HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, SEPTEMBER 2, 1986

The Harnett County Board of Commissioners met in regular session on Tuesday, September
2, 1986, in the Commissioners Room, County Office Building, Lillington, North Carolina
with the following members present: Lloyd G. Stewart, Bill Shaw, Rudy Collins, Mack
Reid Hudson, and Chairman Jesse Alphin presiding. Dallas H. Pope, County Manager;
Vanessa W. Young, Clerk to the Board; Bob Jones, representing the County Attorney's
Office; and Hollie J. Wade, Recording Secretary, were also present.
CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 9:20 a.m.
PRAYER Commissioner Mack Reid Hudson led the morning prayer.
MINUTES APPROVED The minutes from the Harnett County Board of Commissioners meeting of August 18, 1986,
were approved as read.
DOT
Ray Stone, Highway Maintenance Engineer with the North Carolina Department of Trans-
portation, appeared before the Board to discuss road matters and situations in Harnett
County. Mr. Stone informed the Board that the County has received an additional
allocation of Secondary Road Construction funds in the amount of $71,313 which will be
used as follows: 15% Stabilization -- $11,000; 20% to widen pavement from 18' to 22' on
SR 1502 from Angier City Line to Wake County Line -- $14,000; and Partially fund SR 1504
to grade, drain, base and pave -- $45,313. SR 1504 is the next road on the secondary
road priority list for paving.
RESOLUTION RE: Attorney John M. Phelps presented to the Board for consideration a resolution regard -
WILDLILE OFFICERS ing power of arrest for wildlife enforcement officers under N. C. General Statute
14 -399. Following a discussion, Commissoner Stewart made a motion that the following
resolution be approved; Commissioner Collins seconded the motion and it carried with
a unanimous vote:

RESOLUTION REGARDING POWER OF ARREST
FOR WILDLIFE ENFORCEMENT OFFICERS
UNDER N.C. GEN. STAT. 14 -399
WHEREAS, N.C. Gen. Stat. 14 -399 makes littering a crime within North Carolina,
and provides penalties for violations thereof; and
WHEREAS, Wildlife Enforcement Officers do not generally have arrest authority for
violations of this statute except by local modification; and
WHEREAS, in Harnett County, Wildlife Enforcement Officers do not have such
arrest authority and the Harnett County Board of Commissioners recommends that Harnett
County Wildlife Enforcement Officers have such authority.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS THAT:
1. The Board recommends that a local modification be passed into law by the
North Carolina General Assembly providing that Harnett County Wildlife Enforcement
Officers be given arrest authority under N.C. Gen. Stat. 14 -399.
2. A copy of this Resolution be mailed to the members of the General Assembly
representing Harnett County.

John M. Phelps, attorney, presented for the Board's consideration a resolution
authorizing the County Manager to pursue the attainment of the financing and funding
for the construction of the West Central Water and Sewer District of Harnett County.
Following a discussion, Commissioner Stewart moved for the adoption of the following
resolution; Commissioner Collins seconded the motion and it carried with a unanimous
vote:

RESOLUTION REGARDING FINANCING FOR
THE WEST CENTRAL WATER AND SEWER DISTRICT
OF HARNETT COUNTY
WHEREAS, the Harnett County Board of Commissioners, (hereinafter the Board)
created the West Central Water and Sewer District of Harnett County at its meeting
on July 21, 1986; and
WHEREAS, the Board desires to provide a potable public water supply system to
portions of said District, where feasible therein; and
WHEREAS, it is now necessary to pursue the attainment of the financing and
funding for the costs of construction of said system; and
WHEREAS, the Board desires to grant authority to the County Manager to pursue
such financing and funding.
NOW, THEREFORE, be it resolved by the Harnett County Board of Commissioners,
sitting as the governing body of the West Central Water and Sewer District of Harnett
County, that:
The Harnett County Manager is hereby authorized and directed to take such action
as necessary to pursue the attainment of the financing and funding of the costs of
the disired water supply system described above.
Duly adopted this 2nd day of September, 1986.

