CONDITIONAL USE PERMITS AND ZONING CHANGES LARRY BAREFOOT WILLIAM BYRD CAROLINA TELE: ROYCE COLLINS MILTON JONES RUTH JONES The Harnett County Board of Commissioners met in Special Session on October 24, 1988, at the County Office Building, Lillington, North Carolina, with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. The following members of the Harnett County Zoning Ordinance Board of Adjustments were present: H. L. Sorrell, Jr., Blount Whiteside, Dan Andrews, Harold Allen, and Chairman C. P. Tarkington. Others present were: Dallas H. Pope, County Manager; Glenn Johnson, County Attorney; Vanessa W. Young, Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 8 :10 p.m. Rev. C. P. Tarkington offered the invocation. Dallas H. Pope, County Manager, explained that the purpose of this special meeting was to consider conditional use permits and zoning change requests which were addressed at a public hearing held earlier concerning the Harnett County Zoning Ordinance. After reviewing the evidence and determining compliance with the Harnett County Zoning Ordinance, the following decisions were made by the Board of Commissioners: 1. Larry Barefoot, Manufactured Home in RA -30 District, Averasboro Township, SR 1841: Commissioner Smith made a motion that the conditional use permit be approved with two conditions that are to be met within 60 days of application: 1. Manufactured home must be underpinned 2. Manufactured home must have moving apparatus removed. Commissioner Hudson seconded the motion and it passed with a unanimous vote. 2. William Byrd, Manufactured Home in RA -30 District, Grove Township, SR 1006: Commissioner Hudson made a motion that the conditional use permit be approved with three conditions that are to be met within 60 days of application: 1. Commissioner Collins seconded the motion and it passed with a unanimous vote. 3 Carolina Telephone, Public Utility Facility in RA -30 District, Buckhorn Township, SR 1412: Commissioner Collins made a motion that the conditional use permit be approved. Commissioner Smith seconded the motion and it passed with a unanimous vote. 4. Royce Collins, Manufactured Home in RA -30 District, Hector's Creek Town- ship, SR 1403: Commissioner Collins made a motion that the conditional use permit be approved with three conditions that are to be met within days of application: 1. Commissioner Shaw seconded the motion and it passed with a unanimous vote. 5. Milton Jones, Manufactured Home in RA -30 District, Buckhorn Township, SR 1407: Commissioner Collins made a motion that the conditional use permit be approved with three conditions that are to be met within 60 days of application: 1. Manufactured home 2. Manufactured home 3. Manufactured home must have pitched roof must be underpinned must have moving apparatus removed. Commissioner Smith seconded the motion and it passed with a unanimous vote. 6. Ruth Jones, Manufactured Home in RA -30 District, Black River Township, 1539: Commissioner Smith made a motion that the conditional use permit be approved with two conditions that are to be met within 60 days of application: 1. Manufactured home must be underpinned 2. Manufactured home must have moving apparatus removed. BRIAN LISCHIN BENNY OVERBY Commissioner Hudson seconded the motion and it passed with a unanimous vote. 7. Brian Lischin, Manufactured Home in RA -30 District, Hector's Creek Town- ship, SR 1447: Commissioner Collins made a motion that the conditional use permit be approved with three conditions that are to be met within 60 days of application: 1. Manufactured home must have pitched roof 2. Manufactured home must be underpinned 3. Manufactured home must have moving apparatus removed. Commissioner Shaw seconded the motion and it passed with a unanimous vote. 8. Benny Overby, Manufactured Home in RA -30 District, Neill's Creek Town- ship, SR 1436: Commissioner Collins made a motion that the conditional use permit be approved with three conditions that are to be met within 60 days of application: 1. Manufactured home must have pitched roof 2. Manufactured home must be underpinned 3. Manufactured home must have moving apparatus removed. Commissioner Shaw seconded the motion and it passed with a unanimous vote. LORI ANNE PARKS 9. Lori Anne Parks, Manufactured Home in RA -30 District, Buckhorn Township, SR 1409: Commissioner Collins made a motion that the conditional use permit be approved with three conditions that are to be met within 60 days of application: TERRY STONE GRAHAM HOWARD CHARLES BAKER EXTENSION TO AIRPORT LEASE ADJOURNMENT 1. Manufactured Home must have pitched roof 2. Manufactured Home must be underpinned 3. Manufactured Home must have moving apparatus removed Commissioner Smith seconded the motion and it passed with a unanimous vote. 10. Terry Stone, Manufactured Home in RA -30 District, Grove Township, Hwy. 421: Commissioner Hudson made a motion that the conditional use permit be approved with three conditions that are to be met within 60 days of application: 1. Manufactured Home must have pitched roof 2. Manufactured Home must be underpinned 3. Manufactured Home must have moving apparatus removed Commissioner Smith seconded the motion and it passed with a unanimous Vote. ZONING CHANGE REQUESTS 1. Graham Howard, from Commercial /Business to RA -30 Zoning District, Black River Township, SR 1446 - SR 1448: Commissioner Collins made a motion to grant the zoning change request. Commissioner Shaw seconded the motion and it passed with a unanimous vote. 2. Charles Baker, from RA -30 to RA -20 Zoning District, Buckhorn Township, SR 1407: Commissioner Smith made a motion to deny the zoning change request. Commissioner Collins seconded the motion and it passed with a unanimous vote. In other business, Dallas H. Pope, County Manager, requested a thirty -day extension to Lease between Harnett Aviation, Inc. and Harnett County. Commis- sioner Smith made a motion to extend the lease for thirty days. Commissioner Hudson seconded the motion and it passed with a unanimous vote.
