The Harnett County Board.of`'Commissioners met in regular session on Monday,
September 19, 1988, at the County Office Building, Lillington, North Carolina,
with the following members present: Rudy Collins, Bill Shaw, Mack Reid
Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present
were: Dallas H. Pope, County Manager; Glenn Johnson, County Attorney, Vanessa
W. Young, Clerk to the Board, and Kay S. Blanchard, Recording Secretary.
CALL TO ORDER Chairman Stewart called the meeting to order at 7:20 p.m.
INVOCATION Commissioner Smith offered the invocation.
MINUTES APPROVED The minutes from the regular meeting of September 6, 1988, were approved.
BLACK CAUCUS
REQUEST TO
CHANGE METHOD OF
ELECTION OF
COMMISSIONERS
W. N. Porter, Harnett County Black Caucus, briefed the Board concerning the
method of elections of Harnett County commissioners involving a proposal to
increase the number of Board members from five to seven, to abolish staggered
terms, and to abolish nomination by districts. Donald Morrison presented a
resolution for consideration by the Board for changing the procedure for
election of county commissioners in Harnett County.
The Chairman advised the Black Caucus group that after evaluation, the method
of election of county commissioners in 1987, a request for approval of the
current method of elections was processed to the U.S. Justice Department and
approved. He also advised the group that there are always changes taking
place which may justify another evaluation of the method of elections of
county commissioners for Harnett County and that all items presented by the
Black Caucus group would be addressed based on concerns presented. The time
of response will not be known until items presented are evaluated against
..required rules and procedures.'
REQUEST FROM CIT. Kenneth Cummings, citizen from Mamers area, presented a petition'signed by
IN MAMERS AREA residents from that area requesting that the landfill mini -site be reopened or
FOR MINI -SITE that another be established nearby. Dallas H. Pope, County Manager explained
to Mr. Cummings and other citizens present from the Mamers area, that the
Mamers Mini -site was closed due to danger from the deteriorating wall and also
the lease of the land is expiring. Mr. Pope provided an update on status of
negotiations for a new lease and assured the citizens that a mini -site will be
' established in the area as soon as possible.
Dallas H. Pope, County Manager, presented an ordinance amending Harnett County
Zoning Ordinance. The Board tabled the item.
PROCLAMATION RE: Dan Gardner, Director, Harnett County Emergency Services, presented a procla-

Commissioner Smith made a motion that the County enter into a property auction
contract with Carolina Eastern Auction and Realty to conduct the County
Surplus Sale to be held October 1, 1988. Commissioner Collins seconded the
motion and it passed with a unanimous vote.
Mr. A. B. Cameron presented a petition requesting to change the name of
SR 1221 from Love Grove Church Road to Doll House Road. Commissioner Smith
made a motion to grant the request. Commissioner Shaw seconded the motion and
it passed with a unanimous vote.
Joe Hardee, Engineer, Black & Veatch, Inc., presented a feasibility study on
Southwest Water & Sewer District. Commissioner Smith made a motion to adopt a
resolution authorizing a public hearing concerning creation of Southwest Water
& Sewer District of Harnett County on October 17, 1988, in the County Office
Building, Lillington, North Carolina. Commissioner Shaw seconded the motion
and it passed with a unanimous vote. The resolution is copied in full at the
end of these minutes dated September 19, 1988, as document No. 3.
Commissioner Shaw made a motion to recommend Mr. Marty Blackmon as primary
candidate for the Harnett County ranger position vacancy being created by the
retirement of Mr. Rudy Matthews. Commissioner Collins seconded the motion and
it passed with a unanimous vote.
Commissioner Smith made a motion to adopt a resolution approving a grant
agreement between Harnett County and Federal Aviation Administration con-
cerning the Harnett County Airport Powerline Relocation Project (AIP) Project
No. 3 -37- 008 -03. Commissioner Hudson seconded the motion and it passed with a
unanimous vote._ The resolution:is copied in full at the end of these minutes dated