EMS WEEK Dan Gardner, Captain of the Harnett County Ambulance Service presented a proclamation
PROCLAIMED designating the week of September 21 -27, 1986, as Emergency Medical Services Week in
Harnett County. Commissioner Collins moved for the adoption of the following
proclamation; Commissioner Hudson seconded the motion and it carried with a unanimous
vote:
NORTH CAROLINA,
HARNETT COUNTY.
RESOLUTION
North Carolina has developed one of the finest Emergency Medical Services (EMS)
programs in the nation since it was created by the General Assembly in 1973. The
progress and growth of EMS has resulted in better equipped and designed ambulances,
improved personnel training, more efficient emergency departments, and simplified
public access.
All North Carolinians can be proud of our emergency medical system which provide
life- saving treatment and care 24 hours a day. This is made possible by the dedi-
cated team effort of emergency medical technicians, paramedics, emergency department
physicians and nurses who received specialized training to respond quickly and effi-
ciently to emergencies.
Thousands of citizens volunteer their time to provide this invaluable service.
In addition, many North Carolinians have been trained in cardiopulmonary resuscitatio
(CPR) in order to help others during a medical emergency. To recognize and honor
this dedication and service, we set aside a special period to observe this great
contribution to our people and state.
Now, Therefore, we the Harnett County Board of Commissioners, do hereby proclaim
the period beginning September 21 through September 27, 1986, as "Emergency Medical
Services Week" in Harnett County, and dedicate this observance to those individuals
whose tireless and selfless efforts provide critical lifesaving medical care to our
citizens.
IN WITNESS WHEREOF, I have hereunto set my hand and affixed the Seal of the

MONITORING WELLS Dallas H. Pope, County Manager, appeared before the Board and explained that since
AT DUNN -ERWIN approval of an agreeemnt by the Board of Commissioners at its meeting of August 4,
LANDFILL 1986, with Froehling and Robertson, Inc., to provide geotechnical services for the
Dunn -Erwin Landfill project; the County has been notified that the Division of Health
Services is requiring that two additional monitoring wells are to be constructed at
the the Dunn -Erwin landfill site. Mr. Pope explained that Froehling and Robertson
has submitted a proposal of $1,640 for the costs to cover the installation of the two
additional monitoring wells. Following a discussion, Commissioner Shaw made a motion
that the proposal from Froehling and Robertson, Inc., in the amount of $1,640 for
additional geotechnical services on the Dunn -Erwin Landfill project be approved;
Commissioner Stewart seconded the motion and it carried with a unanimous vote.

Commissioner Hudson made a motion that Delmon Williamson be reappointed to the Harnett
County Development Commission for a two year term; Commissioner Collins seconded the
motion and it carried with a unanimous vote.
Dallas H. Pope, County Manager, appeared before the Board and requested a budget
amendment for the Youth Services program. Mr. Pope explained that the Youth Services
program was awarded a Federal grant in the amount of $12,000 to establish a juvenile
restitution program in Harnett County. Commissioner Stewart made a motion that the
Youth Services Budget be amended as follows; Commissioner Shaw seconded the motion
and it carried with a unanimous vote:

