HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, JULY 18, 1988

The Harnett County Board of Commissioners met in regular session on Monday,
July 18, 1988, at the County Office Building, Lillington, North Carolina, with
the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson,
Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present were:
Dallas H. Pope, County Manager; Glenn Johnson, County Attorney; Vanessa W.
Young, Clerk to the Board, and Kay S. Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 7 p.m.
Commissioner Hudson offered the invocation.
The minutes from the regular meeting, July 5, 1988, and the special meeting
July 11, 1988, were approved.
Two bids for mail issuance of food stamps were received and opened by the
Board of Commissioners. Cost Containment, Inc. submitted a bid of .55 per
issuance and Financial Exchange Company of Ohio submitted a bid of .43 per
issuance. Commissioner Smith made a motion to refer bids to the Social
Services Director and County Attorney for evaluation and for a resolution to
be brought before the Board. Commissioner Hudson seconded the motion and it
passed with a unanimous vote.
FOOD STAMP Commissioner Collins made a motion to extend current contract for mail
CONTRACT EXTENDED issuance of food stamps with Cost Containment, Inc. from July 1, 1988, to
August 5, 1988. Commissioner Shaw seconded the motion and it passed with a
unanimous vote.
ROAD NAMING Dallas H. Pope, County Manager, presented County of Harnett Road Naming
ORDINANCE ADOPTED Ordinance for the Board's consideration. Commissioner Smith made a motion to
adopt the ordinance. Commissioner Shaw seconded the motion and it passed with
a unanimous vote. The County of Harnett Road Naming Ordinance will be filed
in total text in the Harnett County Ordinance Book.

DISTRICT
Commissioner Hudson made a motion to approve a contract with County of Wake
concerning the Capital Area Job Training Consortium. Commissioner Collins
seconded the motion and it passed with a unanimous vote.
Commissioner Collins moved that the Personnel Ordinance and the Position and
Pay Classification Plan developed by the Region "M" Council of Governments for
Harnett County be adopted and implemented effective July 18, 1988. Motion was
seconded by Commissioner Smith and was duly enacted by unanimous vote to be
effective from and after July 18, 1988. The Personnel Ordinance for Harnett
County will be filed in total text in the Harnett County Ordinance Book. The
County of Harnett Position and Pay Classification Plan is filed with the Clerk
to the Board.
Johnson Tilghman, Attorney representing Dunn Rescue Squad, requested
establishment of tax district for Dunn Rescue. Commissioner Smith moved that
the County Attorney be directed to move forward in proceedings for
establishment of Dunn Rescue District. Commissioner Collins seconded the
motion and it passed with a unanimous vote.
EMS RATE INCREASE Commissioner Smith moved that Harnett County Emergency Medical Services base
rate fee for services be increased to $75.00. Commissioner Hudson seconded
the motion and it passed with a unanimous vote.
HEALTH DEPT.
TESTS FEES
Commissioner Hudson moved that Harnett County Health Department which now has
the capability to provide tests for cholesterol and triglyceride levels,
charge a fee of $5.00 for each of these tests and consistent with policy for
other fees, those individuals who are unable to pay and have a medical need
will be waived these fees. Commissioner Collins seconded the motion and it
passed with a unanimous vote.
CONTRACT WITH Commissioner Smith moved for approval of a contract between the Town of
TOWN OF LILL. Lillington and County of Harnett for the county to provide inspection services
INSPECTION SERV. for the Town of Lillington. Commissioner Shaw seconded the motion and it
passed with a unanimous vote. The contract is filed with the Clerk to the
Board.
INTRA -DEPT.
BUDGET AMEND.
Dallas H. Pope, County Manager, presented a report of intra - departmental
budget amendments for period April 1, 1988, to June 30, 1988. The list of
intra - departmental budget amendments is copied in full at the end of these
minutes dated July 18, 1988, as document No. 1.
ZONING ORDINANCE Commissioner Collins moved that an Ordinance Establishing Zoning Regulations
ADOPTED for the County of Harnett, North Carolina, and Providing for the
Administration, Enforcement, and Amendment Thereof be ordained and enacted by
the Board of Commissioners of the County of Harnett, North Carolina, and duly
adopted this 18th day of July, 1988. Motion was seconded by Commissioner

SUBDIVISION PLAT
OLD STAGE POINT
Hudson and was duly enacted by unanimous vote to be effective from and after
July 18, 1988. The Zoning Ordinance for Harnett County will be filed in total
text in the Harnett County Ordinance book.
Carla Stephens, Planner /Developer, presented a subdivision plat for Old Stage
Point, 15 lots, Owners Grady V. Currin and Larry C. Mangum, Grove Township,
S.R. 1006. Commissioner Collins made a motion to approve the subdivision
plat. Commissioner Shaw seconded the motion and it passed with a unanimous
vote.
EPORTS Reports for the month of June, 1988, from the Social Services Department,
Health Department, and Inspections were filed with the Board.
UDGET AMENDMENTS Dallas H. Pope, County Manager, requested a budget amendment for Public
Buildings, Code 5000 -045, Contracted Services, $14,300. increase for paving
maintenance of courthouse and garage parking areas. Commissioner Shaw made a
motion to approve the budget amendment. Commissioner Smith seconded the
motion and it passed with a unanimous vote.

