MINUTES OF THE MID -MONTH MEETING HELD ON AUGUST 16, 1976.
MID -MONTH MEETING
The mid -month meeting of the Board of Commissioners was convened
on Monday, August 16, 1976, 7:30 P.M., by the Chairman, Bobby R.
Etheridge. Commissioners Alphin, Cotton, Brock and Stewart were
present, also the clerk, H. D. Carson, Jr.
PRAYER Chairman Etheridge led the evening prayer.
MINUTES READ The minutes were read and approved.
TAX COLLECTOR
APPOINTMENT Commissioner M. H. Brock moved that W. Earl Jones be extended a
one -year appointment as Tax Collector, from July 1, 1976 through
June 30, 1977. Commissioner Cotton seconded the motion and the
issue passed.
OATH OF OFFICE
The following oath was administered by Mrs. Wanda Bethune, Dep-
uty Clerk of Superior Court, the oath being from W. Earl Jones
to the Board of Commissioners:
"I, W. EARL JONES, do solemnly swear that I will support and maintain
the Constitution and laws of the United States, and the Constitution and
laws of North Carolina not inconsistent therewith, and that I will faith-
fully discharge the duties of my Office as Tax Collector of the County
of Harnett, North Carolina, and that I will not allow my actions as tax
collector to be influenced by personal or political friendships or
obligations, so help me, God.

CHARGE TO THE TAX
OLLECTOR The following charge was issued to the Tax Collector, W. Earl
Jones, from the Board of Commissioners, in connection with the coll
ection of current and prior years taxes:
NORTH CAROLINA
HARNETT COUNTY 1976 taxes
TO: W. Earl Jones, Harnett County Tax Collector
You are hereby authorized, empowered and commanded
to collect the taxes set forth in the tax bodks filed in
the office of the Harnett County Tax Supervisor and in
the receipts herewith delivered to you, and in the
amount and from the taxpayers therein set forth, (and
also, all other taxpayers and taxes represented by
official tax receipts for years other than the current
year) and such taxes are hereby declared to be a first
lien en all real property of the respective taxpayers
in Harnett County and this order shall be a full and
sufficient authority to direct, require and enable you
to levy on and sell any real or personal property of
said taxpayers for and on account thereof in accord-
ance with law.

UPDATE ON COMMUNITY
DEVELOPMENT The Chairman furnished the commissioners with an update on the
status of the Community Development grant filed with the
Department of Housing and Urban Development.
UPDATE ON PROPOSED
COUNTY AIRPORT The Manager furnished the commissioners with an update on the
status of the proposed Harnett County Airport Project, stating
that the pre - application is being reviewed by FAA, that the
Airport :Committee is working to secure property and that the
latest funding percentages of the total amount of the grant
request of $1,072,500. is 90% Federal, 5% State and 50 local
money.
REPORT ON METRO
WATER DIST.
The Manager furnished the Commissioners with a report on the
progress of the Metropolitan Water District, saying that the
resolution is being prepared that will enable notes to be sold
so as to fund the preliminary preparatory work on the project.

HARNETT COUNTY RESCUE ASSOCIATION
INC. The Chairman extended words of welcome to the representatives
of the Harnett County Rescue Association, Inc., and accepted
the following documents for study and incorporation into the
minutes:
CONSTITUTION
Article I
The name of the organization shall be the Harnett County
Rescue Association, Inc. and shall hereinafter be referred to as
the "Association ".
ARTICLE II
The objectives of the Association shall be:
1. To promote the ideas of organized rescue and first aid work
throughout the county of Harnett.
2. To promote and assist the establishment and training of rescue
and first aid organizations.
3. To cooperate to the fullest possible extent with other organiz-
ations whose objectives are accident prevention, safety educa-
tion, rescue, and first aid.
4. To develop and maintain a code of high ethical standards among
rescue and first aid personnel.
5. To promote the general good and welfare of the members of the
Association.
6. To aid in bringing about and maintaining county harmony by
developing a spirit of kinship among the people who are de-
voted to the cause of saving life and aiding the sick and
injured.
7. To keep the County Board of Commissioners advised of the re-
spective needs of the Rescue Squads in the county of Harnett.
8. To bring together in a common association all rescue organiz-
ations and individuals interested in the aforementioned ob-
jectives in the county of Harnett.
ARTICLE III
I. Membership in the Association shall be open to any Rescue
Unit or its membership supporting and sustaining the ob-
jectives set for th in Article II of this Constitution and
conforming to the requirements hereinafter set forth in
the By -Laws.
II. Application for membership in the Association shall be made
in writing on the regular application form provided by the
Association. Approval of all applications shall be as pre-
scribed in the By -Laws.
ARTICLE IV
I. The Officers of the Association shall consist of President,
Vice President, Secretary, Treasurer and Public Relations
Officer.
II. There shall be a Board of Directors, which shall consist of
the President, Vice President, Secretary, Treasurer, and
Public Relations Officer and elec ted members from each squad
in the Association.
III. The Officers shall be elcted as set forth in the By -Laws.
IV. Each squad shall have two votes on election of officers.
ARTICLE V
The Association shall meet once every month to consider business.
Called meetings may be at any time by the President, or any
two officers of the Board of the Association.
ARTICLE VI
Proposed amendments to this Constitution shall be presented
in writing to the Secretary not less than fourteen (14) days
before any regular meeting. The Secretary shall submit a copy

