HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, MAY 5, 1986
CALL TO ORDER
PRAYER
The Harnett County Board of Commissioners met in regular session on Monday, May 5,
1986, in the Commissioners Room, County Office Building, Lillington, North Carolina,
with the following members present: M. H. Brock, Lloyd G. Stewart, Rudy Collins,
Bill Shaw, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board;
Dallas Pope, Assistant County Manager; Bob Jones, representing the County Attorney's
Office; and Hollie J. Wade, Recording Secretary were also present.
Chairman Jesse Alphin called the meeting to order at 9:10 a.m.
Commissioner M. H. Brock led the morning prayer.
MINUTES APPROVED The minutes from the Harnett County Board of Commissioners meeting of April 21, 1986,
were approved as read.

APPOINTED TAX
COLLECTOR AND
TAX SUPERVISOR
Ms. Ernestine Blackman appeared before the Board and presented a petition requesting
SR 1561 be paved. Chairman Alphin thanked Ms. Blackman for coming and presenting the
petition to the Board. He stated that the County would forward this request to the
Department of Transportation.
Chairman Alphin informed the Commissioners that the County has received a response
from the Department of Transportation regarding the County's request that a left
turn lane be provided on US 421 at the entrance to the Central Carolina Technical
Institute. The Department of Transportation informed the County that they are in the
process of acquiring right -of -ways to add two lanes to US 421 from US 401 to Buies
Creek and a crossover in the vicinity of the Central Carolina Technical Institute is
being proposed in this project. In view of the fact that this project is scheduled to
be let in the near future, the Department of Transportation stated that they would
prefer to address this need at that time.
Commissioner Shaw reported that he has contacted the Department of Transportation
concerning the dangerous intersection of SR 1120 and SR 2064, which is located in the
Anderson Creek Community off Highway 210, and that the Department of Transportation
has on several occasions placed a warning sign indicating there is a "stop ahead" on
SR 1120, approximately one /tenth of a mile from the Stop sign, but someone continues
to take the warning signs. He explained that persons unfamiliar with the area do not
anticipate a stop sign at the crossing of SR 1120 and SR 2064 and run through it
which has resulted in several serious accidents. Following a discussion, Commissioner
Shaw made a motion that the County contact the Department of Transportation and ask
them to place a flashing caution light and sign on SR 1120, approximately one -tenth
of a mile from the stop sign, indicating a stop ahead; and that the Department of
Transportation give this request immediate consideration due to the dangerous condi-
tions involved; Commissioner Collins seconded the motion and it carried with a unani-
mous vote.
Commissioner Collins made a motion that Bobby L. Wicker be appointed as Tax Collector
and Tax Supervisor of Harnett County, filling the unexpired term of Terry L. Wade;
Commissioner Shaw seconded the motion and it carried with a unanimous vote.
M. H. Brock, County Manager, administered the following oaths for Tax Collector and
Tax Supervisor to Bobby L. Wicker, who ascribed thereto:

and that I will not allow my actions as Tax Supervisor to be influenced by personal
or political friendships or obligations, so help me, God.

property of the respective taxpayers in the County of Harnett, and this order shall
be a full and sufficient authority to direct, require, and enable you to levy on and

CONTRACT WITH Commissioner Shaw made a motion that the Maintenance Agreement with Johnson Controls
JOHNSON CONTROLS on the County's HVAC systems in the amount of $23,469.96 for a one -year period, begin-
ning July 1, 1986, be approved; Commissioner Collins seconded the motion and it
carried with a unanimous vote.

DEPOSITORIES FOR
HARNETT CO. FUNDS
Commissioner Collins shared with the Board copies of a letter received from the
North Carolina Department of Cultural Resources awarding a grant for Title II
Public Library Construction Funds in the amount of $270,976 to Harnett County for its
Library Building Project.
Commisisoner Collins informed the Board that Dr. Roy Phelps has resigned from the
Library Board and made a motion that Mrs. Richard T. Rodgers, P. O. Box 1027, Buies
Creek, NC 27506, be appointed to fill this unexpired term; Commissioner Shaw seconded
the motion and it carried with a unanimous vote.
Vanessa W. Young, Finance Officer, presented to the Board for consideration a resolu-
tion designating the official depositories for Harnett County Funds. Following a
discussion, Commissioner Brock made a motion that the following resolution be adopted;

