SURPLUS SALE The Harnett County Board of Commissioners met in regular session on Monday, September 15, 1986, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: Lloyd G. Stewart, Bill Shaw, Rudy Collins, Mack R. Hudson, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board; Dallas H. Pope, County Manager; John Phelps representing the County Attorney's Office; and Hollie J. Wade, Recording Secretary, were also present. Chairman Jesse Alphin called the meeting to order at 7:15 p.m. Commissioner Bill Shaw led the evening prayer. The minutes from the Harnett County Board of Commissioners meeting of September 2, 1986, were approved. Chairman Jesse Alphin announced that as was duly advertised, the bids for the Riverside Community Development Project would now be received and publicly opened. Mr. Alphin asked Dallas Pope, the County Manager, to open the sealed bids and publicly read the bid submitted by each of the contractors. Mr. Pope opened the bids, which were read and recorded as follows: 1. James A. Dobbins Company, P. 0. Box 64278, Fayetteville, NC 28306, in the amount of $230,893.54. 2. Blue Construction Company, P. 0. Box 1090, Sanford, NC 27330, in the amount of $265,601. 3. Frank Horn Construction Company, P. 0. Drawer 338, Fair Buff, NC 28439, in the amount of $276,139.20. 4. Freedom Construction, Inc. P. 0. Box 618, Dunn, NC 28334, in the amount of $297,518,50 5. Kinsey Contracting Company, P. 0. Drawer 1537, Dunn, NC 28334, in the amount of $297,847. Commissioner Shaw made a motion that the County Manager and Ragsdale Consultants, the project engineer, review the bids to determine the succussful low bidder and that the Chairman of the Board is hereby authorized to execute the Notice of Award to the successful low bidder based on this determination; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Leonore Tuck appeared before the Board on behalf of the Greater Buies Creek Association and informed the Board that since May the Association has been involved in a project to name the streets and roads in the Buses Creek area. On August 9, 1986, the Association approved the official name of each street, road, and highway within the boundaries of the Association and now would like for the Board of Commissioners to consider the adoption of a resolution to proceed with the necessary procedures in order to name these roads. Following a discussion, it was the decision of the Board for this request to be forwarded to the Planning Board to ensure that this proposal is consistent with the County's overall plan to name all the roads within Harnett County. David Markle with the Fuquay-Varina Fire Department appeared before the Board and explained that the Fuquay- Varina Fire Department presently provides services to the residents in the northwest part of Harnett County and does not receive any funding for this service. He explained that Fuquay - Varina would like for Harnett County to consider establishing a special tax district for this area or appropriate funding in their budget for Fuquay - Varina Fire Department to provide this service. Mr. Markle emphasized that the Fire Department would continue to provide this service but would like to receive compensation for their expenses. A full discussion followed this request. Commissioner Collins made a motion that Henry Johnson, Emergency Management Coordinator, work with Mr. Markle concerning this request; Commissioner Shaw seconded the motion and it carried with a unanimous vote. Dallas H. Pope, County Manager, presented to the Board a letter from Angier -Black River Emergency Ambulance & Rescue, Inc., requesting permission to have some of their equipment sold at the County's auction which is to be held on October 4, 1986. Following a discussion, Commissioner Collins made a motion that this request be approved; Commissioner Shaw seconded the motion and it carried with a unanimous vote. 123 TRANSPORTATION ADV. BOARD SURPLUS SALE Commissioner Stewart made a motion that the following resolution as presented by the County Manager establishing a new Transportation Advisory Committee be approved; Commissioner Hudson seconded the motion and it carried with a unanimous vote: HARNETT COUNTY, NORTH CAROLINA. RESOLUTION BE IT RESOLVED THAT THE HARNETT COUNTY BOARD OF COMMISSIONERS DO HEREBY: 1. Establish a new Harnett County Transportation Advisory Committee. 