MINUTES OF THE June 6, 1977 MEETING OF THE BOARD OF COMMISSIONERS
REGULAR MEETING
The regular meeting of the Board of Commissioners convened on
Monday, June 6, 1977. Chairman Alphin called the meeting to
order at 9:00 A.M., with the following commissioners present;
Commissioners Stewart, Cotton, Brock. Commissioner Shaw came
in a bit later. H. D. Carson, Jr., Clerk to the Board, was
present.
BAYER Dr. Anne Moore from Buies Creek, Campbell College, led the
morning prayer.

COUNCIL ON THE STATUS
OF WOMEN
Action
Kenneth Autry came to the Board meeting representing the De-
partment of Transportation. A lengthy discussion was held,
after which the Board presented three road petitions for an
investigational report and a recommendation by the District
Office in Fayetteville. Three persons from the Holly Springs
area were present to discuss SR1271.
Dr. Anne Moore, as directed at an earlier meeting, came back
to the Board in relation to her request that the Board appoint
her to be the Voluntary Chairman of the Council on the Status
of Women for Harnett County, and to assist in the selection
of the board members.
Commissioner Cotton moved that Dr. Moore's request be hon-
ored, that she be appointed for a 12 months period of time
as Chairman of the Council on the Status of Women for Harnett
County, and that she be allowed to select the members of the
council, minimum of 6, maximum of 8. Commissioner Brock
seconded the motion and the issue carried.
PROPOSED AIRPORT FORM
5100 -27 The Board was presented with SO Form 5100 -27 (8 -75) RELOCAT-
ION AND REAL PROPERTY ACQUISITION ASSURANCES IMPLEMENTING THE
UNIFORM RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITION
POLICIES ACT OF 1970, for execution, relating to the proposed
Harnett County Airport. Commissioner Brock moved that the
Board authorize the execution of the document, inasmuch as it
would give assurance that if persons had to be moved in
connection with the constructing the proposed airport, the
county would assist in relocating these persons, Commissioner
Cotton seconded the motion and the issue carried.
APPOINTMENT TO JURY COMMISSION
Commissioner Stewart moved that Mack Reid Hudson be reappoint-
ed to serve on the Jury Commission for a two -year period,
along with other appointees from other sources - Fulton Pattersc
and Graham Henry. Commissioner Brock seconded and the issue
passed.
TAX SUPERVISOR APPOINTMENT
Commissioner Brock moved to appoint Tom Allen as Tax Super-
visor for a two year term, 7 -1 -77 through 6- 30 -79, Comm-
issioner Cotton seconded and the issue passed.
Tax Collector APPOINTMENT
Commissioner Cotton moved to appoint Earl Jones to serve as
Tax Collector, to serve at the pleasure of the Board, Comm-
issioner Shaw seconded and the issue passed.
CARSON GREGORY Carson Gregory came to the Board meeting to discuss legis-
lative matters.
SHELTERED WORKSHOP
VEHICLE PROGRAM
Action
REPORT OF TAX COLLECTOR
It was brought to the attention of the Board of Commissioners
that the Harnett County Sheltered Workshop was in the process
of acquiring vehicles to transport their clients and personne
and that it was necessary that the County underwrite the
project, and agree to put up $2,000. to guarantee payment
for the vehicles. Commissioner Brock explained that due to
the nature of the expenditure, it would probably not be nec-
essary to expend the funds, but it was necessary that they be
available and appropriated for this expenditure.
Commissioner Brock moved that the County assure the Harnett
County Sheltered Workshop of the availability of $2,000. that
would underwrite the project of acquiring vehicles, Comm-
issioner Cotton seconded and the issue passed.
Earl Jones, Tax Collector gave the report of his department
and plans for the coming month. A discussion was held

held regarding the delinquent taxes that are to be charged
off in this fiscal year period.
REPORT OF TAX SUPERVISOR
Tom Allen, Tax Supervisor presented the following request
for refunds:

PAY PLAN AMENDMENT
Sick Leave Acc.
1. William & Lettye B. O'Quinn, elderly exemption for 1976
taxes, $49.09. Commissioner Cotton moved the refund be
granted on the recommendation of the Tax Supervisor, Comm-
issioner Stewart seconded and the issue carried.
2. Gertie Mae Blount Gregory - refund on Erwin Fire Dist.
for 1974 -75, $14.02. Commissioner Cotton moved the refund
be granted on the recommendation of the Tax Supervisor,
Commissioner Brock seconded and the issue carried.
3. Daisy Toon Jacobs, Averasboro Township, property double
listed, request for refund for 1974, 75, 76 in the amount
of $73.20. Commissioner Cotton moved the refund be granted
on the recommendation of the Tax Supervisor, Commissioner
Brock seconded and the issue carried.
4. Bobby H. & Agnes Austin, on three bulk barns not in the
fire district, 1974-75-76. Commissioner Cotton moved the re
fund be granted on the recommendation of the Tax Supervisor,
Commissioner. Stewart seconded and the issue passed.
M. H. Brock presented the report of the Manager:
The General Fund report of expenditures was filed with the
Board of Commissioners.
The Board was informed that the Subdivision Ordinance was
filed for recording in the Office of Register of Deeds on
Juice 1, 1977, and that the ordinance was placed in the
Harnett County Ordinance Register, same effective date.
A public hearing for the 1977 -78 budget was set for June
15, 1977, at 11:00 a.m., in the Commissioners Room. Officia
notification was put in the newspapers.
The draft study of the mobile home ordinance was filed
with the Commissioners.
The landfill report was made, mentioning the new Bunnlevel
mini -site and the new Dunn landfill area.
Commissioner Brock presented a resolution to amend the Count
Pay Plan, hereafter recorded, and moved for its adoption.
Commissioner Shaw seconded and the issue passed.
AMENDMENT TO THE HARNETT 'COUNTY PAY PLAN
BE IT RESOLVED by the Harnett County Board of Commissioners,
that the County Pay Plan be amended as follows:
1. Sick Leave.
a. That each fulltime county employee shall earn one
), day per month sick leave - 12 days each calendar year.
b. That sick leave is cumulative, that maximum accumu-
lation shall have no limit.
2. Unused sick leave may be transferred from one agency to
another if the agency to which the transfer is being made
will accept the leave; this includes transfer between State
and local agencies.

3. That this amendment shall be effective as of July 1,
1977. -
HARNETT COUNTY BOARD OF ELECTIONS -
POLICY RE: WAGES Commissioner Brock filed the following resolution to es-
tablsih a policy relating to the Harnett County Board of
Elections. Commissioner Cotton seconded the motion and the
issue passed. The resolution follows:

RESOLUTION TO ESTABLISH A
POLICY RELATING TO HARNETT COUNTY BOARD OF ELECTIONS
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSDNERS THAT:
WHEREAS, the County Board of Elections has a fulltime executive
Secretary, the compensation of the Chairman of the Board of
Elections and the Board Members thereof shall be as follows:
I. That the Chairman be paid $30. per diem, and that he be
allowed up to five days for each election and one day for each
month or twelve per year.
II. That each Board Member be paid $25. per diem, or $5. per
hour. Five hours shall constitute one day, and no member shall
receive more than 25. per day. Each member shall be allowed up
to five days for each election. The Chairman may call a special
meeting of the Board of Elections when necessary.
III. TRAVEL ALLOWANCE AND OTHER EXPENSES: That travel allowance
and other expenses for the Chairman, Board Members and Executive
Secretary shall be in keeping with the existing county policy on
Travel, Meals and Lodging.
IV. REPEALER. That all resolutions, policies and ordinances
whether implied or explicit, in conflict with the provisions of
this policy are hereby repealed.
V. Any change from the provisions of this policy as relating to
days allowed The Chairman and Board Members, and any action necess-
ary to the due execution of the duties of the Board of Elections'
Office shall be authorized only by the County Manager or some
other designee appointed by the Board of Commissioners.

LILLINGTON AREA RESCUE
UNIT - Frank Lewis
Frank Lewis, Mayor Lillington came to the Board meeting to discuss
the Lillington area rescue unit. It was determined that the Lilling-
ton Town Board and the Public Health and Safety Commission would
need to have a joint meeting to make some decisions.
