The Harnett County Board of Commissioners met in regular session on
Monday, December 7, 1987, at the County Office Building, Lillington, North
Carolina, with the following members present: Rudy Collins, Bill Shaw,
Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding.
Others present were: Dallas H. pope, County Manager; Vanessa W. Young,
Clerk to the Board; Glenn Johnson, County Attorney, and Kay S. Blanchard,
Recording Secretary.
Chairman Stewart called the meeting to order at 9:00 a.m.
Commissioner Shaw led the morning prayer.
The minutes for the Board of Commissioners meeting of November 16, 1987,
and Special Meeting of November 20, 1987, were approved.
Dallas H. Pope, County Manager, opened bids received for elevating scraper
for use at the landfill and bids received for a four -door sedan for use by
the Administration Dept.
Dallas H. Pope, County Manager, introduced Tom Meece, new Director of
Planning and Development.
Dallas H. Pope, County Manager, read in full a copy of Joint Resolution
Honoring the Life and Memory of Marion Holt "Jack" Brock as adopted by the
North Carolina Legislature. Chairman Stewart presented Mrs. Martha Brock a
copy of the resolution and called a short recess so everyone present could
visit with Mr. Brock's family and friends who were present.
Chairman Stewart reconvened the meeting.
AGREE. FOR INDIRECT Timothy McKinnie, David Griffin & Associates, presented for approval an
COST STUDY agreement between Harnett County and David Griffin & Associates for 1988
Indirect Cost Study. Commissioner Smith made a motion to approve the
agreement. Commissioner Hudson seconded the motion and it passed with a
unanimous vote.

RESOL. RE: SECTION
8 HOUSING
HOLIDAY SCHEDULE
Oscar N. Harris, C.P.A. presented Audit of Financial Statements for fiscal
year ending June 30, 1987. Mr. Harris stated that the County's business
affairs and its accounting and financial records are maintained on a
professional, well - documented basis and that the County is fortunate to
have well - qualified people in its key positions.
Dallas H. Pope, County Manager, presented for consideration a resolution
concerning Section 8 Housing Annual Contributions with U.S. Dept. of
Housing and Urban Development. Commissioner Shaw made a motion to adopt
the resolution authorizing execution of the Annual Contributions Contract.
Commissioner Collins seconded the motion and it passed with a unanimous
vote. The resolution is copied in full at the end of these minutes dated
December 7, 1987, as document No. 1.
Carla Stephens and Hal Owen, County Planner /Developers, briefed the Board
on schedule for County zoning project.
Terry Brown, General Manager, Southern Cablevision, report on the progress
of cablevision in the County.
Commissioner Smith made a motion to adopt the following County Holiday
Schedule for 1988.

Commissioner Hudson seconded the motion and it passed with a unanimous
vote.
Dallas H. Pope, County Manager briefed the Board on request submitted by

letter from Central Carolina Technical College requesting additional land
area allocation at the CCTC- Harnett County Campus. The request was based
on requirement for additional land needed in the near future to construct
new building. Chairman Stewart asked Commissioner Shaw, the County
Manager, and County Attorney to pursue the transfer of remainder of land
to CCTC but retain parking area and land where Human Resources Building is
located.
REG. OF DEEDS AUTHOR. Gayle Holder, Register of Deeds, requested by letter the authorization to
TO DISPOSE OF RECORDS dispose of records in her office which are so recorded at the end of these
minutes dated December 7, 1987, as document No. 2. Commissioner Hudson
made a motion that in accordance with General Statutes 121 -5(b) that Gayle
Holder, Register of Deeds, be and she is hereby authorized to destroy the
listed records. Commissioner Smith seconded the motion and it passed with
a unanimous vote.
DEED OF EASEMENT Glenn Johnson, County Attorney, presented a deed of easement to Carolina
TO CP$L FOR LAW ENF. Power and Light Company for service lines to Harnett County Law
CENTER Enforcement Center. Commissioner Shaw made a motion to approve the
easement. Commissioner Collins seconded the motion and it passed with a
unanimous vote.
Glenn Johnson, County Attorney, presented to the Board a letter received
from the U.S. Dept. of Justice concerning method of election of
commissioners in Harnett County. The letter indicates that the U.S.
Attorney General does not impose any objections to the current method of
election of commissioners in Harnett County. The letter is copied in full
at the end of these minutes dated December 7, 1987, as document No. 3.

Commissioner Collins made a motion to approve the budget amendment.
Commissioner Smith seconded the motion and it passed with a unanimous
vote.
Jack Bryan, Director, Social Services requested a budget amendment for
Public Assistance; code 10- 7710 -151, Crisis Intervention, increase of
$5,358.00, code 10- 7710 -154, CP &L Project Share, increase of $2,892.00.
The CP &L Project Share money is a carry forward from the 1986 -87 budget
that was not spent. The Crisis Intervention money is an increase in
funding for 1987 -88. Commissioner Collins made a motion to approve the
budget amendment. Commissioner Hudson seconded the motion and it passed
with a unanimous vote.
Jack Bryan, Chairman, Transportation Advisory Board, briefed the Board on
progress being made on Harnett County Transportation Development Plan.
Jack Bryan briefed the Board on 1987 United Way Drive for Harnett County.
Bobby Wicker, Tax Administrator, reported on activities of the Tax Dept.