Commissioner Smith made a motion to approve an agreement between the North
Carolina Department of Natural Resources and Community Development and the
County of Harnett concerning the Land Records Management Program. Commis-
sioner Shaw seconded the motion and it passed with a unanimous vote.
BUDGET AMENDMENTS Dallas H. Pope, County Manager, requested a budget amendment for Governing
Body, Code 10- 4100 -004, Professional Services, $1,285.00 decrease; and,
Code 10- 4100 -053, Dues & Subscriptions, $1,285.00 increase. The Institute of
Government fees increased above the budgeted amount. Commissioner Shaw made a
motion to approve the budget amendment. Commissioner Hudson seconded the
motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested the following budget amendment for
Register of Deeds:
Code 10- 4800 -074 Capital Outlay - Equipment $1,180.00 Increase
Code 10- 4800 -037 County Sales Tax 36.00 Increase
Code 10- 4800 -039 N.C. Sales Tax 24.00 Increase
The budget amendment is needed to purchase a UCC File Cabinet and a UCC
Fireproof File Cabinet. Commissioner Smith made a motion to approve the
budget amendment. Commissioner Collins seconded the motion and it passed with
a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Data Proces-
sing Department, Code 10- 4500 -074, Capital Outlay- Equipment, $1,000.00 de-
crease; and Code 10- 4450 -016, Maintenance & Repair - Equipment, $1,000.00
increase for yearly hardware maintenance contract for Compac 386 GIS System in
Mapping Department. Commissioner Shaw made a motion to approve the budget
amendment. Commissioner Smith seconded the motion and it passed with a
unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Agriculture
Extension, Code 10- 7300 -033, Materials & Supplies, $1,500.00 increase for the
Harnett County Volunteer Recognition Program. Commissioner Smith made a
motion to approve the budget amendment. Commissioner Shaw seconded the motion
and it passed with a unanimous vote.
MONTHLY REPORTS Reports for the month of August from the Sheriff's Department, Health Depart-
ment, Department of Social Services, and the Library were filed with the
Board.
PROPERTY DECLARED Commissioner Smith made a motion to adopt a resolution declaring county
SURPLUS FOR SALE property surplus for sale at public auction. Commissioner Shaw seconded the

John Farthing, Tax Equity Association, presented a proposed contract for audit
of business personal property. The Board tabled the matter.
VOLUNTEER RECOG. James Goff, Director, Agriculture Extension, briefed the Board on proposed
PROGRAM APPROVED program for 1988 Harnett Volunteer Recognition. Commissioner Smith made a
motion to approve the proposed program. Commissioner Shaw seconded the motion
and it passed with a unanimous vote.

HUNTER RIDGE Ridge Subdivision, 21 lots, owned by G. Donald O'Quinn and Luther C. O'Quinn,
located in Upper Little River Township on SR 1256. Commissioner Collins made
a motion to approve the subdivision plat. Commissioner Shaw seconded the
motion and it passed with a unanimous vote.

Carla Stephens, Planner /Developer, presented a subdivision plat for Benton
Place, Section II, 19 lots, RA 20, owned by Harvey L. Montague, located in
Black River Township on SR 1504. Commissioner Collins made a motion to
approve the subdivision plat. Commissioner Smith seconded the motion and it
passed with a unanimous vote.
Carla Stephens, Planner /Developer, presented a subdivision plat for Carolina
Lakes, Phase VI, 286 lots, owned by Patton Corporation, located in Barbecue
Township on SR 1293. Commissioner Shaw made a motion to approve the sub-
division plat. Commissioner Smith seconded the motion and it passed with a
unanimous vote.
KU KLUX KLAN Dallas H. Pope, County Manager, briefed the Board that a request had been

received from the Christian Knights of the Ku Klux Klan for permission to use
the courthouse parking lot on October 2, 1988, and also permission to speak at
the courthouse steps. Commissioner Smith made a motion that a conditional
permit be issued for use of the parking lot located behind the courthouse and
that the request to speak at the courthouse steps be denied due to the small
entrances to the courthouse with sidewalk areas being close to existing
streets and roads and the area adjacent to the entrances being covered with
shrubs and monuments. Commissioner Shaw seconded the motion and it passed
with a unanimous vote. The permit is copied in full at the end of these

PROCLAMATION
TO DESIGNATE THE WEEK OF SEPTEMBER 18 -24, 1988 AS
"EMERGENCY MEDICAL SERVICES WEEK"
WHEREAS, the members of emergency medical services teams devote their
lives to saving the lives of others; and
WHEREAS, emergency medical services teams consist of emergency
physicians, nurses, emergency medical technicians, paramedics, educators, and
administrators; and
WHEREAS, the people of Harnett County benefit daily from the knowledge
and skill of these trained individuals; and
WHEREAS, advances in emergency medical care increase the number of lives
saved every year; and
WHEREAS, the professional organizations of providers of emergency medical
services promote research to improve emergency medical care; and
WHEREAS, the members of emergency medical services teams work together to
improve and adapt their skills as new methods of emergency treatment are
developed; and
WHEREAS, the designation of Emergency Medical Services Week will serve to
educate the people of Harnett County about accident prevention and what to do
when confronted with a medical emergency; and
WHEREAS, it is appropriate to recognize the value and the accomplishments
of emergency medical services teams by designating Emergency Medical Services
Week.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS in recognition of this event, do hereby proclaim the week of
September 18 -24, 1988, as
"EMERGENCY MEDICAL SERVICES WEEK"
and encourage the community to observe this week with appropriate programs,
ceremonies and activities.

TO DESIGNATE THE WEEK OF OCTOBER 2 -8, 1988 AS
"MENTAL ILLNESS AWARENESS WEEK"
WHEREAS, mental illness is a problem of grave concern and consequence in
American society and is widely, but unnecessarily, feared and misunderstood;
and
WHEREAS, mental illness is an increasingly treatable disability with
excellent prospects for remedy and recovery when properly recognized; and
WHEREAS, appropriate treatment of mental illness is cost effective
because it restores productivity, reduces utilization of other health
services, and lessens social dependence; and
WHEREAS, individuals with grave concern" for their mentally 111 family
members and friends have joined the efforts of over 65,000 members of the
National Alliance for the Mentally I11 (NANI) to combat the unfair stigma of
the diseases, support great investments in research, and advocate an adequate
continuum of care from hospital to community.
NON, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS as an expression of its concern and as a way to reduce stigma
and promote understanding of the mentally 111, do hereby proclaim the week of

RESOLUTION AUTHORIZING PUBLIC HEARING CONCERNING
CREATION OF THE SOUTHWEST WATER AND SEWER DISTRICT
OF HARNETT COUNTY
W I T N E S S E T H:
The Harnett County Board of Commissioners (hereinafter "the
Board ") has been advised by citizens and residents of an area of the
County which is described hereinbelow, that there is a need for public
water facilities therein.
The area of the County is fully described below and is referred
to as the "Southwest Water and Sewer District of Barnett County ":
Beginning at the point on the Harnett County -Lee County line
where the southern bank of the Upper Little River intersects
said county line and runs thence from said beginning point,
along and with the courses and distances of the southern
bank of the Upper Little River in an east and southeasterly
direction, 59,000 feet, more or less, to a point on said
southern bank of the Upper Little River, which is located
1,000 feet south, southeast of, perpendicular to and at
right angles with NC Highway 27; and runs thence in a
southwesterly direction along a line which is 500 feet east
of and parallel to the centerline of State Road 1117 8,500
feet, more or less to a point, corner of the boundary of the
South Central Water and Sewer District of Harnett County;
and runs thence in a northwesterly direction crossing said
State Road 1117 at right angles, 1,000 feet to a point; said
point being located 500 feet northwest of and at a right
angle to the centerline of said State Road 1117; and runs
thence from said point in a westerly direction along a line
which is 500 feet north of and parallel to the centerline of
State Road 1117 and State Road 1141 8,500 feet, more or less
to a point in the centerline of State Road 1116; and runs
thence in a westerly direction 1,100 feet to a point on an
unnumbered dead end road which point is also located on the
eastern boundary of a Carolina Power and Light Company right
of way; and runs thence in a southerly direction along and
with the eastern boundary of said Carolina Power and Light
Company right of way 25,300 feet, more or less to the point
where the eastern boundary of said right of way crosses the
eastern margin of Jumping Run Creek; and runs thence with
the eastern margin of said creek in a southeasterly
direction 20,500 feet, more or less, to the point where the
eastern margin of said creek intersects the Harnett
County - Cumberland County line; and runs thence in a
southwesterly direction with the Harnett County - Cumberland
County line and thence in a northwesterly direction with the
Harnett County -Moore County line to the western most point
of Harnett, County, and runs thence along and with the
Harnett County -Moore County line and the Harnett County -Lee
County line in a northeasterly direction to the point and
place of Beginning,

