HomeMy WebLinkAbout10261988HARNETT COUNTY BOARD OF COMMISSIONERS SPECIAL MEET ING, "OCTOBER:'26,198B`' The Harnett County Board of Commissioners met in Special Session on October 26, 1988, at the County Office Building, Lillington, North Carolina, with the following members present: Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Commissioners Rudy Collins and Bill Shaw were absent. Others present were: Dallas H. -Pope, County Manager; John M. Phelps, II,' Public Utilities Attorney; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 7:30 p.m. Commissioner Hudson offered the invocation. RESOLUTION John M. Phelps, II, Public Utilities Attorney, presented a resolution awarding AWARDING CONTRACTcontract for engineering services for Bunnlevel- Riverside Wastewater Project. Commissioner. Smith made a motion to award contract after the County Manager and County-Attorney approve same: Commissioner Hudson seconded the motion and it passed With .a unanimous vote. The resolution is copied in full at the 'end of these minutes dated October 26, 1988, as document No. 1. RESOLUTION ACCEPTING GRANT ADJOURNMENT DOCUMENT NO. •John M. Phelps, II, Public Utilities Attorney, presented a resolution accept - ing offer'of a federal grant (E.P.A.) for the Bunnlevel- Riverside Wastewater Project. Commissioner Hudson made a motion to adopt the resolution. Commis - sioner :Smith_ seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated October 26, 1988, as document No. 2. Young, Clerjto thy Board RESOLUTION AWARDING CONTRACT FOR ENGINEERING SERVICES FOR STEP III PHASE OF THE BUNNLEVEL- RIVERSIDE WASTEWATER FACILITIES PROJECT WHEREAS, pursuant to applicable laws, the County of Harnett offered interested parties the opportunity to submit bids for engineering services for the Step III Phase of the Bunnlevel - Riverside Wastewater Facilities Project involving the bidding and award, construction administration and inspection portions of the said project; and WHEREAS, the time for the last submission of such bids was o'clock p.m. October 25, 1988; and WHEREAS, upon the expiration of the above stated time, one bid had been received for such services, the same having been submitted by Ragsdale Consultants, P.A.; and WHEREAS, upon review of said bid the same appears to be in order and legally sufficient; and WHEREAS, the Harnett County Board of Commissioners desires to award the stated contract to Ragsdale Consultants, P.A., subject to final approval by the County Manager and the Utilities Attorney for the County. NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners that: 1. Harnett County, subject to final approval by the County. Manager and County Utilities Attorney hereby awards the Step III Phase Engineering services contract to Ragsdale Consultants, P.A., 2. Upon approval of the County Manager and county Utilities Attorney, the County Manager is authorized to execute the appropriate contract documents for and on behalf of Harnett County. Duly adopted this 26th day of October, 1988 upon motion made by Commissioner Smith , seconded by Commissioner Hudson , and adopted by the following vote: Ayes 5 Noes 0 Abstained 0 Absent 0 Harnett County Board of Commissioners DOCUMENT NO. 2. RESOLUTION ACCEPTING OFFER OF FEDERAL GRANT FOR BUNNLEVEL- RIVERSIDE WASTEWATER FACILITIES PROJECT (Federal Water Pollution Control Act, as amended) WHEREAS, the Harnett County Board of Commissioners, (hereinafter the Board ") at its meeting on July 18, 1988 adopted a resolution entitled "Resolution Regarding Bunnlevel- Riverside Wastewater Facilities Project (Federal Construction Grants, 33 U.S.C. Sections 1251 et seq)" which authorized Harnett County to make application to the appropriate federal agency for a grant to aid in the construction of a sewerage collection system for the Bunnlevel and Riverside Communities of Harnett County, as fully set forth in the Bunnlevel- Riverside Wastewater Facilities Project description in recent amendments to the Dunn - Benson -Erwin 201 Facilities Plan; and WHEREAS, in response to application filed pursuant to the directions of the above referenced resolution, Harnett County has received an offer of a grant from the United States Environmental Protection Agency in the amount of $1,388,338.00, as set forth in a letter from that agency dated October 7, 1988; and WHEREAS, appended to this Resolution as Exhibit "A" is a Grant Agreement (with attachments) provided by the said United States Environmental Protection Agency which sets forth the terms and conditions of the described grant, and which must be entered into by Harnett County to indicate its acceptance of the stated grant; and WHEREAS, it is the understanding of the Board that certain conditions set forth in the said Grant Agreement involving project construction schedules may be revised from time to time as required by circumstances arising in the project plans; and WHEREAS, the Board acknowledges that it intends to meet the various terms and conditions of the said Grant Agreement and further acknowledges that it has made application to the Farmers Home Administration of the United States Department of Agriculture for additional funds to finance the cost of the project, which said funds should be obligated by mid November, 1988; and WHEREAS, the Board now desires to authorize the acceptance of the above described offer of grant from the United States Environmental Protection Agency, and to authorize the execution of the Grant Agreement. NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners that: It authorizes the acceptance of and hereby does accept the offer of grant in the amount of $1,388,338 from the United States Environmental Protection Agency for use in the Bunnlevel- Riverside Wastewater Facilities Project. 2. Rodney M. Tart, the Director of Public Utilities for Harnett County is hereby authorized and directed to execute the Grant Agreement appended hereto as Exhibit "A" for and on behalf of Harnett County.