2. The members of the newly established Transportation Advisory Committee shall be as follows: Jack Bryan as Chairman, representing Social Services May Marshbanks as Vice - Chairman, representing Council on Aging Phyllis Clayton, representing Harnett Production Enterprises Harrington Morrison, representing Board of Education Harry Larche, representing Association of Retarded Citizens Henry Thompson, representing the Health Department Margaret Murchison, representing Henly- Roberts Day Care Bill Shaw, representing the Harnett County Board of Commissioners Jim Wade, representing Vocational Rehabilitation Jerry Blanchard, representing County Transportation Office Mansfield Elmore, representing Lee-Harnett Mental Health Wayne Faircloth, representing Harnett County Department of Human Resources Alice Powell, representing Parks and Recreation Department Sue Gooden, representing 4H Margaret Randall, representing Library Program Gerald Smith, representing Youth Services George Fitzpatrick, representing rural medical clinics 3. Young, Clerk Commissioner Shaw made a motion that the following resolution authorizing the County Surplus Sale to be held on October 4, 1986, be approved; Commissioner Stewart seconded the motion and it carried with a unanimous vote: HARNETT COUNTY, NORTH CAROLINA. RESOLUTION THAT, WHEREAS, the property listed below has a value less than $5,000; and WHEREAS, G. S. 160A -266 and G. S. 160- 270(b) permits the sale of personal property at public auction upon expiration of ten days after publication of the resolution authorizing the sale. 124 BUDGET AMENDMENT AMBULANCE SERVICE AMBULANCE REPORT NOW, THEREFORE; BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT: A. The following described property be and it is hereby declared surplus property; and B. Dallas H. Young, Clerk Commissioner Collins made a motion that the Ambulance Budget, Code 10 -5400 -074, Capital Outlay, be increased by $29,000 to purchase a new ambulance; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Dan Gardner, Captain of the Harnett County Ambulance, presented a report to the Board on the activities of the Ambulance Service for the month of August, 1986. 125 BUDGET AMENDMENT- -HUD RIVERSIDE C.D. PROJECT ADJOURNMENT Dallas Pope, County Manager, appeared before the Board and requested a budget amendment to the HUD Department for the purpose of employing a person to train the new accounting technician recently employed for the HUD office. Commissioner Collins made a motion that the HUD Budget, Code 10- 7500 -003, Salaries & Wages be increased by $600.00 and Code 10- 7500 -005, FICA Tax Expense be increased by $43.00; Commissioner Hudson seconded the motion and it carried with a unanimous vote. Dallas H. Pope, County Manager, presented for the Board's consideration a resolution concerning the County acquiring the necessary real property, rights of way and easements for the Riverside Community Development Block Grant Program. Following a discussion, Commissioner Hudson moved for the adoptoin of the following resolution; Commissioner Shaw seconded the motion and it passed with a unanimous vote. HARNETT COUNTY, NORTH CAROLINA. RESOLUTION WHEREAS, Harnett County has applied for and received a Community Development Block Grant from the North Carolina Department of Natural Resources and Community Development; and WHEREAS, the basic purpose of this grant is to revitalize the Riverside Community through the construction of a water system; and WHEREAS, it will be necessary to acquire real property, easements, and rights of way in order to carry out the grant activities; and WHEREAS, the acquisition of real property, easements, and rights of way is an eligible activity under the rules and regulations regarding the Community Development Block Grant Program as administered by the State of North Carolina: NOW, THEREFORE, BE IT RESOLVED, that Harnett County will acquire the necessary real property, rights of way, and easements required to install adequate public facilities such as the construction of water lines and any such other public facilities outlined in Section .0301 of the North Carolina Community Development Block Grants Program Regulation (15 NCAC BL) in Harnett County's CDBG -CR Riverside Project. The County Manager will be authorized to offer compensation based on a fair market appraisal to the owner or owners of any real properties, rights of way, and easements, that must be acquired for the project, provided the compensation does not exceed two thousand dollars ($2,000) for each parcel. If the required compensation exceeds $2,000 then the offer shall be made by the Board of Commissioners of Harnett County by resolution. Harnett County cites as its authority to carry out these acquisition activities, North Carolina General Statutes. Duly adopted this the Fifteenth Day of September, 1986.