The Board has heretofore authorized the preparation of a
"Feasibility Report" by Black 6 Veatch, Consulting Engineers,
regarding said Southwest Water and Sewer District of Harnett County
and the report was presented to the Board at its meeting on September
19, 1988.
After studying said report, and in an effort to satisfy the needs
and desires of the people of the area, the Board wishes to consider
creation of a water and sewer district to provide water facilities
therein.
The Board now desires to hold a public healing, pursuant to N.C.
Gen. Stat. §162A -86 et. seq. to consider creation of the Southwest
Water and Sewer District of Harnett County.
NOW THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS THAT:
1. A public hearing be held pursuant to N.C. Gen. Stat.

RESOLUTION
HARNETT COUNTY AIRPORT POWER LINE RELOCATION PROJECT
WHEREAS, Harnett County has submitted to the Federal Aviation Administration
a Project Application dated September 2, 1988, for a grant of Federal funds for a
project at or associated with the Harnett County Airport /Planning Area; which
Project Application, as approved by the Federal Aviation Administration, is hereby
incorporated herein and made a part hereof; and
WHEREAS, the Federal Aviation Administration has approved a project for the
Airport Planning Area involving the relocation of power lines (Power Line Relocation
Project, Phase II, Station 270 + 00 to Station 376 + 00); and
WHEREAS, the Federal Aviation Administration, for and on behalf of the United
States, has offered and agrees to pay, as the United States share of the allowable
costs incurred in accomplishing the project which is designated as ninety percent
(90Z) of allowable costs with maximum obligation of $126,021.00.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS,
that the Grant Agreement between the County of Harnett and the Federal Aviation
Administration be and the same is hereby approved and that the Chairman and the
Clerk be and they are hereby authorized to sign and execute the said Grant Agreement
for and on behalf of the County of Harnett, and forward the same to the Federal
Aviation Administration.

PERMIT
Pursuant to the authority of Harnett County, the County hereby grants to
Terry L. Boyce, the Grand Dragon officer of the Christian Knights
Organization, a permit for the purpose of parking cars and assembly in the
Harnett County Courthouse parking lot located on First Street behind the
Courthouse in Lillington, North Carolina. This permit is granted upon the
following stipulations and conditions which are made part of this permit.
Compliance with conditions is mandatory for permit to remain valid.
1. Parking and assembly in the Harnett County parking lot is authorized for
approximately 30 persona and their cars.
2. No advertisements of any type shall be placed in the County parking lot or
on any other County property.
3. Terry L. Boyce, the Grand Dragon officer, shall maintain control of and
decorum among those present.
4. Pursuant to North Carolina General Statute Section 14- 277.2, no weapons
shall be permitted on the County property, nor in possession of those
taking part in the assembly on County property, nor in the care on County
property.
5. This permit will be effective from 4:30 p.m. on October 2, 1988, until
6:00 p.m. on October 2, 1988.
