The Harnett County Board of Commissioners met in regular session on Monday, June 1, 1987, in the Commissioners Board Room, County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present included: Vanessa W. Young, Clerk to the Board; Dallas H. Pope, County Manager; Glenn Johnson, County Attorney, and Kay Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 9:10 a.m. Commissioner Bill Shaw led the morning prayer. Highway Maintenance Engineer, with the N. C. Department of Transportation, appeared before the Board to discuss road matters and situations in Harnett County. Tim Brown, representing the Coats Rescue Squad, requested the Board establish a tax district for the Coats Rescue Unit. The matter was referred to County Attorney, Glenn Johnson, who will bring the request back to the Board at the next meeting. Terry Brown, General Manager with Southern Cablevision, reported on the progres of the construction of cablevision in the County. Dallas H. Pope, County Manager, presented for approval, a one -year contract from Oscar Harris & Associates for performing F.Y. 1986 -87 audit including single audit requirements on Federal and State program funds. Commissioner Hudson made a motion to approve the contract. Commissioner Shaw seconded the motion and it passed with a unanimous vote. ELIGIBILITY SPECIALIST Jack Bryan, Director of Social Services, briefed the Board on an eligibility POSITION FOR HOSPITALS specialist position at Betsy Johnson Memorial Hospital and Good Hope Hospital. Mr. Bryan explained that the salary would be paid by funding from the hospitals and matching Federal funds. BUDGET ORDINANCE FOR HUD DEED TRANSFER FOR MAGNOLIA AVE. SCH. PROPERTY BUDGET AMENDMENT: SHERIFF'S BUDGET AMENDMENT: PUBLIC UTILITIES BUDGET AMENDMENT: PUBLIC UTILITIES BUDGET AMENDMENT: SOCIAL SERVICES Vanessa W. Young, Finance Officer, presented and explained a proposed Budget Ordinance for Housing and Urban Development (HUD). Commissioner Smith made a motion to adopt the Budget Ordinance. Commissioner Collins seconded the motion and it passed with a unanimous vote. The Ordinance is typed in full at the end of these minutes dated June 1, 1987, as Document No. 1. Glenn Johnson, County Attorney, presented a briefing concerning deed which transferred Magnolia Avenue School property to Harnett County from the Harnett County Board of Education. Further consideration for property use will be determined by the Board of Commissioners at a later date. Larry Knott, Operations Officer with the Sheriff's Department, requested the following budget amendment for the jail unit. 10 -5120 -002 10 -5120 -005 10 -5120 -006 10 -5120 -007 10 -5120 -054 10 -5120 -047 10- 3990 -000 Salaries & Wages 5,245. Increase Increase Increase Increase Increase Increase Increase Commissioner Collins made a motion to approve the budget amendment. Commission Smith seconded the motion and it passed with a unanimous vote. Rodney Tart, Director of Public Utilities, requested a budget amendment for the water fund to decrease line item 30- 8100 -120, Capital Reserve $9,000; and increase line item 30- 8100 -200, Contingency $9,000. The transfer of these monies is needed to cover debt service payment. Commissioner Smith made a motion to approve the budget amendment. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Rodney Tart, Director of Public Utilities, requested a budget amendment for the water fund to decrease line item 30- 8100 -019, Unemployment Benefits $3,000; and increase line item 30- 8100 -034, Chemicals $3,000. Commissioner Smith made a motion to approve the budget amendment. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Increase r 294 TAX DEPARTMENT TAX ATTORNEY'S REPORT ADJOURNMENT Commissioner Collins made a motion to approve the budget amendment. Commissioner Smith seconded the motion and it passed with a unanimous vote. Bobby Wicker, Tax Administrator, reported to the Board on the activities of the Tax Supervisor and Tax Collector's offices for the month of May and his plans for the month of June. Mr. Wicker also requested a tax refund for China P. (Alonzo) Williams, Rt. 1, Bunnlevel, N. C. - refund in the amount of $57,93. Thirty acre tract of land was listed as forty -six acres since 1959. By deed thirty acres in tract valued $14,230. Difference in value $5,570. Refund for 1984. Commissioner Smith made a motion to approve refund. HOUSING AND URBAN DEVELOPMENT PROGRAM BUDGET ORDINANCE BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina: Section 1. The following amounts are hereby appropriated for the fiscal year beginning July 1, 1986, and ending June 30, 1987, for the Harnett County Housing and Urban Development Program: Moderate Rehabilitation 233,162. Section 8 Existing 488,805. 721,967. Section 2. It is estimated that the following revenues will be available in the Housing and Urban Development Program for the fiscal year beginning July 1, 1986, and ending June 30, 1987: U. S. Dept. of Housing P, Urban Development 721,967. Section 3. The aforementioned budgets have been approved by the U. S. Department of Housing $ Urban Development, Greensboro, N. C. Their fiscal year is from January 1 through December 31. The U. S. Dept. of Housing & Urban Development has approved Harnett County to use the 1986 and 1987 budget and divide that figure in half as the County's fiscal year is from July 1 through June 30. 1
