MINUTES OF SPECIAL SESSION HELD ON MONDAY, NOVEMBER 22, 1976.
SPECIAL SESSION
A special session of the Harnett County Board of Commissioners
was called for Monday, November 22, 1976. Chairman Bob Ether-
idge, called the meeting to order at 8:00 P.M., with Commiss-
ioners Brock, Stewart, Alphin and Cotton present. Also, the
Clerk and the Attorney were present.
PRAYER Edward H. McCormick led the evening prayer.
LIBRARIAN
OFFICE SPACE FOR
SHERIFF'S OFFICE
Mrs. Margaret Randall, Librarian, came before the Board to
discuss space needs. After a general discussion between the
Board and Mrs. Randall, Commissioner Cotton moved that the
Library Board be given authority to begin to look for an
acceptable site so that a proposal can be drawn for present-
ation to the Board of Commissioners prior to the coming bud-
get preparation time, Commissioner Alphin seconded and the
motion passed.
B. E. Sturgill and the County Manager presented the Board
with plans for the erection of a structure to serve as office
space for the Sheriff's Department. This structure is to be
two - story, 38 x 30, for an approximate $12.50 per square foot
construction cost. The Board requested that a more detailed
and definite proposal be prepared for presentation and study
for the December 6, 1976 meeting of the Board.
INTENT TO PARTICIPATE IN
DETENTION FACILITY A resolution was presented for consideration of the Board
relative to the intent of the County to participate in a re-
gional detention facility. Commissioner Cotton moved for the
adoption of the resolution, Commissioner Alphin seconded and
the resolution was adopted, and is recorded as follows:
ENVIRONMENTAL ENERGY
STUDY
RESOLUTION OF INTENT TO PARTICIPATE WITH CUMBERLAND COUNTY IN
THE UTILIZATION OF A REGIONAL DETENTION FACILITY FOR JUVENILES
WHEREAS, G.S. 134A -37 provides that the Department of Human
Resources shall plan with the counties of North Carolina to
provide regional detention facilities; and
WHEREAS, the Board desires to participate with Cumberland
County and the Department of Human Resources in the develop-
ment and utilization of a regional juvenile detention facility
NOW, THEREFORE, be it resolved by the Board of Commissioners
for the County of Harnett as follows:
1. That Harnett County will participate with Cumberland
County and the North Carolina Department of Human Resources in
the planning, development and utilization of a regional de-
tention facility for juveniles to be located in Cumberland
County.
2. That this resolution shall be effective upon its adoption.
Adopted this the 22nd day od November, 1976.
Larry Benner, Vice President and General Manager of Environ-
mental Management Systems, came to the Board to discuss
energy conservation and methods whereby this conservation
could take place. After a general discussion between the
Board and Mr. Benner, the Board requested that he come back to
the Board at the December meeting with a proposal for study
and consideration.
PLANNING BOARD CERTIFICATION
RE SUBDIVISION ORDINANCE
The following certificate was presented preceding the intro-
duction of a study draft of Subdivision Regulations for
Harnett County:
CERTIFICATE
I hereby certify on this date of November 22, 1976, that the
attached is a plan fully adopted by the Harnett County Plannin
Board. Signed: Casey Fowler, Chairman of the Harnett County
Planning Board, Lillington, NC.
After a general discussion relative to the Subdivision Rules
and Regulations, which if adopted, would constitute an ordin-
ance for the County, the Board agreed by a motion made by Com-
missioner Alphin and a second by Commissioner Cotton, that a
public hearing would be called for December 15, 1976, 7:30 P.M

in the County Office Building, and at that time, those wishing to
speak for or against any issue contained in the set of rules)
and regulations would be given opportunity to do so., and th,:t
advertisement for the public hearing would be scheduled in
the newspaper of wide circulation in the county, as by law
required. The vote was unanimous.
Robert Barefoot, Parks and Recreation Director, appeared
before the Board to report on the plans for Central and
Western County Parks, and the status of their funding at
the present time.
ADJOURN The meeting adjourned at 10:00.