of all proposed amendments to each member of the Association as
soon as possible to be considered at the next meeting. A two -
thirds vote of all members present shall be required for the
adoption of any amendment.

BY -LAWS
ARTICLE 1
Terms of Office
President - The President shall take office immediately after
election. The election of officers shall be held at the first
regular meeting of each year.
Vice President - The Vice President shall take office immediately
after election.
Secretary - The Secretary shall take office immediately after
election.
Treasurer - The Treasurer shall take office immediately after
election.
Public Relations Officer - The Public Relations Officer shall
take office immediately after election.
ARTICLE II
Duties of Officers
I. President - The President shall preside at all meetings of the
Association, Board of Directors, and any other meetings per-
taining to the county Association. He shall appoint all com-
mittees and shall be a member of any said committee.
II. Vice President - In the absence or inability of the President,
he shall perform all of the duties of that office.
III. Secretary - He shall be in charge of all Association corres-
pondence and records.
IV. Treasurer - He shall be in charge of all Association funds
and receipts.
V. Public Relations Officer - He shall be in charge of publicity
and public relations.
VI. Board of Directors - It shall be their duty to bring any
business from their squads before the Associaiton. It also
shall be their duty to take any business from the Association
to their squads to be voted on.
ARTICLE III
Election of Officers
1.1. Election of officers shall be by secret ballot.
II. Election of officers shall take a two- thirds vote of the
members present.
III. Officers must be an active member of any Rescue Squad in
Harnett County.
,IV. There shall be only one elected Association Officer from
one given Rescue Squad.
V. Following the initial :terms of officer: Presidnet, Secretary,
Treasurer - three (3) years; Vice Presidnet and Public Rela-
tions Officer - two (2) years: each term of office shall be
for two (2) years.
ARTICLE IV
Representatives
Each squad shall have two representatives to the Association,
duly elected by their respective squads.

ARTICLE V
MEMBERSHIP
The active membership shall consist of squads in Harnett County
engaged in rescue and first aid movements on a non - profit basis.
Each new application shall be voted on by a two - thirds vote of all
members present.
ARTICLE VI
Each squad will be assessed $1.00 per man per year to pro-
vide operating capital for the Association.
STATEMENT OF INVESTMENTS
The statement of investments of the county was presented for the
information of the commissioners.

MINUTES OF A SPECIAL MEETING OF THE BOARD OF COMMISSIONERS HELD ON TUESDAY, August 31 -7
CALL TO ORDER
The Chairman of the Board, B. R. Etheridge, called a special
season of the Board for Tuesday, August 31, 1976, 5:00 p.m., in
the Commissioners Room, County Office Building. The following
commissioners were present: W. J. Cotton, Jr., Jesse Alphin and
M. H. Brock. The Clerk was also present, and Commissioner Stewart
was absent.
PRAYER Commissioner Brock led the prayer.
PURPOSE OF THE
MEETING

COMM. BROCK
The Chairman informed the group that the purpose of the meeting
was to discuss the Community Development grant. He gave a brief
description of the events over the years that had led to this
stage a; to the projects that would be included in the grant
provision. He reviewed some of the programs that would be
affected by the provisions of this grant.
John Lynch, Planner from the Department of Natural and Economic
Resources, spoke briefly, saying that it is most important to
secure an administrator to get the grant moving toward its goals,
and that salary for such an employee was included in the grant
provisions.
Commissioner Brock spoke about the fact that all areas of the
county would benefit from the grant, and that that was important.
He expressed appreciation to the Department of Natural and
Economic Resources for their efforts to make this a reality.
C. S. FOWLER C. S. Fowler, Planning Board Chairman, said he was proud that we
had received the grant.

ACTION: Commissioner Cotton made a motion to accept the grant from
the Department of Housing and Urban Development in the amount of
$380,000., and that authority be granted to the Chairman and to the
Clerk to execute the document. Commissioner Alphin seconded the mot
and all the commissioners voted yes.
