Blanchard, Recording Secretary HARNETT COUNTY BOARD OF COMMISSIONERS' MEETING, OCTOBER 5, 1987 The Harnett County Board of Commissioners met in regular session on Monday, October 5, 1987, at the County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd Stewart presiding. Others present were: Vanessa W. Young, Clerk to the Board; Dallas H. Pope, County Manager; Glenn Johnson, County Attorney, and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 9 a.m. Commissioner Bill Shaw led the morning prayer. The minutes from the Board of Commissioners meeting of September 21, 1987, were approved. Ray Stone, Highway Maintenance Engineer with the N. C. Department of Transportatio appeared before the Board to discuss road matters and situations in Harnett County Dallas H. Pope, County Manager, briefed the Board that N. C. Department of Transportation would be using the existing secondary road paving priority list for 1988. Mr. Pope also gave each commissioner a copy of the current paving priority list. Phyllis Clayton, Director, Harnett Production Enterprises, reported to the Board on activities of that department. Mrs. Clayton explained the various types of contract work and demonstrated the assembly of some of the products produced for local vendors by Harnett Production Enterprises' workers. Commissioner Smith made a motion to authorize payroll deduction for County employees for contributions to the United Way Program based on voluntary partici- pation. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Collins made a motion to reappoint Mr. David Griffin and to appoint Mr. Wade Stephenson and Mr. Haywood Hall to Region "M" Private Industry Council (PIC). Commissioner Hudson seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, read and explained to the Board, a resolution to establish a Harnett County Emergency Planning Committee. Commissioner Shaw made a motion to approve the resolution. Commissioner Smith seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated October 5, 1987, as document No. 1. Commissioner Smith made a motion to approve a contract agreement between Logan Gray, Inc., and Harnett County for recreating property deed books in the Register of Deeds office. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The agreement is copied in full at the end of these minutes dated October 5, 1987, as document No. 2. 404 BUDGET AMENDMENT - AMBULANCE SERVICE Dallas H. Pope, County Manager, requested the following budget amendment for the Ambulance Service to support overtime approved by the Board of Commissioners at the September 21, 1987, Board meeting. 10 -5400 -002 Salaries & Wages 10 -5400 -005 F.I.C.A. Tax Expense 10 -5400 -007 Retirement Expense 9,000.00 Increase 644.00 Increase 453.00 Increase Revenue: 10 -3990 -000 Fund Balance Appropriated 10,097.00 Increase Commissioner Smith made notion to approve the . budget amendment; Commissioner Collins_ seconded the motion and it passed with a unanimous vote. BUDGET AMENDMENT - Jack Bryan, Director, Social Services, requested the following budget amendment SOCIAL SERVICES to fund lease payment for new copier for the Food Stamp operations. 10- 7700 -016. Maintenance & Repair- Equip. 10- 7710 -148 County Assistance 10- 7700 -074 Capital Outlay- Equipment 1,000.00 Decrease - 430.00 Decrease 1,430.00 Increase Commissioner Hudson made a motion to approve the budget amendment. Commissioner Smith seconded the motion and it passed with a unanimous vote. BUDGET AMENDMENT - Dallas H. Pope, County Manager, requested the following budget amendment for INSPECTIONS DEPT. Inspections Department to support new administrative position. Commissioner Shaw seconded the motion and it passed with a unanimous vote.- Dallas H. Pope, County Manager, requested a budget amendment for Emergency Respons Planning to increase line item 10 -5251 -011, Telephone & Postage $7,329. and to decrease line item 10 -5251 -045, Contracted Services $7,329. Commissioner Collins made a motion to approve the budget amendment. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Larry Knott, Operations Officer, Sheriff's Dept., presented a report on activities of the Sheriff's Department for the month of September. Bobby Wicker, Tax Administrator, reported on activities of the Tax Department for the month of September. Monthly reports from the Ambulance Service and the Inspections Department were filed with the Board. Carla Stephens, Planner /Developer, presented for approval, a subdivision plat for J. W. Brower located in Johnsonville Township. Commissioner Hudson made a motion to refer the subdivision plat back to the planning board for further action because it does not meet Harnett County's regulations as. presented. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Carla Stephens, Planner /Developer, presented for approval, a subdivision plat for Mire Branch Estates, owned by George Glover, located in Johnsonville Township. Commissioner Smith made a motion to approve the subdivision plat. Commissioner Shaw seconded the motion and it passed with a unanimous vote. The following citizens representing the Town of Coats appeared before the Board requesting assistance in getting Highway NC 27 redesignated to its former locatior Herbert Johnson, Nelson Currin, J. D. Norris, Carsie Denning, Marvin Johnson, Billy Pope, Ann Jones, and the town's attorney, Marshall Woodall. Commissioner Hudson made a motion to authorize the Chairman of the Board of Commissioners to sign a resolution to determine the manner in which change to routing of Highway NC 27 was made and to support efforts to redesignate Highway NC 27 to its former location. Commissioner Smith seconded the motion and it passed with a unanimous vote. 1 405 Marshall Woodall, Tax Attorney, presented the Tax Attorney's Report. The report is copied in full at the end of these minutes dated October 5, 1987, as document No. 3. There being no further business, the meeting adjourned at 11:25 a.m. DOCUMENT NO. 1: HARNETT COUNTY, NORTH CAROLINA. RESOLUTION WHEREAS, the Federal Emergency Planning and Community Right -to -Know Act of 1986 and the Superfund Amendments and Reauthorization Act of 1986 (SARA) involving Chemical Emergency Preparedness Program, has been passed to State and Local Govern- ments for implementation; and WHEREAS, the North Carolina Emergency Response Commission has been appointed and has directed that Harnett County appoint a Local Emergency Planning Committee for the purpose of establishing local chemical emergency plans; and WHEREAS, all previous appointments made to the Local Emergency Planning Committee are cancelled. HEREINAFTER CALLED "THE CONTRACTOR" AND HARNETT COUNTY, N. C. HEREINAFTER KNOWN AS "THE COUNTY" IS TO PROVIDE RE- CREATED LAND RECORD VOLUMES FROM EXISTING LAND RECORD VOLUMES VARYING IN SIZE TO NEW VOLUMES APPROXIMATELY 14" x 81" IN CUSTOM PRINTED BINDERS AND EASY -TO -READ ARCHIVAL PRINTS. • EQUIPMENT: Equipment supplies and labor to be furnished by the contractor. KODAK AHU Microfilm, Type 1460. KODAK MRD -2 Microfilm Camera with constant spacing kit. Targets, filters, spools, labels, etc. as needed. Professionally trained personnel. PROCEDURES: 254 loose -leaf volumes to be transported to Martinsville, Va. 511 bound volumes shall be microfilmed on site at the county's location in Lillington, N. C. All on site work shall be performed during normal working hours as mutually agreed on by both the county and the contractor, and shall be done by professionally trained personnel, qualified in the handling of irreplaceable documents. Upon completion of the on -site microfilming, the exposed microfilm will be sent to the contractor's facility for processing. The contractor will process the film in automatic deep -tank film processing equipment resulting in a finished product meeting or exceeding archival standards. The residual hypo content of the film shall be periodically measured using the Methylene Blue Test for industrial acceptable standards. PRINTS: Two- sided, electrostatic prints will be archivally printed onto high quality 100% linen ledger paper with the page size to be approximately 14" x.81:" according to the binder specifi- cations of the county. Reproduction to be done by electro- static xerography. All finished prints will be inspected for legibility, continuity of pages, print quality, and permanency. BINDERS: Custom record book binders as specified by the county shall be furnished with the duplex prints. Binders will be state of the art injection molded binders the color of which shall be specified by the county. PRICE: Phase I Quantity of original loose -leaf volumes -.254 Price per volume - $247.50 Phase I total price - $62,865,00 Phase II Quantity of original bound volumes - 511 Price per volume - $337.50 Phase II total price - $172,462.50 TOTAL PRICE - $235,327.50 Continued on page 408. Payment due within thirty (30) days. A credit of $32.50 per binder will be issued for each useable binder which is supplied by the county. Applicable binder credit will appear on each invoice to whach it applies Phase II: Project to begin by end of May, 1988. Completed books to be returned in lots of fifty (50). Payment due within thirty (30) days after delivery. No invoices will be dated prior to July 1, 1988. Maximum number of books to be invoiced in FY '89 (July 1, 1988 - June 30, 1989 shall be 255. The remaining completed 256 volumes to oc July 1, 1989 with payment due within thirty (30) days. A "microfilm duplicate of each volume (765 books) will be supplied to the county at no cost and will remain the property of the county. Duplicate rolls of all microfilmed volumes will be stored on master rolls at Logan Gray, Inc. at a price of $2.00 per roll (master roll) per year. microfilm will be forwarded to North Carolina Archives at the county's request. Blanchard, Recording Secretary PUBLIC HEARING CONCERNING LOCAL OPTION SALES TAX, October 19, 1987 ALL TO ORDER PURPOSE OF PUBLIC HEARING CLOSED PUBLIC HEARING On October 19, 1987, the Harnett County Board of Commissioners held a public hearing concerning Local Option Sales Tax in the County Office Building, Lililngton, North CArolina with the following members present: Rudy Collins, Bill Shaw, Mack Reid Hudson, and CHairman Lloyd G. Stewart presidng. Commissioner Mayo Smith was absent. Others present were: Dallas H. Pope, County Manager; Glenn Johnson, County Attorney, and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the public hearing to order at 7:00 p.m. Glenn Johnson, County Attorney, explained the purpose of the public hearing was to hear citizens' comments in association with the Local Option Sales Tax.
