The Harnett County Board of Commissioners meet in special session on Monday,
August 11, 1986, in the Commissioners Room, County Office Building, Lillington,
North Carolina, with the following members present: Lloyd G. Stewart, Bill
Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Others present
were: Dallas H. Pope, County Manager; Vanessa W. Young, Clerk to the
Board; and Rollie J. Wade, Recording Secretary.
Chairman Jesse Alphin called the meeting to order at 9:48 a.m.
Commissioner Rudy Collins led the morning prayer.
Dallas H. Pope, County Manager, presented for the Board's consideration the
following resolution proclaiming the name of the new Harnett County Law
Enforcement Center to be "The M. H. 'Jack' Brock Law Enforcement Center ":
HARNETT COUNTY,
NORTH CAROLINA.
PROCLAMATION
WHEREAS, Marion Holt "Jack" Brock has served Harnett County as a Commis-
sioner for twenty -three years and County Manager for fifteen years passed away
on the Third of July, 1986; and
WHEREAS, Jack Brock was a strong and efficient manager and had earned
the reputation as being one of the finest, most efficient, most progressive
officials in the history of Harnett County; and
WHEREAS, no individual has so greatly affected the development of Harnett
County as has Jack Brock. Through his wise leadership and guidance Harnett
County has witnessed one of its greatest eras of growth and has soundly develop-
ed numerous progressive programs and projects: including three consolidated
high schools, the County Airport, the Metropolitan Water District, the Buies
Creek -Coats Wastewater District, a solid waste disposal system, an industrial
training center, fire and rescue districts, medical centers, new office
facilities, and other projects; and
WHEREAS, his imaginative and innovative leadership brought to reality
the week of his death the acquisition of a modern law enforcement center
for the County; and
WHEREAS, it is only fitting that Harnett County, which he greatly
loved, memoralize in a lasting and proper manner this renowned leader and
distinguished official, who has probably contributed more than any other
individual to the improvement of this County.
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commis-
sioners do hereby dedicate the Harnett County Law Enforcement Center as a
memorial to M. H. "Jack" Brock and appropriately proclaim the name of this
Center to be the M. H. "Jack" Brock Law Enforcement Center.
Duly adopted in special session this the Eleventh Day of August, Nineteen
Hundred and Eighty -Six.

Following the presentation of the foregoing proclamation, Commissioner Stewart
moved for its passage, Commissioner Shaw seconded the motion and it carried
with a unanimous vote.
Chairman Alphin announced that the groundbreaking of the Law Enforcement
Center will be held at 10:00 a.m. at the site of the proposed center.
There being no further business, the Harnett County Board of Commissioners
special meeting of August 11, 1986, duly y:djourned at 9:55 a.m.
