HARNETT COUNTY BOARD OF COMMISSIONERS' MEETING FOR
NORTHWEST WATER AND SEWER DISTRICT, AUGUST 3, 1987
The Harnett County Board of Commissioners sitting as the governing body of
Northwest Water and Sewer District met August 3, 1987, in the County Office
Building, Lillington, North Carolina, with the following members present:
Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G.
Stewart presiding. Others present were: Vanessa W. Young, Clerk to the
Board; Dallas H. Pope, County Manager; Glenn Johnson, County Attorney, and
Kay S. Blanchard, Recording Secretary.
CALL TO ORDER Chairman Stewart called the meeting to order at 9:00 a.m.
RESOLUTION RE John Phelps, Public Utilities Attorney, presented for consideration, a
APPLICATION FOR resolution regarding filing Application for Approval of Issuance of General
BONDS- NORTHWEST Obligation Bonds of the Northwest Water and Sewer District. Commissioner
W & S DISTRICT Collins made a motion to approve the resolution. Commissioner Smith seconded
the motion and it passed with a unanimous vote. The resolution is copied in
full at the end of these minutes dated August 3, 1987, as document No. 1.
ADJOURNMENT
DOCUMENT NO. 1.
Commissioner Smith made a motion for the public hearing on the Bond Referendum
to be held at 7:00 p.m. on August 31, 1987, at the Harnett County Office
Building, Lillington, North Carolina. Commissioner Collins seconded the
motion and it passed with a unanimous vote.
There being no further business, the Harnett County Board of Commissioners
sitting as the Governing Body of Northwest Water and Sewer District duly
adjourned at 9:10 a.m.

RESOLUTION REGARDING FILING APPLICATION FOR APPROVAL
OF ISSUANCE OF GENERAL OBLIGATION BONDS OF THE
NORTHWEST WATER AND SEWER DISTRICT OF HARNETT COUNTY
WHEREAS, the Harnett County Board of Commissioners sitting as the governing body of the Northwest
Water and Sewer District of Harnett County (hereinafter the "Board "), desires to provide a potable
public water supply system to portions of the newly created Northwest Water and Sewer District of
Harnett County (hereinafter "District "); and
WHEREAS, it is now necessary to obtain funding to pay the costs of construction of the proposed
system through the sale of general obligation bonds of the District; and
WHEREAS, the District intends to construct water distribution pipelines in portions of the Distric
where the number of users in a proposed area is of a sufficient number so as to make construction of
a water distribution pipeline in such area economically feasible; and
WHEREAS, the District's Consulting Engineers have carefully studied the District and have prepared
a construction Feasibility Report with total estimated costs of $2,450,000.00; and
WHEREAS, the Board recognizes that there have been numerous complaints from residents of the
District regarding contamination of wells due to radon gas and finds that the project is necessary
and expedient in order to provide potable and safe water to residents of the District, as well as
churches, places of business, a school and a rest home therein; and

WHEREAS, the Board desires to make application to the North Carolina Local Government Commission
for the approval of the issuance of general obligation bonds of the District in an amount not to exceed
$2,600,000.00; and
WHEREAS, said amount is adequate and not excessive for the proposal prepared, in that it is
sufficient to cover the estimated cost of construction of the water system and to cover any additional
increase in cost due to inflation; and
WHEREAS, the Board intends to construct the project without an increase in the property tax in the
District; and
WHEREAS, the estimated cost of water service for a user of the system as projected by the District'
Consulting Engineers is not excessive; and
WHEREAS, the Board intends to construct the system only in the event that the project is economical
feasible; and
WHEREAS, during the construction and upon completion of the construction of the system in the
District, the debt management policies and the budgetary and fiscal management policies of the District
shall be carried out in full compliance with the applicable law; and
WHEREAS, the Board desires to move forward with the application to seek approval of the above
mentioned general obligation bonds, and desires to hold a bond election regarding the same on November 3
1987.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS sitting as the governin
body of the Northwest Water and Sewer District of Harnett County that:
1. The District is hereby authorized and directed to file an application with the North Carolina
Local Government Commission seeking approval of the issuance of not more than $2,600,000.00 in general
obligation bonds of the District.
2. John M. Phelps, II, Harnett County Public Utilities Attorney, is designated as representative
of the District for the purpose of seeking the approval of the said bonds and is directed to file
application for approval of bonds and to employ bond counsel to represent the District in the authori-
zation and issuance of bonds.
Duly adopted this the 3rd day of August, 1987 upon motion made by Commissioner Collins, seconded
by Commissioner Smith, and passed by the following vote:
