PROCLAMATION RE:
SPECIAL OLYMPICS
The Harnett County Board of Commissioners met in regular session on
Monday, March 21, 1988, at the County Office Building, Lillington, North
Carolina, with the following members present: Rudy Collins, Bill Shaw,
Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding.
Others present were: Dallas H. Pope, County Manager; Glenn Johnson,
County Attorney; Vanessa W. Young, Clerk to the Board, and Kay S.
Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 7:50 p.m.
Commissioner Hudson offered the invocation.
The minutes from the regular meeting of March 7, 1988, and the special
meeting of March 15, 1988, were approved.
Dallas H. Pope, County Manager, presented a resolution concerning the
proposed 1988 -89 Secondary Road Construction Program for Harnett County.
Commissioner Shaw made a motion to adopt the resolution. Commissioner
Smith seconded the motion and it passed with a unanimous vote. The
resolution is copied in full at the end of these minutes dated March 21,
1988, as document No. 1.
Dallas H. Pope, County Manager, presented a resolution requesting that a
street in McLamb subdivision be added to the State Road System for main-
tenance. Commissioner Smith made a motion to adopt the resolution.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
The resolution is copied in full at the end of these minutes dated March
21, 1988, as document No. 2.
Joe Hardee, Black & Veatch, Inc., presented to the Board a preliminary
report on feasibility study for proposed Southwest Water and Sewer Dis-
trict. Final report will be presented at a later date.
Dr. Harry Larche, Special Olympics Board, presented a proclamation con-
cerning observance of Special Olympics Week in Harnett County. Commis-
sioner Smith made a motion to adopt the proclamation. Commissioner
Collins seconded the motion and it passed with a unanimous vote. The
resolution is copied in full at the end of these minutes dated March 21,
1988, as document No. 3.

COMMITTEE Commissioner Hudson made a motion to adopt the resolution. Commissioner
Collins seconded the motion and it passed with a unanimous vote. The
resolution is copied in full at the end of these minutes dated March 21,
1988, as document No. 4.
Bill Connolly, Property Tax Commission, North Carolina Department of
Revenue, briefed the Board concerning Equalization and Review require-
ments.
SR 1533 Dallas H. Pope, County Manager, briefed the Board on secondary road
project for paving SR 1533 in Buies Creek area. Right of way acquisition
was unsuccessful and the funding designated for this project will be
appropriated for the next priority for road paving in Harnett County.
DOUGLAS W. FULGHUM Dallas H. Pope, County Manager, requested by recommendation of Averasboro
APPOINT. CHAIRMAN Tourism Development Authority, the appointment of Douglas W. Fulghum
AVERAS. TOURISM chairman of Averasboro Tourism Development Authority. Commissioner Smith
AUTH. made a motion to appoint Douglas W. Fulghum chairman of Averasboro Tourism
Development Authority. Commissioner Shaw seconded the motion and it
passed with a unanimous vote.
OSCAR N. HARRIS TO Commissioner Smith made a motion to accept proposal from Oscar N. Harris
CONDUCT 87 -88 and Associates to conduct audit for F.Y. 1987 -88. Commissioner Shaw
AUDIT seconded the motion and it passed with a unanimous vote.

BRIEFING
AGREEMENT WITH
U.S. MARSHAL'S
OFFICE
Hal Owen, Developer /Planner, presented to the Board a flood plain ordi-
nance for Harnett County for their information and review. The ordinance
will be presented for adoption at the April 4 Board Meeting.
Mr. Owen explained that the flood plain ordinance must be in place for the
County to qualify for certain funding.
Glenn Johnson, County Attorney, presented for consideration, an agreement
between Harnett County and the U. S. Marshal's Office for holding federal
prisoners in Harnett County jail facility. Commissioner Smith made a
motion to approve the agreement. Commissioner Collins seconded the motion

A report from the Department of Social Services for the month of February
was filed with the Board.
Hal Owen, Planner /Developer, presented a subdivision plat final for N.V.
Stephenson Subdivision, owned by N.V. Stephenson, 19 lots located in Neils
Creek Township, SR 1513 and 1514. Commissioner Collins made a motion to
approve the subdivision final. Commissioner Shaw seconded the motion and
it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Governing
Body, Code 10- 4100 -033, Materials & Supplies, increase of $700. and Code
10- 8800 -160, Contingency Fund, decrease of $700. The amendment is needed
to purchase service pins for County employees. Commissioner Collins made
a motion to approve the budget amendment. Commissioner Shaw seconded the
motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested the following budget amendment
for Administration:
Code 4200 -011 Telephone & Postage
Code 4200 -026 Advertising
Code 4200 -074 Capital Outlay - Equipment
$1,800. increase

