HomeMy WebLinkAbout1219198898 HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, DECEMBER 19, 1988 JOINT COMPATIBLE LAND USE STUDY RESOLUTION RE: JOINT COMPATIBLE LAND USE STUDY CHANGES TO PERSONNEL ORDIN. APPOINTMENT TO YOUTH PLANNING BOARD REPORTS BUDGET AMEND. The Harnett County Board of Commissioners met in regular session on Monday, December 19, 1988, at the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Mack Reid Hudson, Mayo Smith, and Vice - Chairman Bill Shaw presiding. Chairman Lloyd G. Stewart was absent. Others present were: Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board, and Kay S. Blanchard, Recording Secretary. Vice - Chairman Shaw called the meeting to order at 7 :30 p.m. The minutes from the regular meeting, December 5, 1988, were approved. Mr. Jim Dougherty, Chief Planner, N.C. Department of Natural Resources and Community Development, briefed the Board concerning the Joint Compatible Land Use Study. Carla Stephens, Planning Supervisor, presented a resolution authorizing participation in the Joint Compatible Land Use Study. Commissioner Smith made a motion that the resolution be adopted. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated December 19, 1988, as document No. 1. Commissioner Collins made a motion for approval of the following changes to Harnett County Personnel Ordinance adopted July 18, 1988: Article III. The Pay Plan Section 12. Longevity Pay (2) Payment for longevity. The amount of longevity payment shall be based on employee's annual salary on June 30, and paid annually in a lump sum payment in December of the same year. This payment shall not be made a part of the employee's base salary. Employees are eligible for longevity only if they are a county employee in good standing as of December of each year. Article VI. Leaves of Absence Section 3. Holiday - When Work Required Employees, who work a regular 40 hour per week schedule, that are required to work on a regularly scheduled holiday may be granted time off for the hours worked. Employees who work on rotating shifts that work on a designated County holiday will be provided with twelve (12) hours time off. If an employee who works on rotating shifts and the designated County holiday falls on the employee's regular scheduled day off will be provided with eight (8) hours holiday time. If time off cannot be provided, the Department Head, with the County Manager's approval, may pay an employee for holiday(s) worked. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The changes will be effective December 19, 1988. Commissioner Collins made a motion to approve appointments and terms of members of Harnett Youth Planning Board. Commissioner Smith seconded the motion and it passed with a unanimous vote. List of members and their terms is copied in full at the end of these minutes dated December 19, 1988, as document No. 2. Dallas H. Pope presented a request for funding from Knights of Columbus for their 1988 Operation L.A.M.B. Project. No action was taken. Bobby Wicker, Tax Administrator, reported on activities of the Tax Department. Reports for the month of November were filed with the Board from the Sheriff's Department, Department of Social Services, Health Department, Library, and Veteran's Service. Dallas H. Pope, County Manager, requested a budget amendment for the Tax Department, Code 10- 4500 -004, Professional Services, $15,000. increase, for legal fees for collection of delinquent taxes. Commissioner Hudson made a motion to approve the budget amendment. Commissioner. Collins seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested a budget amendment for the Jail, Code 10- 5120 -016, Maintenance & Repair - Equipment, $1,800. increase; and Code 10 -5120 -035, Laundry & Dry Cleaning, $1,800. decrease. The budget amendment is needed for necessary adjusting and repairs to electronic doors. Commissioner Collins made a motion to approve the budget amendment. Commis- sioner Smith seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested a budget amendment for Inspections, Code 10 -5600 -074, Capital Outlay - Equipment, $18,560. increase, to purchase two 99 BUDGET AMEND. ADJOURNMENT DOCUMENT NO. 1. 1989 Chevrolet half -ton pickup trucks to be used by Inspections Department. Commissioner Hudson made a motion to approve the budget amendment. Commis- sioner Collins seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested a budget amendment for Governing Body, Code 10- 4100 -150, Alternative Classroom, $50,000. increase, for funding allocation to Board of Education for Alternative Classroom Program. Commis- sioner Smith made a motion to approve the budget amendment. Commissioner Collins seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested a budget amendment for Social Services, Code 10- 7700 -074, Capital Outlay - Equipment, $1,291. increase; and Code 10- 7700 -019, Food Stamp Employment Training, $1,291. decrease, for two computer work stations, ten office chairs, and four desks. Commissioner Hudson made a motion to approve the budget amendment. Commissioner Smith seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, briefed the Board on proposed Solid Waste Study. Commissioner Collins, presented a request for funding support from Angier Senior Citizens group. No action was taken. Young, Cler Board RESOLUTION AUTHORIZING PARTICIPATION IN THE JOINT COMPATIBLE LAND USE STUDY WHEREAS, land use, growth management, and economic development issues are of mutual concern and interest to the military and to local government officials in the Fort Bragg /Pope Air Force Base area; and WHEREAS, the Department of Natural Resources and Community Development, in cooperation with the Office of Economic Adjustment in the Department of Defense, is coordinating a Joint Compatible Land Use Study that will: 1. accommodate growth potential of surrounding political jurisdictions while preserving the military mission of Fort Bragg and Pope Air Force Base, 2. identify alternative solutions to land use compatibility problems, 3. examine the impact of aircraft and artillery noise on off - reservation land areas, 4. examine the impact of military activities and policies on land values, major watershed areas, ground transportation, housing, and education facilities, 5. build permanent networks of communication and cooperation between Fort Bragg /Pope Air Force Base and the surrounding political jurisdictions; and WHEREAS, the County of Harnett desires to participate fully in the Joint Compatible Land Use Study; and WHEREAS, the Department of Defense is providing most of the funds needed to undertake the study; and WHEREAS, the County of Harnett wants to contribute its proportionate local share for the study, defined as five (5) cents per capita (July 1986 estimate, office of State Budget and Management), less municipal population for counties; NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners agrees to participate in the Joint Compatible Land Use Study, and BE IT FURTHER RESOLVED that the County of Harnett agrees to pay its proportionate local share for the study, as defined above, in the amount of $2,317.00, when invoiced for this amount by the Department of Natural Resources and Community Development.
