RESOLUTION
The Harnett County Board of Commissioners met in regular session on Monday,
July 6, 1987, in the Commissioners' Board Room, Lillington, North Carolina,
with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson,
Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present included:
Vanessa W. Young, Clerk to the Board; Dallas H. Pope, County Manager; Glenn
Johnson, County Attorney, and Kay Blanchard, Recording Secretary.
Chairman Stewart called the meeting to order at 9:20 a.m.
Commissioner Smith led the morning prayer.
The minutes from the Board of Commissioners' meeting of June 15, 1987, and
Special meeting of June 26, 1987; were approved.
Larry Such, Assistant District Forester, and Charles Matthews, County Ranger,
with North Carolina Forest Resources, requested additional funds for the
County Forestry Program. The request was for $4,400 to help purchase a water
pumping truck. No action was taken by the Board.
Glenn Johnson, County Attorney, presented and read a Resolution to Implement
Occupancy and Tourism Development Tax in Averasboro Township. Commissioner
Smith made a motion to adopt the resolution. Commissioner Hudson seconded the
motion and it passed with a unanimous vote. The resolution is copied in full
at the end of these minutes dated July 6, 1987, as document No. 1.
CABLEVISION REPORT Terry Brown, General Manager with Southern Cablevision, reported on the progress
of the construction of. cablevision in the County.
BUILDING INSP. TO Dallas H. Pope, County Manager, reported to the Board that he had met with
TOWN OF ERWIN Richard Hicks, Town:Manager of Erwin, concerning building inspections as
requested by the Board at the last meeting. Mr. Pope requested that the Board
consider release from Harnett County to the Town of Erwin building inspection
authority inside Town corporate limits. Commissioner Hudson made a motion that
the Town of Erwin be allowed to provide building inspections inside the corporate
limits of the Town. Commissioner Smith seconded the motion and it passed with a
unanimous vote.
FINANCE OFFICER & Commissioner Collins made a motion that Vanessa W. Young be reappointed for
CLERK TO BOARD one year as Finance Officer and Clerk to the Board. Commissioner Hudson seconded
REAPPOINTED the motion and it passed with a unanimous vote. Mrs. Young ascribed to the
following oath administered by Chairman Stewart.

REAPPOINTMENTS TO
HEALTH BOARD
VOTING DELEGATE
FOR NCACC CONFER.

Henry Thompson, Health Department Director, requested that Lloyd G. Stewart
and Herman Lynch be reappointed to serve on the Health Board for a three -year
term of office. Commissioner Collins made a motion to reappoint Mr. Stewart
and Mr. Lynch to the Health Board. Commissioner Smith seconded the motion and
it passed with a unanimous vote.
Commissioner Smith made a motion to designate Commissioner Mack Reid Hudson
as voting delegate for Harnett County at the North Carolina Association of
County Commissioners Annual Conference in Charlotte on August 13 -16, 1987,
and Chairman Lloyd Stewart as alternate voting delegate. Commissioner Collins
seconded the motion and it passed with a unanimous vote.
AMBULANCE SERVICE Dan Gardner, Captain, Ambulance Service, filed a report with the Board for the
REPORT month of June and also a report for F.Y. 1986 -87. After a discussion regarding
delinquent accounts with the Ambulance Service, Commissioner Collins made a
motion for the Ambulance Service to mail two statements to the individuals who
use the Ambulance Service, and if there is no response, to then turn the
account over to the Tax Attorney for collection. Commissioner Hudson seconded
the motion and it passed with a unanimous vote.
TAX DEPT. REPORT Bobby Wicker, Tax Administrator, reported on the activities of the Tax Department
for the month of June and his plans for the month of July.
TAX REFUND FOR Bobby Wicker, Tax Administrator, requested a refund for John and Brenda Burgess,
JOHN & B. BURGESS Rt. 2, Box 280, Lillington, North Carolina, in the amount of $42.15. Property
located in Barbecue township was mistakenly charged in Benhaven Fire District.
Commissioner Collins made a motion to approve the tax refund. Commissioner Shaw
seconded the motion and it passed with a unanimous vote.

Glenn Johnson, County Attorney, presented a resolution concerning each contract.
Commissioner Smith made a motion to approve Resolution Accepting Bid of
Evans -Eller E Associates for Contract No. 1. Commissioner Hudson seconded the
motion and it passed with a unanimous vote. The resolution is copied in full
at the end of these minutes dated July 6, 1987, as document No. 2.
Commissioner Shaw made a motion to approve Resolution Accepting Bid of
Industrial Mechanical Services, Inc. for Contract No. 2. Commissioner Hudson
seconded the motion and it passed with a unanimous vote. The resolution is
copied in full at the end of these minutes dated July 6, 1987, as document No. 3.
Commissioner Hudson made a motion to approve Resolution Accepting Bid of Fisher
Tank Company for Contract No. 3. Commissioner Collins seconded the motion and
it passed with a unanimous vote. The resolution is copied in full at the end of
these minutes dated July 6, 1987, as document No. 4.
Commissioner Collins made a motion to approve Resolution Accepting Bid of
Ray Johnson Construction Company for Contract No. 4. Commissioner Shaw seconded
the motion and it passed with a unanimous vote. The resolution is copied in
full at the end of these minutes dated July 6, 1987, as document No. S.
Commissioner Smith made a motion to approve Resolution Accepting Bid of
Watson Electrical Construction Co. for Contract No. 5. Commissioner Shaw
seconded the motion and it passed with a unanimous vote. The resolution is

