DEPARTMENT OF TRANS- PORTATION. RESOLUTION ADDING ANDERSON CREEK ROAD The Harnett County Board of Commissioners met in regular session on Monday, February 2, 1987, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: Bill Shaw, Rudy Collins, Mack Reid Hudson, Mayo Smith, and Chairman Lloyd Stewart presiding. Dallas H. Pope, County Managerr; Vanessa W. Young, Clerk to the Board; Glenn Johnson, County Attorney; and Hollie J. Wade, Recording Secretary, were also present. Chairman Stewart called the meeting to order at 9:00 a.m. Commissioner Bill Shaw led the morning prayer. The minutes from the Harnett County Board of Commissioners meeting of January 19, 1987, were approved as read. Ray Stone, Highway Maintenance Engineer with the N. C. Department of Transportation, appeared before the Board to discuss road matters and situations in Harnett County. Commissioner Shaw moved for the adoption of the following resolution adding Anderson Creek Road to the State System for Maintenance; Commissioner Collins seconded the motion and it carried with a unanimous vote. HARNETT COUNTY, NORTH CAROLINA. RESOLUTION BE IT RESOLVED THAT THE HARNETT COUNTY BOARD OF COMMISSIONERS do hereby request the North Carolina Board of Transportation to add Anderson Creek Road, which is located off SR 2031 in Anderson Creek Township, to the State Secondary Road System for Maintenance. Duly adopted this the Second Day of February, 1987. ATTEST: i Vanessa W. Young, C1• k HARNETT COUNTY BOARD OF COMMISSIONERS Lldyd/G. Stewart, Chairman SR 1236 Pat McKee, appeared before the Board on behalf of the residents on SR 1236 and request this road be paved with any available funding the County might have. It was explained that roads in the County are paved out of Secondary Road Construction Funds allocated to the County's by the State. These funds are used to pave secondary roads in the County based upon a priority system established by the State. SR 1236 has the priority of 41. Ms. McKee stated that if there are no funds available to pave SR 1236, she would like to request that crush- and -run be placed on this road. The Board instructed Mr. Stone to service and place stone on SR 1236. SOUTHERN CABLEVISION PROGRESS REPORT JUVENILE TASK FORCE APPOINTMENTS SHERIFF'S DEPARTMENT ANDERSON CREEK SATELLITE STATION Terry Brown, General Manager with Southern Cablevision, appeared before the Board and reported on the progress of the constructidn of cable in the County. Commissioner Collins made a motion that effective December 15, 1986, Jane Smith, Fred Freeman, and Wanda Bethune be appointed to the Harnett County Juvenile Task Force for a two -year term and effective January 16, 1987, Mrs. Linda Stephens be reappointed to the Harnett County Juvenile Task Force for a two -year term; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Dallas H. Pope, County Manager, reported to the Board that in March, 1986, the County entered into an agreement with David L. Beckner and wife and Charles R. Wellons and wife, to lease office space and property for the operation of satellite station of the Harnett County Sheriff's Department in the Anderson Creek area. Mr. Pope explained that the lease agreement expires in March, 1987, and requested the authority to renegotiate the lease. Commissioner Hudson made a motion that the County Manager is hereby authorized to renegotiate a lease agreement with the Wellons and Beckners for the location of a satellite law enforcement unit in the Anderson Creek area; Commissioner Smith seconded the motion and it carried with a unanimous vote. 188 PROFESSIONAL SERVICES AGREEMENT - -COUNTY -WIDE SEWER STUDY., BUDGET AMENDMENT SPECIAL APPROPRIATIONS HAZARDOUS WASTE TREATMENT PLANT SITING Dallas Pope, presented to the Board for consideration a professional services, agreement with Black,an& Veatch, Inc'., to provide a county -wide study-of the wastewater needs in Harnett • County. Following a discussion,.Commissioner Smith made a motion-•that the professional services agreement. betweenHarnettrcounty . andBlack & Veatch, Inc., to provide.a. study of, the county -wide wastewater-needs in Harnett County be approved; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Commissioner Smith made a motion that funds be appropriated in the Special Appropriations Budget, Code 10- 8700 -144, in the amount of $48,500, to pay for the engineering services obtained from Black & Veatch, Inc., for the county -wide wastewater study; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Dallas H. Pope, County Manager, presented to the Board for their consideration a resolution concerning the identification of four sites in Harnett County which are considered suitable for a Hazardous Waste Treatment Plant. Following a discussion of the resolution, Commissioner Hudson made a motion that the following resolution be, approved; Commissioner Smith seconded the motion and it carried with a unanimous vote. HARNETT COUNTY, NORTH CAROLINA. RESOLUTION HARNETT COUNTY IDENTIFIED HAZARDOUS WASTE PLANT SITE WHEREAS, The North Carolina Hazardous Waste Treatment Commission has identified four sites in Harnett County which are considered „., .potentially suitable -for a Hazardous Waste Treatment Plant. The four sites are located in the Lillington and Buies -Creek areas of the County; it It and._ WHEREAS, an evaluation of the