HomeMy WebLinkAbout05181987 (2)288 HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, MAY 18, 1987 CALL TO ORDER PRAYER MINUTES APPROVED The Harentt County Board of Commissioners met in regular session on Monday, May 18, 1987, in the Commissioners Board Room, Lillington, North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd G. Stewart presiding. Others present included: Vanessa W. Young, Clerk to the Board; Dallas H. Pope, County Manager; Glenn Johnson, County Attorney, and Kay Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 7:15 p.m. Commissioner Collins led the evening prayer. The minutes from the Board of Commissioners meeting of May 4, 1987, were approved. Oscar Harris, C.P.A., a proposal to provide The Board tabled this appeared before the Board and presented for their consideration auditing services for the County for the fiscal year 1986 -87. matter until the next Commissioners meeting. SUBDIVISION PLAT Bill Strickland, Planning Office, presented for the Board's approval a subdivision TWIN OAK ESTATES plat for Twin Oak Estates, formerly White Branch Estates, located in Black River Township on SR 1440. Thomas F. Smith and Billy R. Surles are the owner /developers of the subdivision which consists of 25 lots. Commissioner Smith made a motion to approve the subdivision plat with the understanding that the Inspections Office will not issue a Certificate of Compliance until the road in the subdivision is paved. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Glenn Johnson, County Attorney, read and presented for approval a resolution acceptin the bid of Dunn Business Machines, Inc. for furniture for the new Law Enforcement Center. Commissioner Smith made a motion to adopt the resolution. Commissioner Collins seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes dated May 18, 1987, as document No. 1. BID ACCEPTED FOR FURNITURE FOR LAW ENF. CENTER BUDGET AMENDMENT Dallas H. Pope, County Manager, requested the following budget amendment for the REGISTER OF DEEDS Register of Deeds. Contracted Services 16,500. Capital Outlay- Equip. 4,600. Increase Decrease Increase Increase Decrease Commissioner Hudson made a motion to approve the budget amendment. Commissioner Collins seconded the motion and it passed with a unanimous vote. UDGET AMENDMENT Bobby Wicker, Tax Administrator, requested the following budget amendment for the AX DEPT. Tax Department. Increase Increase Increase Decrease Decrease Decrease Commissioner Smith made a motion to approve the budget amendment. Commissioner Collins seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested a budget amendment for the Landfill Depart- ment to increase line item 10- 6600 -045, Contracted Services $6,200. Commissioner Shaw made a motion to approve the budget amendment. Commissioner Collins seconded the motion and it passed with a unanimous vote. UDGET AMENDMENT Dallas H. Pope, County Manager, requested a budget amendment for the Library to IBRARY increase line item 10- 8100 -074, Capital Outlay, $2,000. The Town of Lillington appropriated this money for equipment for the new Library. The Library will use this appropriation to purchase a public access personal computer. Commissioner Collins made a motion to approve the budget amendment. Commissioner Smith seconded the motion and it passed with a unanimous vote. ROPOSED BUDGET Dallas H. Pope, Budget Officer, presented the proposed Harnett County F.Y. 1987 -88 OR F.Y. 1987 -88 Budget to the Board. Mr. Pope explained in detail a summary of the proposed budget and stated that the Board would not consider the adoption of the budget at this time. He explained that the General Statutes require that the budget, after its presentation is to lay open for public inspection in the Office of the Clerk to the Board for ten days; after which, a public hearing would be held on the proposed budget. After the public hearing, the Budget Ordinance will be presented to the Board for consideration. 28J 1 ADJOURNMENT Document No. 1 Dallas H. Pope, County Manager, read and presented for approval a resolution author- izing Dallas H. Pope to act as agent.for Harnett County concerning funds for Library construction. Commissioner Collins made a motion to adopt the resolution. Commis- sioner Smith seconded the motion and it passed with a unanimous vote. THAT WHEREAS, the County of Harnett has heretofore solicited bide in connection with office furniture and equipment to be acquired for use in the Harnett County Law Enforcement Center which is presently under construction; and WHEREAS, said bids were solicited pursuant to the General Statutes of the State of North Carolina and all bid solicitation requirements have been complied with by said County) and WHEREAS, three (3) bids were received by the County of Harnett in response to such solicitation of bids; and WHEREAS, said bids have been reviewed for sufficiency and adequacy by the County of Harnett) and WHEREAS, the County of Harnett has evaluated each bid sub- mitted; and WHEREAS, the County of Harnett has determined that Dunn Business Machines, Inc. has submitted the lowest bid and that said bid meets the bid requirements; and WHEREAS, Dunn Business Machines, Inc. is the lowest responsi- ble bidder, taking into consideration quality, performance and other requirements specified by the bid solicitation process con- ducted by the County of Harnett; and WHEREAS, the Harnett County Board of Commissioners, meeting in regular session on the 18th day of May, 1987, at 7100 p.m., has reviewed the proposals autmitted by all bidders and has con- cluded that the contract to provide certain office furniture and equipment for the above referenced Law Enforcement Center should be awarded to Dunn Business Machines, Inc. in accordance with its bid; 290 NOW, THEREFORE, BE IT RESOLVED by ~the Harnett County Board of Commissioners, upon motion duly made, seconded and adopted, that the bid of Dunn Business Machines, Inc. in the amount of Thirty —Seven Thousand One Hundred Six and 31/100 Dollars ($37,106.31) to. provide certain office furniture and equipment for the above referenced Law Enforcement Center shall be and same is hereby accepted, the contract for such office furniture and equipment shall be awarded by the County of Harnett to Dunn Business Machines, Inc., and the appropriate officials of the County of Harnett shall be and they are hereby directed to notify Dunn Business Machines, Inc. of the acceptance of its bid and execute any appropriate contracts and documents in connection therewith.