Commissioner Smith seconded the motion and it passed with a unanimous

Department were filed with the Board.
SHER. DEPT. REPORT Larry Knott, Operations Officer, Sheriff's Dept., presented a report on
activities of the Sheriff's Department for the month of November.

Dallas H. Pope, County Manager, briefed the Board on proposed telephone
system for the Library and presented a resolution accepting bid of
Southern Bell Advanced Systems, Inc. for the telecommunication system to
be acquired. Commissioner Smith made a motion to adopt the resolution.
Commissioner Hudson seconded the motion and it passed with a unanimous
vote. The resolution is copied in full at the end of these minutes dated
December 7,1987, as document No. 4.
Dallas H. Pope, County Manager, presented a resolution accepting bid of
1987 Model 412B Elevating Scraper as submitted by North Carolina
Equipment Company. Commissioner Shaw made a motion to adopt the
resolution. Commissioner Collins seconded the motion and it passed with a
unanimous vote. The resolution is copied in full at the end of these
minutes dated December 7, 1987, as document No. 5.
RESOL. ACCEPTING Dallas H. Pope, County Manager, presented a resolution accepting bid for
BID FOR FOUR -DOOR 1988 Buick Park Avenue to be used by County Administration Department, as
SEDAN submitted by D. Jones Pontiac - Buick, Inc. Commissioner Shaw made a motion
to adopt the resolution. Commissioner Smith seconded the motion and it
passed with a unanimous vote. The resolution is copied in full at the end
of these minutes dated December 7, 1987, as document No. 6.

Dallas H. Pope, County Manager, requested a budget amendment for
Administration Department; code 10- 4200 -074, Capital Outlay - Equipment,
increase of $11,000. Funds are required for purchase of personal computer
and vehicle replacement. Commissioner Smith made a motion to approve the
budget amendment. Commissioner Shaw seconded the motion and it passed
with a unanimous vote.
Commissioner Smith made a motion to appoint Mr. Johnnie Chalmers , Rt. 2,
Box 231, Cameron, NC to Region "M" Aging Advisory Board. Commissioner
Collins seconded the motion and it passed with a unanimous vote.
BILLY HOBBS APPOINT. Commissioner Smith made a motion to appoint Mr. Billy Hobbs, Erwin, NC, to
LEE - HARNETT MENTAL Lee - Harnett Mental Health Board. Commissioner Hudson seconded the motion
HEALTH BOARD and it passed with a unanimous vote.

Marshall Woodall, Tax Attorney, presented the Tax Attorney's Report for
the month of November which is copied in full at the end of these minutes
dated December 7, 1987, as document No. 7.
Chairman Stewart recessed the meeting at 12:25 a.m.
Vanessa W. Young, Clerk to the Board, reconvened the meeting at 12:25 a.m.
and asked for nominations for Chairman of Harnett County Board of
Commissioners. Commissioner Hudson made a motion to nominate Lloyd G.
Stewart. Commissioner Smith seconded the motion. Commissioner Collins
made a motion for the nominations to be closed. Commissioner Smith
seconded the motion and it passed with a unanimous vote. Mrs. Young
closed the nominations and Lloyd G. Stewart was elected Chairman by a
unanimous vote.
Chairman Stewart asked for nominations for Vice - Chairman. Commissioner
Collins made a motion to nominate Bill Shaw. Commissioner Hudson seconded
the motion. Commissioner Smith made a motion to close the nominations.
Commissioner Hudson seconded the motion and it passed with a unanimous
vote. Chairman Stewart closed the nominations and Commissioner Shaw was
elected Vice - Chairman by a unanimous vote.
There being no further business, the Harnett County Board of Commissioners
meeting of December 7, 1987, duly adjourned at 12:37 p.m.

RESOLUTION AUTHORIZING EXECUTION
OF AN ANNUAL CONTRIBUTIONS CONTRACT
Whereas, the Harnett County Board of Commissioners
(herein called the "PHA ") proposes to enter into an Annual Contributions
Contract (herein called the "Contract ") with the United States of
America, Department of Housing and Urban Development (herein called
the "Government ").
NOW, THEREFORE, BE IT RESOLVED by the PHA as follows:
Section 1. The Contract, numbered Contract No. A -3351
is hereby approved and accepted both as to form and substance and
the County Manager is hereby authorized and directed
(Title of Officer) .
to execute said Contract in triplicate on behalf of the PHA, and the
Clerk to the Board is hereby authorized and directed to
(Title of Officer)
impress and attest the official seal of the PHA on each such
counterpart and to forward said executed counterparts to the
Government together with such other documents evidencing the •
approval and authorizing the execution thereof as may be required by the
Government.
Section 2. The County Manager is hereby authorized
(Title of Officer)
to file with the Government from time to time, as monies are
required,. requisitions together with the necessary supporting
document, for payment under the Contract.
Section 3. This Resolution shall take effect immediately.