Hazardous Waste Treatment Commission Siting Study dated January, 1987, reveals that the four Harnett County site data sheets contain numerous assumptions and recorded data items when compared to the actual sites are incorrect as recorded. Site data sheet items which should be corrected, but not limited to the following items are: zoning, utilities, POTW availability, water availability, qualified fire department, institutions, geography, geology, water wells, and surface water; and WHEREAS, the memorandum dated September 15, 1986, subject "Siting Guidelines" to the members of the North Carolina Hazardous Waste Treatment Commission, which was used by the contractor in selecting hazardous waste plant sites was very broad and omitted major evaluation categories which should be used in selecting a plant site involving wastewater discharge, pollution, land use, clean industries, emergency services, water supply, university /schools /day care facilities, community /residential areas, and economic effect on the community; and WHEREAS, there are major negative economic impacts to the two communities in which the hazardous waste plant sites are being prepared. The current and proposed land use for Campbell University and the Town of 'Lillington communities is not compatible with a Hazardous Waste Plant. Any type of Hazardous Waste Plant in the Campbell University Community would create a disasterous economic impact on the University. The Town of Lillington and the community along the Cape Fear River does not meet the criteria or guidelines for siting a Hazardous Waste Plant in the geographic area. NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners expresses its concern that four Hazardous Waste Plant sites have been selected in Harnett County without the use of accurate site information and the use of detailed site guidelines. BE IT FURTHER RESOLVED that the Harnett County Board of Commissioners request the North Carolina Hazardous Waste Treatment Commission reevaluate the four Harnett County sites using accurate site data with expanded detailed site guidelines. BE IT FURTHER RESOLVED.that -the Harnett County Board of Commissioners offers its full support to the North Carolina Hazardous Waste Treatment Commission in its efforts to locate and evaluate Hazardous Waste sites in Harnett County. 189 1 SHERIFF'S DEPARTMENT ORGANIZATIONAL CHART FOR JAIL OPERATIONS BUDGET AMENDMENT SHERIFF'S DEPARTMENT JAIL OPERATIONS BUDGET AMENDMENT ATA PROCESSING EPORT AX DEPARTMENT TAX DEPARTMENT REPORT ON MAIL -OUT LISTING TAX ATTORNEY BE IT FURTHER RESOLVED that the Harnett County Board of Commissioners offers its full support to the North Carolina Hazardous Waste Treatment Commission in its efforts to locate and evaluate Hazardous Waste sites in Harnett County. Stewart, Chairman Vanessa W '7 Y.e_o `-t4wr6 Young, Clerk Larry Knott, Chief of Administration with the Harnett County Sheriff's Department, presented to the Board a proposed organizational chart for the jail operations of the new Law Enforcement Center. Following a discussion, the Board accepted the Chart as presented by Mr. Knott. Larry Knott, Chief of Administration, explained that the operations of the new jail facility would required the employment of female matrons as well as additional male jailors. He stated that a jailer must be fully certified before he can supervise the operations of a jail facility. In order for an individual to become certified as a jailor, he must complete the required course work and on- the -job experience. Mr. Knott stated that the Justice Academy in Salemburg will be offering a jailor's school in March and requested the Board to amend the Harnett County Jail budget by $27,369 which would provide the funding to employ four jailors to attend the school in Salemburg and complete their on- the -job training in order to be fully certified by the time the new law enforcement facility is completed. Following a discussion, Commissioner Smith made a motion that the following budget amendment be approved; Commissioner Collins seconded the motion and it carried with a unanimous vote: Code 10 -5120 -002, Salaries & Wages, Increase by $23,132. Code 10 -5120 -005, FICA, Increase by $1,654. Code 10 -5120 -006, Group Insurance, Increase by $284. Code 10 -5120 -007, Retirement Expense, Increase by $1,721. Code 10 -5120 -008, Workmen's Compensation, Increase by $346. Code 10 -5120 -054, Insurance & Bonds, Increase by $232. Bobby Wicker, Tax Administrator, requested the Data Processing Budget, Code 10- 4450 -014, Travel & Meetings, be increased by $2,000 and Code 10- 4450 -012, Printing & Beinding be decreased by $2,000. He explained that the funds appropriated in Travel & Meeting would be used by the Supervisor of the Data Processing Office to attend a week long training seminar on the Hewlett Packard Computer System. Commissioner Hudson made a motion that the budget amendment as requested by Mr. Wicker be approved; Commissioner Smith seconded the motion and it carried with a unanimous vote. Bobby Wicker, Tax Administrator, reported to the Board on the activities of the Tax Supervisor's Office and Tax Collector's office for the month of January and his plans for the month of February. Mr. Wicker also reported to the County Commissioners the total unpaid 1986 taxes that are liens on real property. The Board questioned Mr. Wicker concerning the response received from the public in regards to the mail -out tax listing notices. Following a discussion, Commissioner Smith made a motion that the deadline for returning the tax listing notices be extended through February 15, 1987, since this was the first year with mail -out notices; Commissioner Shaw seconded the motion and it carried with a unanimous vote. Marshall Woodall, Tax Attorney, filed with the Board a copy of his report on tax suits commenced, tax suits dismissed, and other related services of the Tax Attorney's office for the month of January, 1987. SHERIFF'S DEPARTMENT Larry Knott, Chief of Administration, reported on the activities of the REPORT Sheriff's Department for the month of January, 1987. 