Bobby Wicker, Tax Administrator, appeared before the Board and requested the following
budget amendment to the Tax Department concerning the operations of this office:
Code 10- 4550 -003, Salaries F, Wages -- Parttime, Decrease by $13,418
Code 10- 4550 -037, N.C. Sales Tax, Increase by $3,867
Code 10- 4550 -039, County Sales Tax, Increase by $1,933
Code 10- 4550 -045, Contracted Services, Decrease by $27,582
Code 10- 4550 -074, Capital Outlay -- Equipment, Increase by $41,000
County Manager Dallas H. Pope requested the following budget amendment for the Sher-
iff's Department. Mr. Pope explained to the Board that in last fiscal year the
Sheriff's Department received revenue from the sale of property involved in a drug
case, with the stipulation that these funds be used to purchase only capital outlay
items. The receipt of these funds were approved by the Board of Commissioners in
last year's fiscal budget and purchase orders were issued. These purchase orders
remained outstanding in F.Y. 1985 -86; therefore, funds need to be carried forward
into F.Y. 1986 -87 in order to cover these expenses. Commissioner Collins made a
motion that Code 10 -5100 -074, Capital Outlay, be increased by $36,200; Commissioner
Hudson seconded the motion and it carried with a unanimous vote.
TAX OFFICE REPORT Bobby Wicker, Tax Administrator, appeared before the Board and reported on the activi-
ties of the Tax Collections office for the month of August, 1986.

CHARGED OFF
Bobby Wicker requested a Tax Refund to William McKay Johnston, P. 0. Box 1135,
Lillington, NC 27546, in the amount of $96.57 for a Century boat and trailer valued
at $10,850 which was listed in Harnett County in 1985 and according to applicable
general statutes it should not have been listed in Harnett County. The boat and
trailer are located in New Hanover County, were listed there, and taxes appropriately
paid to that County. Following a discussion, Commissioner Collins made a motion that
the tax refund to William McKay Johnston, in the amount of $96.57 be approved;
Commissioner Hudson seconded the motion and it carried with a unanimous vote.
Vanessa W. Young, Finance Officer, appeared before the Board and presented to the
Commissioners the list of taxes to be charged off for 1975. Following a full discus-
sion, Commissioner Collins made a motion that the list of taxes to be charged off for
1975 be accepted and approved with the stipulation that additional efforts be made
to collect the taxes from some of the property owners listed; Commissioner Hudson
seconded the motion and it carried with a unanimous vote.
PLAT FOR HOMESTEAD Ervin Dobson, County Planner, presented for the Board's consideration a plat for
SUBDIVISION Homestead Subdivision located on SR 1532, in Black River Township. Commissioner
Shaw made a motion that this Subdivision Plat be approved; Commissioner Stewart
seconded the motion and it carried with a unanimous vote.

Mr. Dobson also presented for consideration a plat for Spring.Meadow Acres Subdivi-
sion, located on SR 1428; in Hector's Creek Township. Commissioner Collins made a
motion that this subdivision plat be approved; Commissioner Shaw seconded the motion
and it carried with a unanimous vote.
Ervin Dobson, County Planner, briefed the Board on the land use /zoning program under-
way in the County. Commissioner Collins addressed Mr. Dobson concerning the appoint-
ment of two additional persons to serve on the Planning Board and concerning the
monitoring of the mobile home parks in the County to ensure they are in compliande
with the County Mobile Home Park Ordinance. Mr. Dobson explained that Billy Ray
Strickland has been assigned the duty of monitoring the parks. He also stated that
the Planning Board has not made the additional appointments to its Board. Commis-
sioners Shaw and Collins stated that they have recommended two individuals to serve
on the Planning Board; and the Board of Commissioners have been working on this
matter for several months. They indicated they would like'to see the Planning Office
proceed with these appointments in order that the two new mambers appointed to the
Planning Board can work with the land use /zoning project upon its inception. The
Commissioners requested that Mr. Dobson report on this matter to the Board at its
mid -month meeting.
Ted Crane with Southern Cablevision appeared before the Board and presented a progres
report on the mapping and construction of cable in Harnett County. He also introduce
to the Board the new manager of Southern Cablevision in Harnett County - -Ms. Terry
Brown.
Commissioner Collins made a motion that the Board adjourn into executive session to
discuss the Custer Suit involving the County's jail facilities; Commissioner Shaw
seconded the motion and it carried with a unanimous vote.
Chairman Jesse Alphin reconvened the regular meeting of the Board of Commissioners
at 11:30 a.m.
