MINUTES OF THE BOARD MEETING HELD ON MONDAY, APRIL 18, 1977.
REGULAR MEETING
The Harnett County Board of Commissioners met on Monday, April
18, 1977, at 7:30 P.M. Chairman Jesse Alphin called the meet-
ing to order and the following Commissioners were present; Bill
Shaw, W. J. Cotton, Jr., M. H. Brock and Lloyd G. Stewart. Also
present was the County Attorney and the Clerk to the Board.
PRAYER Commissioner Stewart led the evening prayer.
WELCOME Chairman Alphin welcomed the visitors and especially Virginia
and Karen Shaw and Pam West.
MRS. CREWS, DIRECTOR
OF SOC. SERVICES
Mrs. Helen R. Crews, Director of Social Services, came to the
Board meeting to request two additional positions for her de-
partment, Social Workers who would be connected with combating
abuse and neglect in the county. As a result of her present-
ation, Commissioner Cotton moved that the Board take the matter
under advisement, look into the matter more deeply and make
a determination that would be reflected in the FY budget for
1977 -78. Commissioner Shaw seconded the motion and the issue
passed.
POLICE LIAISON OFFICERS
LEAA The Police Liaison Officers, a LEAA Program in the County, op-
erating between the police and law enforcement and the Board
of Education, filed an extensive and informative report with
the Board of Commissioners.
Chairman Alphin expressed appreciation for the Board to the
Police Liaison Officers, Fred Freeman, Walter Weeks, and Robert
Gray, for the effective administering of the program and its
objectives.
HARNETT REGIONAL THEATRE, INC.
Yvonne Stewart Mrs. Yvonne Stewart spoke before the Board on behalf of the
Harnett Regional Theatre, Inc. She stated the objectives and
goals for the theatre enterprise and requested support from
the Board for the purchase of permanent fixtures, necessary to
the performances planned. Commissioner Cotton moved that the
request be taken under - consideration, with the stipulation that
Mrs. Stewart be notified of the Board's decision as soon as
possible. Commissioner Brock seconded this motion, and the
issue carried.
George Hicks, Business Manager for the Theatre, spoke also in
its behalf and explained some of the technical points for the
Board as relating to the business and financial aspect of the
enterprise.
PETITION FOR FORM RESCUE
DISTRICT
Brank Lewis Spokesman Frank Lewis, Lillington Town Mayor, accompanied by some of his
Town Board members,came to the Board meeting a nd presented
petitions from the county townships of Lillington, Stewart's
Creek, Upper Little River, Neill's Creek and Hector's Creek.
The petition statement is as follows, and according to Mayor
Lewis has been physically signed by some 900 registered voters:
NORTH CAROLINA
HARNETT COUNTY
The undersigned hereby petition the Harnett County Board
of Commissioners to establish a special ambulance and rescue
district composed of Lillington Township, Stewart's Creek Town-
ship, Upper Little River Township, Neill's Creek Township and
Hector's Creek Township in accordance with Article 16 of Chap-
ter 153 -A of the General Statutes of North Carolina and to pro -
vice for the support of such rescue and ambulance service by
a special tax."
Discussion A general discussion was held, after which the following res-
olution was introduced:
THAT, WHEREAS, Mayor Frank Lewis of the Town of Lillington,
spokesman for about 900 citizens from five townships in Harnett
County, filed the following signed petition with the Board:
"The undersigned hereby petition the Harnett County Board
of Commissioners to establish a special ambulance and
rescue district composed of Lillington Township, Stewart's
Creek Township, Upper Little River Township, Neill's
Creek Township and Hector's Creek Township in accordance
with Article 16 of Chapter 153 -A of the General Statutes
of North Carolina and to provide for the support

WHEREAS, it appears to the Board of County Commissioner
that Tom Lanier, Assistant Civil Defense Director, is a
proper and qualified person to conduct a study and prepare
the necessary report; and
WHEREAS, notice to all taxpayers in the proposed dis-
trict must be given thirty (30) days prbr to any public
hearing;
NOW THEREFORE, it is resolved by the Board of County
Commissioners of Harnett County:
1. That Tom Lanier be and he is hereby authorized to
conduct a study of the need for a service district
for ambulance and rescue service in the territory of
Harnett County known as Middle Harnett Ambulance
and Rescue District and prepare a report as required
by Chapter 153 -A, Article 16, of the
General Statutes of North Carolina; that he determine
whether or not the Town of Lillington elects to be
included in the District.
2. That Tax Supervisor, Thomas Allen, is hereby
requested to determine the most practicable and
feasible manner giving notice to all taxpayers in
Lillington Township, Stewart's Creek Township,
Upper Little River Township, Neill's Creek Town-
ship and Hector's Creek Township and make necessary
arrangements for giving such notice.
Commissioner Cotton moved for the adoption of the foregoing
resolution, Commissioner Stewart seconded the motion
and the resolution was passed.
Lynn Ragan appeared before the Board to discuss deferred
income system that is available to all county and city/
town public employees. It is a method tax shelter, or n
an aid to retirement, with no taxes due on the funds
until the funds are actually drawn. The Chairman accepted
the materials presented and assured him that the Board
would consider the materials.
Robert Barefoot, Director of Parks and Recreation, pre-
sented the Board with a plaque in appreciation for their
support in the Special Olympics held in March of 1977.
The Chairman accepted the certificate for the Board.
GF REPORT The Manager presented the General Fund Report for the
Board.
ANTI RECESSION FUNDS
APPROPRIATED
CONTRIBUTION TO HARNETT
REGIONAL THEATRE, IC.
Commissioner Brock reported that anti - recession funds
had been received in the county in the amount of $18,888.
and must be appropriated to acceptable use within 60
days. He moved that this $18,888. be appropriated to the
Landfill budget for expenses incurred with construction
of new sites. Commissioner Cotton seconded the motion
and the matter passed.
Commissioner Cotton moved that $300. be contributed to
the Harnett Regional Theatre, Inc., as requested earlier
by Yvonne Stewart, and that these funds be taken from
the Contingency Fund. Commissioner Brock seconded the
motion and it carried.
