1986 BOARD OF EQUALIZATION AND REVIEW
FIRST MEETING
SECOND MEETING
THIRD MEETING
The Harnett County Board of Equalization and Review held its first meeting
on April 28, 1986, from 10:00 a.m. to 12:00 noon in the Commissioners Room,
County Office Building, Lillington, North Carolina. The following
commissioners were present at the Board of Equalization and Review: Commissioner
Stewart, Collins, and Shaw. Others present were: Nina Phelps, Terry Wade, and
Bobby Wicker. Mrs. Young sworn in the commissioners present to act officially
on the Board of Equalization and Review.
Appearing before the Board of Equalization and Review were:
A. Thomas E. & Fay Joy, 8396 Discovery Dr., Walkesville, MD 21793
Questioned the Value of their House, which they thought was listed too
high. Listed as: Lot -- $5,390, Building -- $39,560 (New Home) for a
total of $44,950. The Board of Equalization and Review requested the
Tax Supervisor to review the value of property.
B. Allen & Sarah Murray, P. 0. Box 861, Fuquay - Varina, NC 27526
Questioned the value of the house on the property, which is an old house
and is not to be occupied. Property Listed as follows: 3.22 acres -- $4,500,
House -- $35,180 for a total of $39,680. The Board of Equalization and
Review requested the Tax Supervisor to review this request.
C. Margaret B. Jeter, 1102 Friendly Road., Dunn, NC 28334.
Question the appraised value established for improvements to their home.
After discussion, the matter was resolved. No further action is necessary.
D. Clarence Jeff and Jane Strickland, 100 Delano St., Dunn, NC 28334
Questioned the appraised value established for improvements to their home.
After discussion, the matter was resolved. No further action necessary.
The first meeting of the Board of Equalization and Review duly adjourned at
12:01 p.m.
The Second meeting of the Harnett County Board of Equalization and Review was
held on May 12, 1986, 10:00 a.m. to 12 Noon in the Commissioners Board Room,
County Office Building, Lillington, North Carolina, with the following
commissioners present: M. H. Brock, Rudy Collins, and Lloyd G. Stewart.
Mrs. Young sworn in Commissioner Borck to act officially on the Board of
Equalization and Review. Other present were Bobby Wicker.
The following report was offered to the Board in response to the first meeting
of the Board of Equalization and Review:
A. Thomas E. & Fay Joy. House and Lot was reviewed by Tax Department. Two
trips to the property were made by Bobby Wicker, but the property owners
were not at home. Mr. Wicker inspected the property and found the value
to be correct.
B. Allen & Sarah Murray. Request from the property owner was accurate and
an old house should be transferred with the 3.22 acres, not a new home.
The following persons appeared before the second Board of Equalization and
Review:
A. William and Savannah McNeill, P. 0. Box 162, Erwin, NC 28339.
Property owners questioned the value of their land and house, which they
felt was too high. The Board of Equalization and Review requested the
Tax Supervisor to review the property.
B. James & Elizabeth Grimes, P. 0. Box 298, Coats, NC 27521.
Questioned the transfer of a house which they felt was to the wrong property.
Board of Equalization and Review requested the Tax Supervisor to review the
value.
The third meeting of the Board of Equalization and Review was held on
May 19, 1986, 10:00 a.m. to 12:00 noon, in the Commissioners Room, County
Office Building, Lillington, North Carolina. Commissioners present for the
Board of Equalization and Review were: Commissioners Alphin, Stewart, Brock,
Others present were Bobby Wicker acting as Clerk.
Mrs. Young sworn in Commissioner Alphin to serve on the Board of Equalization
and Review.

The following report was offered to the Board on the second
meeting of the Board of Equalization and Review:
A. William & Savannah McNeill property was visited by Bobby Wicker
and Thomas Allen. Value of property was changed from $6,040 to
$5,840.
B. James & Elizabeth Grimes - -In the transfer of property with
other land transfers to Nelson Currin, a house on D. T. Grimes
heirs was placed on Grimes Property rather than Currin property.
Error corrected.
The following persons appeared before the third Board of Equalization
and Review:
A. Robert Henry Ross, Rt. One, Camerson, NC 28326
Mr. Ross informed the Board of Equalization and Review that his
house had burned and is living in the basement. He has placed
tin over the top of the basement for the roof and feels the
value of $8,000 is too high. The Board of Equalization and
Review instructed the Tax Supervisor to review this request.
The third and final meeting of the Board of Equalization and
Review adjourned at 12 noon.
Bobby Wicker reported to the Board at a later date that he had
visited and inspected the house of Robert Henry Ross in association
to the value of the home. The Tax Supervisor recommended an
adjustment to Mr. Ross' value. Mr. Ross is living in the basement,
part -time. Mr. Wicker recommended the value of the burned house at
$1,800, which is a reduction of $8,000 to $1,800 leaving a value of
the property as shown on the property card of $3,780, which includes
land, storage building, and remaining basement.