RONALD DARR ADDRESS- Dallas H. Pope, County Manager, introduced Ronald Darr, citizen from the
ED BOARD RE: Johnsonville area. Mr. Darr expressed concerns about developing chicken
CHICKEN INDUSTRIES industries in relation to facilities being constructed in the County. He
stated that zoning provisions are also necessary to protect adjacent property
owners in areas where facilities are being built for chicken operations.
ANNOUNCEMENT OF Dallas H. Pope, County Manager, announced that at 11:00 a.m. today in the
PRESENTATION OF County Assembly Room that a special presentation of a bronze cast of Harnett
BRONZE CAST OF County Seal would be made by the Harnett County 400th Anniversary Committee
COUNTY SEAL with reception immediately following.
ADJOURNMENT There being no further business, the Harnett County Board of Commissioners' meeting

DOCUMENT N0. 1.
RESOLUTION TO IMPLEMENT OCCUPANCY AND
TOURISM DEVELOPMENT TAX IN AVERASBORO TOWNSHIP
THAT WHEREAS, the General Assembly of the State of North
Carolina did, on the 5th day of May, 1987, . ratify legislation
entitled "An Act to Authorize the Levy of a Room Occupancy and
Tourism Development Tax in. Averasboro Township in Harnett
County "; and
WHEREAS, the Harnett County Board of Commissioners is
empowered under such act to, by resolution, after not less than
ten (10) days' public notice and after a public hearing held
pursuant thereto, levy a room occupancy tax in an amount not to
exceed three percent (3%) of the gross receipts derived from the
rental of any room, lodging or similar accommodation furnished by
a hotel, motel, inn, or similar place within Averasboro Township
that is subject to sales tax imposed by the State under G. S.
105 - 164.4(3), said tax to be in addition to any State or local
sales tax, but not to apply to accommodations furnished by non-
profit charitable, educational or religious institutions or
organizations; and
WHEREAS, public notice was given on June 24, 1987 as
required in the above referenced legislation and a public hearing
was held pursuant thereto on July 6, 1987, at 9:00 a.m., in the
Commissioners' Board Room, County Office Building, Lillington,
North Carolina, at which those in attendance were given a full
and ample opportunity to present their positions regarding the
proposed imposition of the above referenced tax; and
WHEREAS, the Board of Commissioners of the County of Harnett
has considered all information available to it, including the
information resulting from said public hearing, and has deter-
mined that said tax should be imposed as set forth in such
legislation;
THEREFORE, UPON MOTION DULY MADE, SECONDED AND ADOPTED, BE
IT RESOLVED by the Board of Commissioners of the County of
Harnett that a room occupancy and tourism development tax of
three percent (3%) as set forth in Chapter 142, House Bill 429,
which was ratified by the General Assembly of North Carolina on
May 5, 1987, shall be and same is hereby levied in Averasboro
Township, Harnett County, North Carolina, effective on the 1st
day of September, 1987, and the Averasboro Township Tourism
Development Authority is hereby established, as set forth and
authorized in said legislation.

THAT WHEREAS, the County of Harnett has heretofore solicited
bids in connection with construction of water and sewer facili-
ties on Highway 301 south of Dunn, North Carolina, to serve the
distribution center of Food Lion, Inc., said project having Job
No. E -871; and
WHEREAS, said bids were solicited pursuant to the require-
ments of the General Statutes of the State of North Carolina and
all bid solicitation requirements have been complied with; and
WHEREAS, numerous bids were received in response to such
solicitation of bids; and
WHEREAS, said bids were delivered to Davis - Martin - Powell &
Associates, Inc., Engineering, Land Planning and Surveying, 529
North Main Street, High Point, North Carolina, for evaluation on
behalf of the County of Harnett; and
WHEREAS, Davis - Martin - Powell & Associates, Inc. has provided
the County of Harnett with
bids, which evaluation and
its evaluation and summary of said
summary has been reviewed by the appro-
priate officials of the County of Harnett; and
WHEREAS, Davis - Martin - Powell & Associates, Inc. has recom-

NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board
of Commissioners, upon motion duly made, seconded and adopted,
that the bid of Evans -Eller & Associates in the amount of Four
Hundred Ninety -Two Thousand Dollars ($492,000.00) for CONTRACT
NO. 1-- General Construction of Wastewater Pumping Stations and
Fire Protection Facilities shall be and same is hereby accepted,
the contract for such shall be so awarded by the County of
Harnett, and the appropriate officials of the County of Harnett
shall be and they are hereby directed to notify Evans -Eller &
Associates of the acceptance of its bid as herein set forth and
to execute any appropriate contracts in connection therewith.