This refers to Chapter 2, H. B. No. 8 (1966), insofar as it
authorizes the county to reapportion its county commission
districts or adopt an at -large election method; Chapter 1243, H.B.
No. 850 (1967), which provides for staggered, four -year terms; the
implementation schedule; the referendum requirement; and the
procedures for conducting the November 1968 referendum; and County
Resolution No. 69 -0111 (1968), which provides for the at -large
nomination and election from residency districts of county
commissioners in Harnett County, North Carolina, submitted to the
Attorney General pursuant to Section 5 of the Voting Rights Act of
1965, as amended, 42 U.S.C. 1973c. We received the information to
complete your submission on September 28, 1987.
The Attorney General does not interpose any objections to
the changes in question. However, we feel a responsibility to
point out that Section 5 of the Voting Rights Act expressly
provides that the failure of the Attorney General to object does
not bar any subsequent judicial action to enjoin the enforcement
of such changes. See Section 51.41 of the Procedures for the
Administration of Section 5 (52 Fed. Reg. 496 (1987)).

RESOLUTION ACCEPTING BID OF SOUTHERN BELL
ADVANCED SYSTEMS, INC.
THAT WHEREAS, the County of Harnett has heretofore solicited bids in connection
with the telecommunication system to be acquired for use in the new Harnett County
Library; and
WHEREAS, said bids were solicited pursuant to the General Statutes of the State
of North Carolina and all bid solicitation requirements have been complied with; and
WHEREAS, bids were received by the County of Harnett in response to such
solicitation of bids; and
WHEREAS, said bids were delivered to the Harnett County Office Building on
Front Street, Lillington, N. C., where they were opened and evaluated; and
WHEREAS, the County of Harnett has determined that Southern Bell Advanced
Systems, Inca has submitted the lowest bid which meets the bid requirements and
that Southern Bell Advanced Systems, Inc. is the lowest responsible bidder, taking
into consideration quality, performance and other requirements specified by the
bid solicitation process conducted by the County of Harnett; and
WHEREAS, the Harnett County Board of Commissioners, meeting in regular session
on December 7, 1987, in the County Board Room, has reviewed the proposals submitted
by all bidders and has concluded that the contract to provide a telecommunication
system for the above referenced county facility should be awarded to Southern Bell
Advanced Systems, Inc.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners,
upon motion duly made, seconded and adopted, that the bid of Southern Bell Advanced
Systems, Inc. in the amount of. Two Thousand Nine Hundred Ninety -One. Dollars and
Seventy -Five Cents ($2,991.75) to provide a telecommunication system shall be and
same is hereby accepted, the contract for such shall be awarded by the County of
Harnett to Southern Bell Advanced Systems, Inc., and the appropriate officials of
the County of Harnett shall be and they are hereby directed to notify Southern
Bell Advanced Systems, Inc. of the acceptance of its bid and execute any appropriate
contracts in connection therewith.

solicitation of bids; and
WHEREAS, said bids were delivered to the Harnett County Office Building
on Front Street, Lillington, N. C., where they were opened and evaluated; and
WHEREAS, the County of Harnett has determined that North Carolina Equipment
Company has submitted the lowest bid which meets the bid requirements and that
North Carolina Equipment Company is the lowest responsible bidder, taking into
consideration quality, performance and other requirements specified by the bid
solicitation process conducted by the County of Harnett; and
WHEREAS, the Harnett County Board of Commissioners, meeting in regular
session on December 7, 1987, has reviewed the proposals submitted by all bidders
and has concluded that the contract to provide one Model 412E Elevating Scraper
for the above referenced county department should be awarded to North Carolina
Equipment Company.

Equipment Company in the amount of Eighty -Five Thousand One Hundred Twenty Dollars
and Fifty Cents ($85,120.50) to provide a 1987 Model 412B Elevating Scraper shall
be and same is hereby accepted, the contract for such shall be awarded by the
County of Harnett to North Carolina Equipment Company, and•the appropriate
officials of the County of Harnett shall be and they are hereby directed to notify
North Carolina Equipment Company of the acceptance of its bid and execute any
appropriate contracts in connection therewith.

Buick, Inc. in the amount of Seventeen Thousand Nine Hundred Twenty -Eight Dollars
and Eleven Cents plus tax ($17,928.11) to provide a 1988 Buick Park Avenue shall
be and same is hereby accepted, the contract for such shall be awarded by the
County of Harnett to D. Jones Pontiac - Buick, Inc., and the appropriate officials
of the County of Harnett shall be and they are hereby directed to notify D. Jones
Pontiac- Buick, Inc. of the acceptance of its bid and execute any appropriate
