehicles are received. II Angier Black River Emergency and Rescue, Inc., be refunded for the amount paid Harnett County for the vehicle they now have leased from the County, and that the Dunn Rescue, Anderson Cree Rescue, and the proposed Lillington Area Rescue lease the vehic they now have for $1 per year. III It be the policy of the Harnett County Board of Commissioners t continue making applications to the "Governor's Highway Safety Program" each year for rescue vehicles and that rescue units th have not received vehicles and any new rescue units created in Harnett County shall receive the vehicle under the same conditi Enacted the 6th day of September, 1977. Commissioner Brock informed the Board that the bid for the three Hurst Power Tools has been prepared for advertisement and moved that the Chairman be authorized to sign. The motion was seconded by Cotton and carried unanimously. The following charge was issued to the Tax Collector, W. This the 6th day o4 September, t977. W. Earl Jones, Tax Collector gave the report for his department astto the activities of the month of August and the plans for the mtnth of September. Commissioner Cotton moved that M. H. Brock, County Manager, Earl Jones, Tax Collector, and Commissioner Stewart conduct a study to determine th necessity of mailing receipts to the taxpayers. Commissioner Shaw seconded the motion and it carried unanimously. Tax Supervisor Thomas Allen, Tax Supervisor, filed his report to the Board of Commissi ers and requested refunds for the following: 0 1. James E. Penny for two bulk barns double listed as personal and real property for the year 1976 in Hectors Creek Township in the amount of $59.54. Commissioner Cotton moved that the Board honor this request, Commissioner Shaw seconded the motion, and it carried unanimously. Tack McKoy and Mrs. Vira Campbell in Grove Township, exemption for derl rwons with limited income up to $5000 on property value. / 9g1 that the Board honor these requests, Commissioner Stewart seconded the motion, and it passed with a unanimous vote. C J 74 County Manager M. H. Brock, County Manager, reported that the three county cars were sold on Saturday, August 27, 1977. Commissioner Cotton moved that the Board give Mr. Brook the authority to negotiate the sale of these cars. Stewart seconded the motion and it carried unanimously. Commissioner Brock recommended that a roof be put on the library. Commissioner Cotton seconded the motion and it carried unanimously. M. H. Brock, County Manager, reported that the County is within its budget for the month of August. ADJOURNMENT The meting adjourned at 11:30 a.m. MINUTES OF THE SPECIAL MEETING HELD ON SEPTEMBER 12, 1977. CALL TO ORDER i(eet 1,64-an Secretary r pars Cl nie/ The Harnett County Board of Commissioners held a special meeting on - -- September 12, 1977, to discuss the necessity of an ambulance service in Harnett County and to discuss the recreation parks. Chairman Jesse Alphin called the meting to order at 7:30 p.m. in the Commission Room, County Office Building, Lillington, North Carolina. Chairman Jesse Alphin and Commissioners Cotton, Stewart, and Brock were present. Commissioner Shaw was absent. H. D. rarson, Jr., Clerk to the Board was also present. PRAYER Commiissioner Brock led the evening prayer. CONTRACT OF EMPLOYMENT Title 4 -D The following contract of employment was presented for the action of Board as a mandate under the Title 4 -D Paternity Support Program. Com- missioner Cotton moved to approved the contract, Commissioner Brock seconded it, and the issue carried. NORTH CAROLINA HARNETT COUNTY CONTRACT OF EMPLOYMEN THIS CONTRACT, Made and entered into this the 1st day of July, 197 by and between the Harnett County Commissioners, party of the first par and Edward H. McCormick, party of the second part; W I T N E S S E T H THAT WHEREAS, the party of the first part desires to employ said party of the second part as its attorney and counsellor at law, upon th following terms: 1. This contract shall begin effective July 1, 1977, and unless sooner terminated by mutual consent of the parties herein, shall exist and continue ithrough June 30, 1978. ,_2. Said aparty of the second part, upon reasonable notice, is to be available for consultation, legal advice and representation on all legal matters arising from the duties of the party of the first part under sections 128 through 140 of Chapter 110 of the North Carolina General Statutes and United States Public Law 93 -647. 3. Said party of the second part agrees to maintain such records as are required by the party of the first part and to make financial, statistical, and program progress reports as is required. 4. For his services under this agreement, the party of the first part agrees to pay the party of the second part Forty Dollars ($40.00) per hour for each hour spent by the party of the second part providing legal services under the Child Support Enforcement Program. Such hourl rate shall include all salary, expenses, supplies, office space, heatin and maintenance for office space, telephone service, long distance telephone calls and travel. The party of the second part is not to be reimbursed for any extraordinary expense incident to performing the services included under this agreement; except, that the party of the of s'
