SPECIAL MEETING CONCERNING CONDITIONAL USE APPLICATIONS AND ZONING CHANGE APPLICATIONS, SEPTEMBER 20, 1988
AGNUS BAKER
The Harnett County Board of Commissioners met in Special Session on September
20, 1988, at the County Office Building, Lillington, North Carolina, with the
following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, and
Chairman Lloyd G. Stewart presiding. Commissioner Mayo Smith was absent.
Others present were: Dallas H. Pope, County Manager; Glenn Johnson, County
Attorney; Vanessa W. Young, Clerk to the Board, and Kay S. Blanchard, Re-
cording Secretary.
Chairman Stewart called the meeting to order at 10:10 p.m.
Commissioner Shaw offered the invocation.
Dallas H. Pope, County Manager, explained that the purpose of this special
meeting was to consider conditional use permits which were addressed at a
public hearing held just prior to this special meeting.
After reviewing the evidence and determining compliance with the Harnett
County Zoning Ordinance, the following decisions were made by the Board of
Commissioners:
1. Agnus Baker - Manufactured Home in RA -30 District, Grove Township,
SR 2009: Commissioner Hudson made a motion that the conditional use
permit be approved with three conditions that are to be met within 60
days of exercising the permit:
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured home must have moving apparatus removed.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
GLORIA BAREFOOT 2. Gloria Barefoot - Manufactured Home in RA -30 District, Grove Township,
SR 2011: Commissioner Hudson made a motion that the conditional use
permit be approved with two conditions that are to be met within 60
days of exercising the permit:
JERRY BEASLEY
CLEO BLEDSOE
GRADY CURRIN
1. Manufactured Home must be underpinned
2. Manufactured Home must have moving apparatus removed.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
3. Jerry Beasley - Manufactured Home in RA -30 District, Grove Township,
SR 1552: Commissioner Hudson made a motion that the conditional use
permit be approved with three conditions that are to be met within 60
days of exercising the permit:
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured homes must have moving apparatus removed.
Commissioner Collins seconded the motion and it passed with a unanimous
vote. 4. Cleo Bledsoe - Manufactured Home in RA -30 District, Grove
Township,
SR 1769: Commissioner Hudson made a motion that the conditional use
permit be approved with three conditions that are to be met within 60
days of exercising the permit:
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured homes must have moving apparatus removed.
Commissioner Shaw seconded the motion and it passed with a unanimous
vote.
5. Grady Currin - To place manufactured homes in the Old Stage Point
Subdivision in RA-30 District, Grove Township, SR 1006: Commissioner
Shaw made a motion that the conditional use permit be approved with four
conditions that are to be met within 60 days of exercising the permit:
1. Manufactured homes must be underpinned
2. Manufactured homes must have pitched roof
3. Manufactured homes must have moving apparatus removed
4. The developer shall not be allowed to rent any property in the
subdivision and no person owning more than one parcel in the
subdivision shall be allowed to rent any property in the subdivision
to any other person.
Commissioner Collins seconded the motion and it passed with a unanimous
vote.
D $ M LANDS, INC. 6. D & M Lands, Inc. - To place manufactured homes in the Scott's Creek
Subdivision in RA -30 District, Neill's Creek Township, corner of
DONALD GILES
SR 1403 and SR 1513: Commissioner Collins made a motion to deny a
conditional use permit. Commissioner Hudson seconded the motion and
it passed with a unanimous vote.
7. Donald Giles - Manufactured Home in RA -30 District, Black River Township,
NC 210: Commissioner Collins made a motion that the conditional use
permit be approved with four conditions that are to be met within 60
days of exercising the permit:
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured home must have moving apparatus removed
4. Manufactured home to be located on lot for only five years.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
LOUISE HARDEE 8. Louise Hardee - Manufactured Home in RA -30 District, Averasboro
Township, SR 1705: Commissioner Hudson made a motion that the conditional
use permit be approved with three conditions that are to be met within 60
days of exercising the permit:
JOHNNY MABRY
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured home must have moving apparatus removed.
Commissioner Collins seconded the motion and it passed with a unanimous
vote.
9. Johnny Mabry - Manufactured home in RA -30 District, Black River Township
SR 1538: Commissioner Collins made a motion that the conditional use
permit be approved with three conditions that are to be met within 60
days of exercising the permit:
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured home must have moving apparatus removed.
Commissioner Shaw seconded the motion and it passed with a unanimous
vote.
SBS LIMITED 10. SBS Limited Partnership - To place manufactured homes in Lake Pointe
PARTNERSHIP Subdivision, Hector's Creek Township, SR 1414: Commissioner Shaw
made a motion that the conditional use permit be approved with four
conditions that are to be met within 60 days of exercising the permit:
TOM SECREST
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured home must have moving apparatus removed
4. The developer shall not be allowed to rent any property in the
subdivision and no person owning more than one parcel in the subdivi-
sion shall be allowed to rent any property in the subdivision to
any other person.
Commissioner Collins seconded the motion and it passed with a unanimous
vote.
11. Tom Secrest - To place double -wide manufactured homes in Carolina Estates
Subdivision in RA -30 District, Black River Township, SR 1510:
Commissioner Shaw made a motion that the conditional use permit be
approved with four conditions that are to be met within 60 days of
exercising the permit:
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof -
3. Manufactured home must have moving apparatus removed
4. The developer shall not be allowed to rent any property in the
subdivision and no person owning more than one parcel in the
subdivision shall be allowed to rent any property in the subdivision
to any other person.
Commissioner Collins seconded the motion and it passed with a unanimous
vote.
JERRY STANCIL 12. Jerry Stencil - Manufactured home in RA -30 District, Averasboro Township,
SR 1708: Commissioner Hudson made a motion that the conditional use
permit be approved with three conditions that are to be met within 60
days of exercising the permit:
1. Manufactured home must be underpinned
2. Manufactured home must have pitched roof
3. Manufactured home must have moving apparatus removed.
Commissioner Collins seconded the motion and it passed with a unanimous

vote.
GENE WESTBROOK 13. Gene Westbrook - Trade in RA -30 District, Grove Township, SR 1559:
Commissioner Hudson made a motion to approve the conditional use permit
with no additional conditions or restrictions. Commissioner Collins
seconded the motion and it passed with a unanimous vote.
ADJOURNMENT There being no further business, the special meeting of September 20, 1988,
duly adjourned at 10:30 p.m.
