HomeMy WebLinkAbout11211988 (2)85 HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, NOVEMBER 21, 1988 RESOLUTION RE: BLACK CAUCUS CAPITAL AREA PIC REQUEST TO APPOINT LOCAL TASK FORCE The Harnett County Board of Commissioners met in regular session on Monday, November 21, 1988, at the County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were: Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board, and Kay S. Blanchard, Recording Secre- tary. Chairman Stewart called the meeting to order at 7:50 p.m. The minutes from the regular meeting, November 7, 1988, were approved. W. Glenn Johnson, County Attorney, presented a resolution regarding request from Black Caucus group concerning revisions to the method of election of Harnett County Commissioners. Commissioner Shaw made a motion to adopt the resolution. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated November 21, 1988, as document No. 1. Dallas H. Pope, County Manager, presented a request from the Capital Area Private Industry Council to appoint a local task force to develop a plan of action for employment and training programs. Commissioner Hudson made a motion to that a task force be established to develop a plan of action for employment and training programs. Commissioner Shaw seconded the motion and it passed with a unanimous vote. DOLL HOUSE ROAD Mr. Will McAuley presented a petition from residents of SR 1221 requesting that the name of SR 1221 be changed from "Doll House Road" to "Love Grove Road ". Several citizens from the Love Grove Community spoke in support of the petition. The Board tabled the matter. RESOLUTION RE: INCREASE OF PLANNING BD. MEM. TABLED ORD. AMEND. ZONING ORDINANCE REPORTS BUDGET AMEND. ADJOURNMENT Tom Meece, Director, Planning and Development, briefed the Board concerning a proposal for the County to participate in a certified development company, a financing program associated with small business economic development, to be organized by Region "M" Council of Governments. Dallas H. Pope, County Manager, presented a resolution concerning increase of Planning Board members. After a discussion, the Board tabled the resolution until the next regular Board meeting. Dallas H. Pope, County Manager, presented an ordinance amending the Harnett County Zoning Ordinance involving the Board of Adjustments. Commissioner Shaw made a motion to adopt the Ordinance Amendment. Commissioner Collins seconded the motion and it passed with a unanimous vote. The ordinance is copied in full in the Harnett County Ordinance Book. Reports for the month of October from Department of Social Services and the Library were filed with the Board. Dallas H. Pope, County Manager, requested a budget amendment for Data Pro- cessing, Code 10- 4450 -045, Contracted Services, $19,452. decrease; and Code 10- 4450 -074, Capital Outlay- Equipment, $19,452. increase, to correct budgeting of lease payment for computer. Commissioner Collins made a motion to approve the budget amendment. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested the following budget for Public Utilities: Code 30- 4200 -003 Salaries & Wages - Part -time Code 30- 4200 -005 FICA Tax Expense Code 30- 4200 -008 Workmen's Compensation $3,514. 263. 53. Increase Increase Increase Commissioner Hudson made a motion to approve the budget amendment. Commis- sioner Smith seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested a budget amendment for Planning and Development, Code 10- 7200 -073, Capital Outlay -Other Improvements, $2,900. increase; and Code 10- 7200 -074, Capital Outlay- Equipment, $1,000. Increase. The budget amendment is needed for carpet, new furniture, and display case for renovation of old library building. Commissioner Smith made a motion to approve the budget amendment. Commissioner Hudson seconded the motion and it passed with a unanimous vote. There being no further business, the Harnett County Board of Commissioners regular meeting of November 21, 1988, duly adjourned at 9 p.m. Lloy G. R E S O L U T I O N THAT WHEREAS, by letter dated September 19, 1988, the Harnett County Black Caucus requested that the Harnett County Board of Commissioners increase its number of members from five to seven, abolish staggered terms and continue at large elections with limitations by drawing seven true districts to include two black districts with 65% majority black population with no runoff elections, or abolish all five districts and staggered terms and . continue at large elections permitting only two votes per each voter; and WHEREAS, the County of Harnett, through its Board of Commissioners, its County Manager and its County Attorney, has conducted and completed an in depth and thorough review of said request; and. WHEREAS, it has been determined that the present method of electing County Commissioners in Harnett County was lawfully established pursuant to the provisions of G. S. 153A -58 and other applicable provisions of law; and WHEREAS, the method of electing Commissioners in Harnett County is in conformance with North Carolina law and does not violate the Voting Rights Act of 1965; and WHEREAS, the United States Department of Justice, by letter dated November 17, 1987, precleared the method of election of Commissioners for Harnett County; and WHEREAS, it appears that a minority group which is suffi- ciently large and geographically compact to constitute a majority in a single member district cannot be defined; and WHEREAS, the. County of Harnett and its Board of. Commissioners are always willing to receive any proposal, recommendation or suggestion regarding any matter which is relevant to the affairs of said County;. NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners, meeting in open session on November 21, 1988, that no action shall be taken as requested to change the method of election of Commissioners for the County of Harnett, but that the Board of Commissioners of said County may continue to receive such further proposals, recommendations or suggestions as might be forthcoming and shall consider same upon their submission.
