MINUTES OF THE MAY 2, 1977, MEETING OF THE HARNETT COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING.
Present
The Harnett County Board of Commissioners met in regular session on Monday,
May 2, 1977, in the Commissioners Room, County Office Building, Lillington
North Carolina.
In the absence of the Chairman, Vice - Chairman Lloyd G. Stewart called the
meeting to order at 9:20 A.M., with Commissioners Bill Shaw, M. H. Brock
and W. J. Cotton, Jr. present. Edward H. McCormick, County Attorney and
Clerk, H. D. Carson, Jr. were present.
Prayer Commissioner Shaw led the morning prayer.

JUVENILE TASK FORCE
Carson Gregory, Representative was present at the meeting to discuss legis-
lative matters with the Commissioners.
Don Dupree, District Engineer, Department of Transportation, came to the
meeting for a discussion with the Board as to road needs and situations.
Donald Buie, Harnett County Continuing Education Coordinator for Central
Carolina Technical Institute, appeared before the Board to discuss FY
Budget needs for 1977 -78. Vice Chairman Stewart accepted the budget
materials for the Board, and assured him that the request would be taken
under consideration during budget preparation time. Dr. J. F. Hockaday,
President of the Institutaion and Dr. Don Cameron, Administrator, were
present with Mr. Buie.
Dr. Millard Brown, Chairman of the Harnett County Task Force for Juveniles
came to the Board to discuss House Bill #370, "Minors" Health Services ".
The Board entered into discussion with Dr. Brown and Robert Gray. No action
was necessary, at this time.
RESOLUTION: MAY MARSHBANKS The following resolution was presented and read, relating to May Marshbanks
and adopted by a motion by Commissioner Brock, a second by Commissioner
Cotton and a unanimous vote.
Response
WHEREAS, May Marshbanks is a native of Harnett County, born in
Buies Creek, educated in the public schools of the County, attended
Buies Creek Adademy, Campbell College, Meredith College and University
of North Carolina, at Chapel Hill, and
WHEREAS, her contribution to the educational forces of the State
and County have ranged -from Classroom Teacher through Counselor and
Principal, and
WHEREAS, after her formal retirement, she came to live in Buies
Creek, herehomeplace, and was drafted into a position of Coordinator for
the Harnett County Senior Citizens Council, a position she still commands,
and
WHEREAS, the service she so ably renders to Harnett County affects
the everyday life of the people of the County through its programs, namely
the Retired Senior Volunteer Program, the Nutrition Program, the Weekly
Radio Broadcast Information Program, and other sefvices connected thereto,
and by her efforts in coordinating this service, many able- minded and
able- bodied persons have again become productive in community life, and
WHEREAS, the News F, Observes on its "Tarheel of the Week'ipage, des-
cribed in detail her outstanding contributions to society, education,
culture, community life, family life, and other areas too numerous to
mention, in an effort to adequately and properly ascribe to her an
appreciation for her many achievements and contributions to all people;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of
Commissioners:
1 -That the minutes of the County bear record of the expressions
of appreciation and high regard being hereby offered to May
Marshbanks on behalf of the Board of Commissioners and the citizens
of the County, who number among the beneficiaries of her efforts,
2 -That she be given an executed copy of this Resolution.
3 -That a copy of this resolution be made available to the News
media of the County, so that all who read and hear may know
of her works.
Done this 2nd day of May, 1977.
Miss Marshbanks responded to the presentation be expressing her gratitude
to the Board for their support of the programs related to meeting the
needs of the Senior Citizens, and said that most times, those really res-
ponsible for the accomplishment of goals did not get the recognition, and th
because of the assistance and support of others, she was able to receive
this recognition.

PATERNITY
James Goff, ';tension Chairman, spoke to the Beard regarding the employing
of Danny Cooke to fill the unexpired term of the 4 -H Leader for the County.
Commissioner Brock moved that Danny Cooke be named to fill the unexpired
term of employment relating to 4 -H leader. Commissioner Shaw seconded
and the issue passed unanimously.
Robert Coats, Director of Title IV -D Paternity Program under the Department
of Social Services, presented a report of his activities for the period
of January and February, 1977.
TAX COLLECTOR W. Earl Jones, Tax Collector, presented the report for the Tax Collector's
Department.
TAX SUPERVISOR
Thomas Allen, Tax Supervisor, requested ..refund for Mr. W. M. O'Quinn,
based on the Elderly Person stipulation. Commissioner Brock moved that
Mr. O'Quinn be given this tax refund if he qualified, Commissioner Shaw
seconded and the issue carried.
RELEASE OF PENALTY A second request was filed with the Board regarding release of penalty
for late listing ror Sherrill Williams, DBA House Autry, Inc., Lillington.
Action
Refund - Bennie Mabry
TAX ATTORNEY
Commissioner Brock moved that the penalty for late listing be releaed
based on the content of the request, Commissioner Shaw seconded the motion
and the issue carried.
A refund was requested for Bennie R. Mabry because of double listing of
personal property in the amount of $45.50. Commissbner Cotton moved that
the refund be made based on the recommendation of the Tax Supervisor,
Commissioner Brock seconded and the issue carried.

BLACK RIVER DRAINAGE PROJECT
The County Attorney then commented briefly on the program of the Black River
Drainage Project, in that it was in the final stages of completion, and
that the county would be able at some future time to gegain the outlay
of funds appropriated in 1969 for this project.
APPOINTMENT TO PLANNING BOARD
Farrar Thomas Farrar, Route 3, Lillington, NC was nominated to serve on the Har-
nett County Planning Board, and by motion and second of the members, the
nomination for the appointment was made official. The Vice Chairman re-
quested that the action be conveyed to Mr. Farrar and to the Planning
Board.
EXECUTION OF DOCUMENTS RE:
CD GRANT Commissioner Brock presented documents having to do with the Community
Development Grant and street paving project in the Lillington - Shawtown
area. Commissioner Brock moved that the Chairman and the Clerk be and
they are hereby authorized to execute the document, Commissioner Cotton
seconded the motion and the matter was passed.
BUDGET RESOLUTION The following budget resolution was presented by the County Auditor:
WHEREAS, it appears that the several budgets of the General Fund
of Harnett County will be over - expended during the budger

year of 1976 -77, and
WHEREAS, it will be necessary to overspend those budgets in
the due process of operation of the several departments:
THEREFORE, BE IT ORDERED BY THE Board of County Commissioners
that the County Auditor is hereby authorized to pay any and all
necessary expenses of the several departments in the
operation of their office.
This the 2nd day of May, 1977.
Action Commissioner Brock moved for adoption of the foregoing resolution, Comm-
issioner Cotton seconded and the motion passed unanimousl.
REPORT OF THE PUBLIC HEALTH
AND SAFETY COMMITTEE Concerning the report filed by the Harnett County :ublic Health and
Safety Committee, Commissioner Shaw suggested that the County Manager
recieve proposals from the service agencies of the county to provide
the services necessary. The Board agreed mutually.
BUDGET PROGRESS
Manager M. H. Brock reported on the progress of the budget.
LANDFILLL OPERATION
PROGRESS Commissioner Shaw reported on the progress of the landfill operation.
ADJOURNED The meeting adjourned at 11:45 A.M.
