HomeMy WebLinkAbout123019767\ MINUTES OF A SPECIAL SESSION OF THE BOARD OF COMMISSIONERS DECEMBER 30, 1976 SPECIAL SESSION PRAYER WELCOME COMMISSIONER COTTON COMMISSIONER SHAW COMMISSIONER BROCK COMMISSIONER COTTON COMMISSIONER STEWART A special session of the Harnett County Board of Commission- ers was called for Thursday, December 30, 1976. The Chair- man called the meeting of order at 2:00 P.M., with all Commissioners present - Brock, Cotton, Shaw & Stewart. Commissioner Shaw led in prayer. The Chairman welcomed the Library Board, Mrs. W. A. Johnson, Mrs. Mack R. Hudson, Mrs. Bruce Raym and a special welcome to Mr. A. J. White of Lillington. Mrs. Johnson, Chairman of the Library Board recognized Mr. A. J. White. Mr. White presented the deed to a tract of land donated to be used for or in conn- ection with a county library. He stated that he thought funds will be made available in this administration for consUnction and other projects that will build the economy and benefit the people. He also stated that he would give a $5,000. cash contribution towards the plans for the construction of the library building. expressed appreciation to Mr. White for both the land and the contribution. said the location, in his estimation, was ideal as it would provide ample parking. expressed appreciation for the contribution of cash and the land. challenged the Library Board to endeavor to triple the funds by allowing others the opportunity to contribute to such a worthy cause. indicated that he had heard good remarks about the transaction and that he was appreciative of the gesture towards the bene- fit for the people of the county. MRS. W.A. JOHNSON spoke in appreciation of the gesture made by Mr. White saying there was definitely a need for extended library services. It was determined by general consent of the Board that Mrs. Randall proceed to make contact with person or persons to get the amount of the fees for a drawing for an adequate building with no monetary commitment, and bring this information to the Board of Commissioners. Acceptance Commissioner Brock moved that the record indicate that the Harnett County Board of Commissioners and the Harnett County Library Board accept the deed from Mr. A. J. White and Wife Reba D. White. Commissioner Cotton seconded the motion and the issue passed. RESOLUTION: Paul Johnson Jr. and Wife The following resolution pertaining to the amending of a lease agreement to Paul Johnson, Jr., and wife, Jeanette Daniels Johnson, was presented for the pleasure of the Board. The resolution follows: WHEREAS, it is to the best interest of Harnett County and is also advantageous to Paul Johnson, Jr. and wife, Jean- ette Daniels Johnson that the time for the balance of the pay- ment due under the Lease Agreement entered into on April 14, 1976, be extended to provide for five (5), Ten Thousand Dollar ($10,000.00) payments, said payments being due on January 10, 1977, and January 10 of the next succeeding four (4) years rather than Twenty -Five Thousand Dollars ($25,000.00) on Jan- uary 10, 1977, and Twenty -Five Thousand ($25,000.00) on Jan- uary 10, 1978, as originally provided. IT IS NOW, THEREFORE, approved that modification in said Lease Agreement be made and the County Manager and the Clerk are hereby authorized to execute a modification agreement on behalf of the County extending such payments. This 30th day of December, 1976. ACTION Commissioner Brock moved the resolution be adopted, Commiss- ioner Cotton seconded and the issue carried. RESOLUTION: SR 1863 The following resolution relating to SR 1863, Duke Township, was presented for the action of the Board: BE IT HEREBY RESOLVED BY THE HARNETT COUNTY BOARD OF COMM- ISSIONERS, at a meeting held on December 30, 1976, that: 1. SR 1863, located in Duke Township, Harnett County, which was previously abandoned from the State maintenance be added to the North Carolina Secondary Road Maintenance Sys- tem, and 7 ACTION COMMUNITY DEVELOPMENT PRE APPLICATION 2. Funds in the amount of $7,622.91, which represents the bal ante of Harnett County's Secondary Road Funds, be used for the improvements and paving of SR 1863. Enacted this the 30th day of December, 1976. Commissioner Brock moved the resolution be adopted, Comm- issioner Cotton seconded and it passed. The Community Development Pre Application review came before the Board. Susan Cheek, Jim Daugherty from the Fayetteville Office of NER was present, and Sam Sally, Community Developmen Grant Coordinator was also present. After a general . discussio as to amounts, priorities, needs and considerations, Comm- issioner Cotton moved thatthe Manager, Tony Tucker, Susan Cheek and the Coordinator review the applications,and cut the requests as is necessary to comply with the rules controlling the application submission. Commissioner Brock seconded and the motion passed. ADJOURNED The meeting adjourned at 3:00 P.M.