has reviewed the proposals submitted by all bidders and has con-
cluded that the above referenced contract should be awarded to
Industrial Mechanical Services, Inc.;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board
of Commissioners, upon motion duly made, seconded and adopted,
that the bid of Industrial Mechanical Services, Inc. in the
amount of One Hundred Fifteen Thousand Three Hundred Fifty
Dollars ($115,350.00) for CONTRACT NO. 2- -Steel Ground Storage
Reservoirs shall be and same is hereby accepted, the contract for
such shall be so awarded by the County of Harnett, and the
appropriate officials of the County of Harnett shall be and they
are hereby directed to notify Industrial Mechanical Services,
Inc. of the acceptance of its bid as herein set forth and to
execute any appropriate contracts in connection therewith.

by the County of Harnett; and
WHEREAS, the Harnett County Board of Commissioners, meeting
in regular session on thn 6th day of July, 1987, at 9:00 a.m.,
has reviewed the proposals submitted by all bidders and has con-
cluded that the above referenced contract should be awarded to
Fisher Tank Company;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board
of Commissioners, upon motion duly made, seconded and adopted,
that the bid of Fisher Tank Company in the amount of Twenty -Nine
Thousand Six Hundred Dollars ($29,600.00) for CONTRACT NO.
3-- Painting Ground Storage Reservoirs shall be and sane is hereby
accepted, the contract for such shall be so awarded by the County
of Harnett, and the appropriate officials of the County of
Harnett shall be and they are hereby directed to notify Fisher
Tank Company of the acceptance of its bid as herein set forth and
to execute any appropriate contracts in connection therewith.

ties on Highway 301 south of Dunn, North Carolina, to serve the
distribution center of Food Lion, Inc., said project having Job
No. E -871; and
WHEREAS, said bids were solicited pursuant to the require-

WHEREAS, the Harnett County Board of Commissioners, meeting
in regular session on the 6th day of July, 1987, at 9:00 a.m.,
has reviewed the proposals submitted by all bidders and has con-
cluded that the above referenced contract should be awarded to
Ray Johnson Construction Company;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board
of Commissioners, upon motion duly made, seconded and adopted,
that the bid of Ray Johnson Construction Company in the amount of
Three Hundred Fifty-Four Thousand Four Hundred Thirty -Six and
39/100 Dollars ($354,436.39) for CONTRACT NO. 4- -Water & Sewer
Line Work shall be and same is hereby accepted, the contract for
such shall be so awarded by the County of Harnett, and the
appropriate officials of the County of Harnett shall be and they
are hereby directed to notify Ray Johnson Construction Company of
the acceptance of its bid as herein set forth and to execute any
appropriate contracts in connection therewith.

distribution center of Food Lion, Inc., said project having Job
No. E -871; and
WHEREAS, said bids were solicited pursuant to the require-
ments of the General Statutes of the State of North Carolina and
all bid solicitation requirements have been complied with; and
WHEREAS, numerous bids were received in response to such
solicitation of bids; and

North Main Street, High Point, North Carolina, for evaluation on
behalf of the County of Harnett; and
WHEREAS, Davis - Martin - Powell & Associates, Inc. has provided
the County of Harnett with its evaluation and summary of said
bids, which evaluation and summary has been reviewed by the appro-
priate officials of the County of Harnett; and
WHEREAS, Davis - Martin - Powell & Associates, Inc. has recom-
mended acceptance of the lowest bid submitted; and
WHEREAS, the County of Harnett has determined that said
recommendation should be accepted and that Watson Electrical
Construction Co., Post Office Box 3105, Wilson, North Carolina
27893, has submitted the lowest bid for CONTRACT NO.
5 -- Electrical Construction which meets the bid requirements, and
that Watson Electrical Construction Co. is the lowest responsible
bidder for said contract taking into consideration quality,
performance and other requirements specified by the bid
solicitation process conducted by the County of Harnett; and
WHEREAS, the Harnett County Board of Commissioners, meeting
in regular session on the 6th day of July, 1987, at 9:00 a.m.,
has reviewed the proposals submitted by all bidders and has con-
cluded that the above referenced contract should be awarded to
Watson Electrical Construction Co.;
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board
of Commissioners, upon motion duly made, seconded and adopted,
that the bid of Watson Electrical Construction Co. in the amount
of Twenty Thousand Two Hundred Fifty -One Dollars ($20,251.00) for
CONTRACT NO. 5 -- Electrical Construction shall be and same is
hereby accepted, the contract for such shall be so awarded by the
County of Harnett, and the appropriate officials of the County of
Harnett shall be and they are hereby directed to notify Watson
Electrical Construction Co. of the acceptance of its bid as
herein set forth and to execute any appropriate contracts in
connection therewith.
