MINUTES OF THE MID MONTH MEETING OF THE BOARD OF COMMISSIONERS HELD ON MAY 16, 1977.
REGULAR MEETING
The Harnett County Board of Commissioners met on Monday, May 16,
1977, in the County Office Building, Lillington. Chairman Alphir
called the meeting to order at 7:30 P.M., with Commissioners
Shaw, Cotton, Brock and Stewart present. The Clerk to the Board
was present.
BAYER Former Commissioner Bob Etheridge, led the evening prayer.
R. ANNE MOORE- COUNCIL
N STATUS OF WOMEN Dr. Anne Moore, Coats citizen, appeared before the Board in re-
gard to the Council of the Status of Women in Harnett County.
She informed the Commissioners of the purpose of her discussion,
that of a request that she be appointed as Voluntary Chairman
of the Council of the Status of Women for the County, a council
that would report to the Board, and that would address itself
mianly to the collecting and gathering of data that would be
both beneficial and informative to the women of the county. She
also asked the commissioners to appoint other members to this
council who could adequately represent all stata of women in the
county. Miss May Marshbanks was present and spoke in support
of this request, saying that it would be helpful to women in the
locating and securing the services that are available.

The Board accepted the request for consideration, and asked that
she submit names of those who could be considered for appointment
to the Council.
ROCLAMATION- SENIOR CITIZENS
EEK -May Marshbanks May Marshbanks, Senior Citizens Counil Coordinator, spoke to the
Commissioners about the week of May 22 through 28 being pro-
claimed as Senior Citizens Week. She presented the following
resolution which was adopted by a motion made by Commissioner
Cotton, a second by Commissioner Shaw and passed upon being
brought to vote.
HARNETT COUNTY
NORTH CAROLINA
WHEREAS, the month of May has been designated by the State and
Nation as a special time for focusing attention on the importance
of our Senior Citizens and their needs; and
WHEREAS, approximately 7100 citizens of Harnett County are
sixty years of age or older; and
WHEREAS, the Harnett County Board of Commissioners wishes to
recognize the older citizens and express appreciation to them
for the great contribution they have made to our county;
THEREFORE, we proclaim the week of May 22 - 28, 1977 as
SENIOR CITIZENS' WEEK AND commend this observance to our citizens
done this the 16th day of May, 1977.
OUNTY BEAUTIFICATION
angum - Blanding Mrs. Mangum, Harnett County Beautification Coordinator, and Lin-
coln Blanding from the Extension Department appeared before the
Commissioners to discuss county -wide beautification. Their re-
quest was that a commission be created by the Commissioners and
an appropriation of $5,000. be made to implement the beautificati
program. Chairman Alphin asid that the request would be taken
under consideration, and the appropriation would be placed with
other budget requests for special consideration.
OY SPAINHOUR -201
OUNTY PROGRAM
Roy Spainhour, Egnineer from Moore, Gardner & Associates, intro-
duced Max Frazier, the engineer in charge of the County's 201
Program. Mr. Frazier presented charts indicating the progress
being made, and the steps still to be achieved in the completing
of the 201 Facilities Program. The Commissioners discussed the
matter with Mr. Frazier and Mr. Spainhour.
AZARDOUS INTERSECTION
ILLINGTON -Bob Etheridge
Bob Etheridge, President of the Lillington Chamber of Commerce,
came before the Commissioners to petition the Commissioners to
request prompt action from the Department of Transportation in
implementing a thorough study of the hazards involved at the
intersection of Highway 421 and Hillside Drive in Lillington,
and furthermore that the Department of Transportation be asked
to install caution lights to alleviate somewhat the dangers
meantime.

Action
Commissioner Cotton moved that the Board request a study be
made of this intersection as to installation of caution light
and other measures to reduce the hazardous risks.
The motion passed.
REQUEST MADE OF DURHAM &
SOUTHERN RR FOR CROSSING
MEASURES The Chairman presented the Board with a copy of the request
made of the Durham and Southern Raidroad for a crossing con -
sidered to be hazardous. The rating of this crossing was
12.5 and the rating that could command a crossing with flash-
ing lights and other items would be 165.
AUXILIARY POLICE FORCE
B. E. Sturgill
Action
B. E. Sturgill, Chief Deputy, Sheriff's Department, came
before the Board to request the creation, establishment and
funding of an Auxiliary Police Force to consist of 10 men
who could adequately receive the special training and could
qualify to become an auxiliary member of the Sheriff's De-
partment with limited responsibilities. A rough estimate
of funding needed was $6,000. to clothe the men and provide
them with the equipment they would need. Sturgill suggested
that the Commissioners submit names of persons from over the
county who were interested so that the participation could
be county -wide.
Commissioner Brock made a motion that the Board consider
this expenditure during the budget preparation, and that B.
E. Sturgill be authorized to proceed with the steps to
organize an auxiliary force for Harnett County. Commissioner
Cotton seconded the motion and the issue passed when put to
vote.
JAWS OF LIFE
HURST POWER TOOL Johnny McLamb, Dan Gardner and Mr. Poole, representatives
from Dunn, Coats and Angier rescue areas requested the Board
to appropriate funds for the purchase of 3 units called the
Jaws of Life, or the Hurst Power Tool (this tool opens
wrecked vehicles to extract bodies and people quicklfa_ for
use in Dunn, Erwin and Angier- Coats. They indicated that
they had the equipment trucks to haul the units. Chairman
Alphin expressed appreciation to the men for their interest
and concern, and advised them that the matter would be taken
careful consideration at budget time.
LEAA FRANTS, Attachments
F Commissioner Brock presented Attachments F, relating to LEAA
Grants,Police School Liaison Officers Project -Phase III,
Harnett County Recruitment Project, and Internal Records,
each indicating that the county would adequately administer
the projects during the coming fiscal year period. Comm-
issioner Brock moved the Resolutions for Attachment F.
be adopted, Commissioner Cotton seconded and the issue
passed unanimously.

LANDFILL SITES
ADJOURNED
The General Fund Expenditures report was filed with the
Commissioners.
The progress of the landfill sites was given to the Board.
The meeting adjourned at 9:10 P.M.