190 HEALTH DEPARTMENT REQUEST FOR EDUCATIONAL LEAVE WITH PAY FOR NURSE PRACTITIONER POSITION HEALTH DEPARTMENT EMPLOYEE AUTHORIZED TO BE PLACED ON LEAVE WITHOUT PAY TO ATTEND SCHOOL HEALTH DEPARTMENT EMPLOYEE'S EXPENSES TO ATTEND SCHOOL TO BE PAID BY COUNTY BUDGET AMENDMENT PUBLIC UTILITIES SUBDIVISION PLAT LAKE POINTE SUBDIVISION MEETING_ ADJOURNED Mr. Henry Thompson, Director of Health Services, appeared before the Board and informed the Commissioners that the Harnett County Health Department has been awarded one of the two traineeships allotted to North Carolina for a OB /GYN Nurse Practitioner School at Emory University School of Medicine in Atlanta. He explained that this school is scheduled to being February 16 and end June 12, 1987 and request that the County allow Mrs. Marinda Earp, a Public Health Nurse with the County Health Department, to attend this school at her full salary with expenses paid. Mr. Thompson explained that Mrs. Earp's salary and expenses would be largely paid by Federal and State Funds and that the County's portion of her salary would not exceed $700 and $1,500 was committed by the Family Planning Program toward Mrs. Earp's living expenses while at Emory University. Mr. Thompson stated that the Count Health, Department currently has one Nurse Practitioner, Mrs. Louise Lloyd, who is planning to retire this year; and the County Health Department would like to have Mrs. Earp trained so she would be able to practice in the Family Planning Program as well as in the Maternal Health Prenatal Clinic. Mr. Thompson continued to explained that efforts have been made for more than a year to recruit a nurse practitioner for the Child Health Program and they have not been successful. He, therefore, feel that there would be little chance of recruiting a trained nurse practitioner to fill the vacancy created by Mrs. Lloyd's retirement. Without a nurse practitioner in the Family Planning Program and the Maternal Health Program, these programs would be in jeopardy. He reported that these two programs will provide to Harnett County $153,798 in State and. Federal funds this year. Mr. Thompson continued to explain that the reason he is coming before the Board with this request was because the County's Personnel Policies do not permit an employee of the County to receive part or full compensation for their salary while attending school. He requested that because the Family Planning and Maternal Health Program cannot continue without a Nurse Practitioner and because State and Federal Funds will support Mrs. Earp''s salary with the exception of $700, the Board of Commissioners deviate from the Personnel Ordinance and allow Mrs. Earp to receive full salary while attending Emory-University to complete her training as a Nurse Practitioner.. Following a full discussion, Commissioner Collins made a. motion that the County not deviate from the County's personnel policy;,Commissioner Hudson seconded the motion and it passed upon the following vote: Ayes: 4 Noes: 1 Absent: 0 Abstained: 0 Commissioner Shaw made a motion that the County allow Mrs. Earp to be placed on leave without pay status in order to attend the OB /GYN Nurse Practitioner School at Emory University; Commissioner Hudson seconded the motion and it carried with: a unanimous vote. Commissioner Hudson made a motion that Mrs. Earps' expenses be paid in the amount not t'o exceed $3,000 while attending the Nurse Practitioner School at Emory University; Commissioner Shaw seconded the motion and i carried with a unanimous vote. Rodney Tart, Director of Public Utilities, appeared before the Board an requested that $20,000 be transferred from the Sewer General Fund into the Buies Creek -Coats Wastewater District Construction Account in order to pay for the cost incurred for the modications required at the Treatment Facility for the necessary improvements for an odor control system. He explained that the odor problem is paramount and this problem needs to be resolved as quickly as possible. Following a discussion, Commissioner Smith made a motion that Code 34- 4100 -080, Contingency, be increased by $20,000; and Code 32- 8300 -199, Transfer to Sewer Construction be increased by $20,000; Commissioner Hudson seconde the motion and it carried with a unanimous vote. Ervin, Dobson, Director of Planning, presented to the Board for consideration a plat for, Lake Pointe Subdivision in the Duncan area. Following ,a discussion, Collins made a motion that it be approved; Commissioner Shaw seconded the motion and it carried with a unanimous vote..