SERV.- CHANGE TAX
LEVY
Dallas H. Pope, County Manager, requested a budget amendment for Planning and
Development Department, Code 7200 -026, Advertising, $1,200. increase for
Harnett County support for the N. C. Economic Development Board Meeting to
be held in Dunn. Commissioner Smith made a motion to approve the budget
amendment. Commissioner Shaw seconded the motion and it passed with a
unanimous vote.
The Board next undertook consideration of the application by Boone Trail
Emergency Services, Inc. for the levying of a tax within the Boone Trail
Emergency Service District in the amount of .10 per $100.00 valuation for the
fiscal year 1988 -89. The Board was advised that Boone Trail Emergency
Services, Inc. was requesting such levy in lieu of the .15 per $100.00
valuation for said fiscal year previously requested because data resulting
from the revaluation of property within the subject District indicated that a
levy of .10 per $100.00 valuation would be sufficient to meet the financial
needs of Boone Trail Emergency Services, Inc. based upon the revaluation
information now available. The County Attorney reported to the Board that the
provisions of N.C.G.S. 105 -347 allowed levying of said tax and the
establishment of the rate therefor at any time not later than the 1st day of
August. Therefore, based on motion made by Commissioner Shaw, seconded by
Commissioner Collins, and passed by unanimous vote a levy of .10 per $100.00
valuation for the Boone Trail Emergency Service District was levied for fiscal
year 1988 -89.
BUNNLEVEL /RIVERSIDE Rodney Tart, Director, Public Utilities, presented a resolution concerning
ED. CONST. GRANT Bunnlevel /Riverside Wastewater Project involving Federal Construction Grant.
Commissioner Hudson moved that the resolution be adopted. Commissioner Shaw
seconded the motion and it passed with a unanimous vote. The resolution is
copied in full at the end of these minutes dated July 18, 1988, as document
No. 2.
FORT BRAGG TRAINING Dallas H. Pope, County Manager, briefed the Board on a request from Department
PROGRAM of the Army Special Warfare Center and School at Fort Bragg for purpose of
conducting a Special Training Program involving the U. S. Army and Harnett
County. Commissioner Smith made a motion to approve the operation.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
EXECUTIVE SESSION Commissioner Smith made a motion to go into executive session concerning land
acquisition. Commissioner Hudson seconded the motion and it passed with a
unanimous vote.
Commissioner Collins made a motion to come out of executive session.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
RESOL. RE: Commissioner Smith moved the adoption of a resolution concerning processing of
APPLI. FOR BUILDING of applications for building permits pending as of the effective date of
PERMITS zoning ordinance. Commissioner Shaw seconded the motion and it passed with a
unanimous vote. The resolution is copied in full at the end of these minutes
dated July 18, 1988, as document No. 3.
ADJOURNMENTS
There being no further business, the Harnett County Board of Commissioners
meeting of July 18, 1988, duly adjourned at 10:05 p.m.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
HARNETT COUNTY AS FOLLOWS:
1. Harnett County intends to construct, own, and /or operate
collection, interception and pumping facilities to provide sewerage
collection services to the Bunnlevel and Riverside communities and to
contract for the treatment and disposal of said wastewater, and in
conjunction therewith will:
(a) arrange financing for the remaining costs of
the project if approved for Federal Grant
awards;
(b) Adopt and place into effect on or before completion of
the project a schedule of fees and charges which will
provide adequate funds for the proper operation,
maintenance and administration of the sewer system;
and
(c) provide for efficient operation and maintenance of
the sewer system upon completion of the
construction thereof.
2. The Director of Public Utilities for Harnett County is
hereby authorized and directed to: _
(a) execute and file the appropriate application(s) on
behalf of Harnett County with the Environmental
Protection Agency for the incremental or "Step II"
grants as described above to aid in the construction of
the sewer system project set forth; and
(b) furnish such information as the appropriate Federal or
State agencies may request in connection with said
application(s) or the project described;
(c) make the assurances as set forth herein;
(d) execute such other documents as may be required in
connection with said application(s); and
(e) execute such affidavits or other documents necessary
to evidence that Harnett County has and will act within
the limits and scope of the laws, rules, regulations
and ordinances as set forth in Paragraph 3 below.
3. Harnett County affirms that it is in substantial compliance
with all federal, state and local laws, rules, regulations, and
ordinances applicable to the project described and to Federal grants
and /or loans pertaining thereto, and acknowledges and agrees that it
will continue to do the same henceforth.
Duly adopted this 18th day of July, 1988, upon motion made by
Commissioner Hudson , seconded by Commissioner
Shaw , and adopted by the following

DOCUMENT NO. 3.
HARNETT COUNTY. R E S O L U T I O N
NORTH CAROLINA.
WHEREAS, the County of Harnett did on the 18th day of July, 1988, enact
a Zoning Ordinance which is applicable to certain portions of such County
from and after such date; and
WHEREAS, on such effective date, certain applications for building
permits were pending in the office of the Building Inspector for said County;
and
WHEREAS, certain of such applications relate to projects lying in the
area made subject to zoning from and after July 18, 1988, as above set forth;
and
WHEREAS, said projects for which applications are so pending could or
might be prohibited or otherwise prejudiced by the provisions of said Zoning
Ordinance as so enacted; and
WHEREAS, the County of Harnett deems it appropriate to proceed adminis-
tratively with such applications so pending prior to the enactment of the
above set forth Zoning Ordinance as it affects those areas of said County to
which it is made applicable as of July 18, 1988;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
COUNTY OF HARNETT that the County Manager shall be and he is hereby empowered
to promulgate on behalf of said County a policy which shall authorize the
processing of applications for building permits pending as of the effective
date of the above Ordinance without prejudice to said applications resulting
from the enactment of said Ordinance.
Duly adopted this the Eighteenth Day of July, Nineteen Hundred and
Eighty- Eight.