Be it resolved that the Harnett County Board of Commissioners authorize the

SUBDIVISION PLATS Ervin Dobson, Planning Director, presented to the Board for consideration several
subdivision plats on which action was taken as follows:
1. Hectors Creek Subdivision, located on SR 1415. Commissioner Collins made a motio
this subdivision plat be approved; Commissioner Shaw seconded the motion and it
carried with a unanimous vote.
2. Nelson Currin and Edward S. Turlington Subdivision located in Grove Township.
Commissioner Collins made a motion that this subdivision plat be approved;
Commissioner Shaw seconded the motion and it carried with a unanimous vote.
3. Sierra Villa Subdivision, Section Three in Anderson Creek Township. Commissioner
Shaw made a motion that this subdivision plat be approved; Commissioner Collins
seconded the motion and it carried with a unanimous vote.
PLANNING BOARD Mr. Dobson also presented to:the -Board a progress report on the various activities in
TO HAVE SEVEN the Planning Office and his plans for the .upcoming month. Following a discussion,
MEMBERS Commissioner Brock made a.motion that;the by -laws of the Planning Board be revised
whereby the Planning Board shall consist of seven members as follows: one member
shall be appointed from each of,the commissioners' districts and two members shall
be appointed at large; Commissioner Collins seconded the motion and it carried with
a unanimous vote.
BUDGET AMENDMENT Dallas Pope, Assistant County Manager, appeared before the Board and presented for
PUBIC UTILITIES consideration a budget amendment to the Harnett County Public Utilities Department,
Water Fund, requesting that Code 30 -8100 -074, Capital Outlay -- Equipment, be increased
by $6,750 and Code 30- 8100 -120, Capital Reserve, be decreased by $6,750. This trans-
fer of funds into the Capital Outlay code would be used to share in the purchase of
a disk drive for the computer. Following a discussion, Commissioner Collins made a
motion that the foregoing budget amendment be approved; Commissioner Shaw seconded
the motion and it carried with a unanimous vote.
BUDGET AMENDMENT
SHERIFF DEPT.
Mr. Pope also presented for the Board's consideration a budget amendment to the
Harnett County Public Utilities Department- -Sewer Funds as follows:
Code 32- 8300 -074, Capital Outlay -- Equipment, Increase by $6,750
Code 32- 8300 -202, Capital Reserve, Decrease by $6,750
Code 32- 8300 -013, Utilities, Decrease by,$2,500
Code 32- 8300 -011, Telephone $ Postage, Increase by $2,500
The transfer of funds to capital outlay -- equipment from capital reserve would be used
to share in the purchase of the disk drive for the computer and the transfer from
utilities to telephone.$ postage was due to insufficient funds in the telephone $
postage line item. Commissioner Collins made a motion that the budget amendment to
Public Utilities - -Sewer be approved as presented by Mr. Pope; Commissioner Shaw
seconded the motion and it carried with a unanimous vote.
Commissioner Shaw made a motion that the following budget amendment to the Sheriff's
Department be approved; Commissioner Collins seconded the motion and it carried
with a unanimous vote:
Code 10 -5100 -017, Maintenance 4 Repair -- Vehicles, Increase by $2,000
Code 10 -5100 -035, Laundry $ Dry Cleaning, Increase by $2,000
Code 10 -5100 -046, Medical Supplies $ Drugs, Increase by $1,000.

$1,534 and Code 10- 4500 -074, Capital Outlay, increase by $1,534. Commissioner
Stewart made a motion that the foregoing budget amendment as presented by Mr. Wicker
be approved; Commissioner Shaw seconded the motion and it carried with a unanimous
vote.
Bobby Wicker presented to the Board the Tax Collector's report for the period ending
April 30, 1986 and also presented a progress report on the activities in the Tax
Supervisor's office.
Larry Knott, Chief of Administration with the Harnett County Sheriff's Department,
filed a copy of the report on the activities of the Sheriff's office for the month
of April with the Board.

A copy of the ambulance report for the period ending April 30, 1986, was filed with
the Board.
Harrington Morrison, President of the Boone Trail Ruritan Club, presented to the
Board for consideration, a proclamation declaring the week of May 18 - 24, 1986, as
Ruritan Week in Harnett County. Commissioner Stewart made a motion that the follow-
ing proclamation be approved; Commissioner Shaw seconded the motion and it carried
with a unanimous vote:

PROCLAMATION
WHEREAS, Ruritan had its humble beginning on May 21, 1928, by a few leaders in
Holland, Virginia; and
WHEREAS, today, 58 years later, this organization has grown to a present
membership of over 36,000 from North to South and East to West in these United States
WHEREAS, the contribution by Ruritan under its motto: Fellowship, Goodwill,
and Community Service has become one of the most active organizations in terms of
community service;
NOW, THEREFORE, I, Jesse Alphin, Chairman of the Harnett County Board of
Commissioners do hereby proclaim Sunday, May 18, 1986 as
RURITAN SUNDAY
and the week of May 18 -24, 1986, as
RURITAN WEEK
in Harnett County and commend this observance to all members.