The budget amendment was needed because advertising and telephone and
postage is above expected budgetary requirements. Commissioner Shaw made
a motion to approve the budget amendment. Commissioner Hudson seconded
the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Faci-
lities Fees, Code 10- 4900 -074, Capital Outlay - Equipment, increase of
$5,880. and Code 10- 4900 -015, Maintenance & Repair - Building, decrease of
$2,000. The budget amendment is needed to purchase cash register for
Clerk of Court's office and equipment for Magistrate's office. Commis -
sioner'Shaw made a motion to approve the budget amendment. Commissioner
Smith seconded the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Public
Assistance, Code 10- 7710 -151, Crisis Intervention, increase of $2,892. and
Code 10- 7710 -154, CP &L Project Share, decrease of $2,892. Commissioner
Collins made a motion to approve the budget amendment. Commissioner Shaw
seconded the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Sheriff's
Department, Code 10 -5100 -011, increase of $12,000. and Code 10 -5120 -013,
Utilities, decrease of $12,000. Commissioner Collins made a motion to
approve the budget amendment. Commissioner Hudson seconded the motion and
it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Communi-
cations, Code 10 -5110 -003, increase of $7,700, and Code 10 -5110 -005,
increase of $1,800. The budget amendment was needed to hire a part -time
person at the sub - station and to cover salaries for remainder of fiscal
year. Commissioner Collins made a motion to approve the budget amendment.
Commissioner Shaw seconded the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, requested a budget amendment for Inspec-
tions, Code 10 -5600 -074, Capital Outlay - Equipment, increase of $16,708.
to purchase two Dodge pick -up trucks for inspectors. Commissioner Smith
made a motion to approve the budget amendment. Commissioner Shaw seconded
the motion and it passed with a unanimous vote.
Dallas H. Pope, County Manager, presented a resolution to appoint addi-
tional members to the Local Emergency Planning Committee for the purpose
of establishing local emergency plans. Commissioner Shaw made a motion to
adopt the resolution. Commissioner Collins seconded the motion and it
passed with a unanimous vote. The resolution is copied in full at the end
of these minutes dated March 21, 1988, as document No. 5.
Commissioner Collins made a motion to appoint Mr. Royce Crelia and
Mrs. Joyce Andrews to serve on the Harnett County Library Board for a
four -year term. Commissioner Shaw seconded the motion and it passed with
a unanimous vote.
There being no further business, the Harnett County Board of Commissioners
duly adjourned at 9:55 p.m.

BE IT RESOLVED that the Harnett County Board of Commissioners
do hereby, by the proper execution of this document, request that the
North Carolina Department of Transportation add to the State's Secondary
Road System for maintenance a subdivision street located in the McLamb
Subdivision off SR 2031, near Bunnlevel.

PROCLAMATION
WHEREAS, the Eleventh Annual Harnett County Special Olympics Spring
Games will be held April 13, 1988; and
WHEREAS, approximately 300 mentally handicapped citizens in Harnett
County participate in Special Olympics; and
WHEREAS, the Special Olympics program was developed to provide
athletic training and competition for mentally handicapped
individuals; and
WHEREAS, through such athletic endeavors our mentally handicapped
citizens can obtain the strength and confidence to promote
a positive self- image; and.
WHEREAS, the highly important task of aiding these special people
of Harnett County to help themselves can belong to each .
of us through Special Olympics; and
WHEREAS, the Harnett County Parks and Recreation Department, the
Harnett County Board of Education, the Lee- Harnett Mental
Health Agency, and Campbell University are sponsoring the
1988 Harnett County Spring Games;
NOW, THEREFORE, We, the Board of Commissioners of the County of Harnett
do hereby proclaim the week of April tenth through April
sixteenth, Nineteen Hundred and Eighty -Eight to be SPECIAL
OLYMPICS WEEK IN HARNETT COUNTY and commends this observance
to its citizens.

SUBSTANCE ABUSE AWARENESS AND PREVENTION COMMITTEE
WHEREAS, to further the objectives of the Substance Abuse Awareness
and Prevention Committee and to coordinate efforts with the Harnett County
Schools' "Drug -free Schools" program, this committee will also serve as the
designated Advisory Council for the "Drug -free Schools" and Communities
Act; and
WHEREAS, the following interested individuals wish to be appointed

Whereas, the Federal Emergency Planning and Community Right -to -Know Act of
1986 and the Superfund Amendments and Reauthorization Act of 1986 (SARA) involving
Chemical Emergency Preparedness Program, has been passed to State and Local Govern-
.
ments for implementation; and
Whereas, the North Carolina Emergency Response Commission has been appointed
and has directed that Harnett County appoint a Local Emergency Planning Committee
for the purpose of establishing local chemical emergency plans; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT
COUNTY, NORTH CAROLINA, that the following persons are appointed to the Harnett
County Emergency Planning Committee:
